สรรพากรโต้คืนภาษีVATถ่ายหนังไม่ได้

อธิบดีกรมสรรพากรร่อนหนังสือโตนายกสมาคมหนังต่างประเทศ ไม่สามารถคืนภาษีมูลค่าเพิ่มให้กองหนังถ่ายหนังต่างประัเทศได้ เพราะไม่มีอำนาจและไม่ประเทศไหนในโลกเขาทำกัน

นายสาธิต รังคสิริ อธิบดีกรมสรรพากร กล่าวว่า ที่ผ่านมา นางสาวศศิสุภา สังวริบุตร นายกสมาคมผู้สนับสนุนภาพยนตร์ต่างประเทศในประเทศไทย ได้ให้สัมภาษณ์ผ่านหนังสือพิมพ์หลายฉบับ เรื่องการขอคืนภาษีมูลค่าเพิ่มของกองถ่ายภาพยนตร์ต่างประเทศที่เข้ามาถ่ายทำในประเทศไทยไม่ได้ว่า เป็นเพราะักรมสรรพากรมีวิสัยทัศน์ที่แคบ ซึ่งทางกรมสรรพากรขอยืนยันว่าไม่เป็นความจริง

อธิบดีกรมสรรพากร กล่าวว่า ต้องการหารือกับนายกสมาคมฯ เพราะอาจมีความเข้าใจไม่ตรงกัน ซึ่งหากดูตามข้อเท็จจริงแล้วกรมสรรพากรไม่มีอำนาจคืนภาษีมูลค่าเพิ่มในเรื่องดังกล่าว ไม่เหมือนกับกรณีการคืนภาษีให้นักท่องเที่ยว (VAT Refund for Tourist) ซึ่งประมวลรัษฎากรให้อำนาจกรมสรรพากรในการคืนภาษีมูลค่าเพิ่มได้

นอกจากนี้ เมื่อกรมสรรพากรตรวจสอบข้อมูลการปฏิบัติของหน่วยจัดเก็บภาษีของประเทศอื่นๆ ก็พบว่า ไม่มีหน่วยงานสรรพากรของประเทศใดในโลกปฏิบัติตามลักษณะที่สมาคมฯ เสนอมา ถ้าจะเป็นการช่วยเหลือสำหรับเรื่องดังกล่าวในต่างประเทศ เท่าที่กรมสรรพากรมีข้อมูลนั้น ส่วนใหญ่จะใช้วิธีการของบประมาณเพื่อสนันสนุนผ่านหน่วยงานที่เกี่ยวข้อง เช่น กระทรวงการท่องเที่ยวและกีฬา เพื่อสนับสนุนให้ผู้ถ่ายทำภาพยนตร์จากต่างประเทศเข้ามาถ่ายทำภาพยนตร์ในประเทศนั้นๆ จะเป็นกรณีที่เกี่ยวข้องโดยตรง ชัดเจน และปฏิบัติกันเป็นสากลมากกว่า

'James Bond: Blood Stone': 007 returns to Bangkok in video game form

"James Bond: Blood Stone", the latest Activision creation, takes gamers on an adrenaline-fueled global chase that looks just as over-the-top as the iconic films

The world’s gamers are anxiously awaiting the release of "James Bond: Blood Stone" -- the latest video game based on author Ian Fleming's world-famous spy -- which will reportedly take 007 to Bangkok, among other cities.

The above trailer for the Activision game was released in late July and looks just as explosion-filled and fantastically over-the-top as the iconic films. And we wouldn’t want it any other way. "James Bond: Blood Stone" features the real voices of current Bond actor Daniel Craig, veteran Judi Dench as M and singer Joss Stone as the Bond girl (who also sings the title sequance) in an original story developed by screenwriter Bruce Feirstein.

According to James Bond-focused blog Mi6.co.uk, “Players can engage in cover-based firefights, lethal hand-to-hand combat and speed their way through explosive adrenaline-fueled driving sequences as they embark on a global chase leading to action on land and sea through Athens, Istanbul, Monaco and Bangkok.”

Though this will be the first time the video game form of James Bond takes his ab-tastic sexiness to Bangkok, the movie versions of the iconic spy have already been here two times: First in “The Man With the Golden Gun,” starring Roger Moore in 1974, and then again in 1997 with Pierce Brosnan in the lead role for “Tomorrow Never Dies.”
