Head of PT KAI South Sumatra Regional Division III-Lampung Ariyanto Wawan said, is targeted by 2019 the entire path along the 400 kilometer-Lubuk Linggau - Palembang and 400 kilometers Palembang-Lampung were already in the form of double track. On the belgian news program of yesterday, they showed a railway line in Jakarta, full
double track and electrified, but unused. Neighbours of the line run little carts on the
rails for local transportation. How is it that a so expensive asset as an electrified double
track railway remains unused in a city where there is so much road congestion ?

sorry I have not seen the video.
but that is clearly the whole track commuter train in Jakarta it is extremely dense, until going on a queue.
This is because the track of commuter train still mingled with long-distance trains.

Japanese envoy Izumi Hiroto submitted the fresh proposal to the president late on Wednesday, the second such revision since China sweetened its bid on Aug 11.

Japan is offering a 40-year loan at an interest rate of 0.1% with a 10-year grace period. The latest proposal also offers Japanese government guarantees on financing and increases the percentage of local content.

China has also mounted a high-profile campaign to win the deal, offering a loan of $5.5 billion with a 50-year tenure, an interest rate of 2% and a grace period, as of Aug 14..... to read more click here
Comparing the interest rates between Japan and PRC, I believe it is a done deal with 0.1% 40 years loan compared to a 2.0% 50 years loan.
If the cost is the same you'll be paying 2,889% more in interest with the PRC offer.

High Speed Train from Jakarta-Bandung Rp 87 Triliun, Par Rail Build Sumatera-Sulawesi

If realised, then this project is the longest post colonial era of the Netherlands. Because the majority of the rail network that exists today, about 985 km, is the legacy of colonial-era railway network.
