Singapore Signs Open Skies Pacts with Romania and Zambia

Agreements allow passenger and cargo airlines to operate unlimited flights on any aircraft type

Singapore has concluded two separate Open Skies Agreements (OSAs) with Romania and Zambia to allow full flexibility on air services.

The OSA between Singapore and Romania allows Singapore carriers to operate any number of passenger and cargo flights between Singapore and points in Romania, as well as beyond Romania to any other city in the world. Likewise, Romania carriers may operate any number of flights to and beyond Singapore. With this, Singapore has sealed OSAs with 16 countries in the European Union.

The Singapore-Zambia OSA similarly allows both passenger and cargo carriers of Singapore and Zambia to operate any number of flights between and beyond both countries to any other city worldwide. This is Singapore's first OSA with an African country.

Both open skies pacts were inked during the International Civil Aviation Organisation (ICAO) Air Services Negotiation Conference held in Dubai, United Arab Emirates, from 24-27 November 2008. The inaugural event was part of ICAO's effort to implement a "one-stop shop" platform to improve the efficiency of the bilateral negotiation process through a central meeting place where countries can conduct several bilateral air services consultations with one another.

"ICAO's efforts have provided a convenient platform to facilitate countries like Singapore in pursuing for the liberalisation of air services.", said Mr Lim Kim Choon, Director-General and Chief Executive Officer, Civil Aviation Authority of Singapore. He added that, "Such agreements would provide carriers of the respective countries with the full flexibility to respond quickly to market opportunities, as and when they arise. The successful conclusion of the two agreements is also a clear reflection of the warm bilateral ties that Singapore enjoys with Zambia and Romania, as well as our respective countries' firm commitment to promote liberalisation in the aviation industry."

With these two agreements, Singapore has concluded OSAs with more than 30 countries.

To date, Changi Airport is served by 82 scheduled airlines operating more than 4,470 weekly scheduled flights to 189 cities in 60 countries.

The airline connects Singapore to Nanning, a new city link in Changi Airport's network

Singapore Changi Airport welcomed Shenzhen Airlines' inaugural flight to Singapore this evening. ZH9073, from Nanning, the capital city of China's Guangxi Zhuang Autonomous Region, arrived at Changi Airport's Terminal 2 at 1715 hrs. Guests onboard the maiden flight were warmly received at a welcome ceremony organised by the Civil Aviation Authority of Singapore (CAAS).

Shenzhen Airlines will operate four weekly scheduled flights every Wednesday and Saturday between Singapore and Nanning. With the commencement of services by Shenzhen Airlines, Singapore is now connected to 23 cities in China via 416 weekly scheduled flights.

CAAS' Director-General and Chief Executive Officer, Mr Lim Kim Choon said, "Shenzhen Airlines' commencement of operations to Singapore comes at an opportune time. China is currently Singapore's third largest passenger market with 2.53 million passenger movements in the first 10 months of 2008. It is also the second largest source of foreign visitors for Singapore with 930,000 Chinese visitor arrivals for the first 10 months of 2008. I therefore urge Shenzhen Airlines to capitalise on this momentum by expanding its operations at Changi Airport, and to pave the way for new flights from other Chinese cities to Singapore."

Shenzhen Airlines is the fifth airline to start operations at Changi Airport this year, after AirAsia, TNT Airways, AirAsia Indonesia and Best Air. With the addition of Shenzhen Airlines to the Changi family and the commencement of flights between Singapore and Nanning, Changi Airport is now served by 82 scheduled airlines, operating 4,470 weekly scheduled flights to 189 cities in 60 countries.

Terminal 1 Upgrade

Woodhead Nearing Completion on the S$450m Upgrade of Changi Terminal 1

The Civil Aviation Authority of Singapore (CAAS) has commissioned Woodhead as architects/interior designers, for the S$450m upgrade of Changi Terminal 1.

The project upgrades a building held in the hearts of and respected by the people of Singapore. Passenger processing and wayfinding is being streamlined and simplified. The architectural and interior design theme is focused on the “Tropical City” The refurbishment of Changi Terminal 1 continues the vision of updating an Asian icon that will reinforce Singapore’s position as the contemporary leader in the region and the world’s No.1 airport.

As part of the works, a new departure kerbside canopy will be constructed to span the entire length of the building fašade and extend over the first two lanes of the departure kerbside. This will provide shelter from the elements for passengers arriving at the terminal. A new centralised Departure Immigration will be created to improve passenger flow and the level of service provided. The main terminal building will be extended into the airside by 35 metres, increasing the space available for new services and facilities. To provide for more spacious movement and waiting areas, the main thoroughfare, gate holdrooms and finger piers along the older sections of the terminal will be widened.

A key highlight of the works is the creation of a new “lantern” structure along Terminal 1’s roofline. When illuminated at night, it will form a prominent feature and focal point for passengers travelling towards Terminal 1. Another feature that will capture the hearts of Singaporeans and foreigners alike is the “Orchid Library”. To be created in the Departure Check-In Hall, the “Orchid Library” will comprise potted orchids in bloom hovering in a frame, rising from the Arrival Hall to the Departure Hall.

Woodhead are providing the masterplanning, architecture and interior design. The project will be completed in 2011.

Thanks for update, man. Well, I hope they can get the upgrade done in time. We just have to wait and see whether Terminal 4 is going to happen.

Really? Any photos to show what have been done and what are being done?

The renovation work at Taipei Taoyuan Terminal 1 is getting very messy due to technical and managerial issues, and so I'd like to see the Changi situation for comparison.
