Due to the distance and transfer mode (bus) to/from other terminals, a "quick" visit would be difficult anyway.
Anyway, the transfer flow is done before immigration, so a transiting passenger does not have to "enter" Singapore, even if transferring to other terminals

It is not a matter of entering Singapore. I know that airside-airside transfers will exist, unlike the old Budget Terminal that used to be on this same site. The change comes from the centralised security screening at T4, unlike the other terminals that conduct security screening only at the gates. Thus you can not have unscreened airside passengers mingling with screened airside passengers. Thus the restriction for T4 boarding pass holders only.

As for time and space to visit the terminal, if passengers have enough time to avail themselves of the free Singapore city tours during a transfer, going to T4 would not be a hassle.

Sorry wasn't clear enough. The "entering Singapore" point is not related to the quick visit. Just wanted to point that out because as you said, the previous Budget Terminal was not like that.

As for the unscreened/screened passengers mixing, I don't think that is the main/biggest reason they don't allow passengers from other terminals coming in. Because even if you are arriving in T4 and will be departing from T4 again, the flow to re-enter the airside will go thru security check (see photo above). So passengers from other terminals could just go thru there. I believe they must have some other reasons.

It's kind of lame that they are doing this. I always believed that Changi's integrated arrivals/departures system on the airside (like in the US) was one of its strong points and was what made it so unique in contrast to other popular transit hubs like DXB and HKG. Going through security again right after coming off a long haul flight is such an annoying process.

The security check has been kept small, designed only to handle the amount of passengers transferring between flights airside. I dare say for cost and staffing reasons.
