Basically what the minister is saying is that the present government will not take any risk nor can it assure if future government will honor the contract so we cannot issue any guarantee of obligation or write it within the fiscal budget.
Why should another country provide preferential treatments if the country asking for those preferential treatment is not willing to take risk?
Even if it is going to be through a state owned enterprise(SOE) this is a private transaction with a for profit organization so it should be treated as such and not have the government of Japan involved.

i agree about this...

Also, a 35min trip covering 150Km with 8 stops would be ridiculous, and impossible to attain a top speed of 300Km/h contrary to the public's common knowledge that HST run at that top speed...

Just use the existing railway infrastructure and develop a new Tilting DMU for this route...
There's a 1.067mm gauged DMU in Japan who can manage to run 130-160Km/h in a curvy mountainous tracks, isn't it?...

that would be better, and cheaper than building a new rail link IMO. Jakarta to Bandung have a difficult terrain for Railway Construction...

"If Japan is indeed right from the start G wants to G but it would B to B, in Japan there is not bisaikut in the Jakarta-Bandung train procurement," said Presidential Chief of staff in the Presidential Palace; Teten, Tuesday (29/9/2015).

Although Japan certainly will not manage that project, however reluctant Teten commented reserved decision Indonesia which ultimately handed the project to China.

He just explains the current head of the National PerencanaanPembangunan Agency (Bappenas) Sofyan Djalil sent President Joko Widodo to meet Japan's Prime Minister Shinzo Abe to explain the decision of the Government of Indonesia.

In addition to CDB, now additional financing can potentially be done through China controlled AIIB. So money is probably the last thing Indonesia needs to worry about.

China is promising that they will offset 80% of the capital cost needed to start the high speed train construction (if it was high speed after all.....)

Of, course the biggest question of all is have they done the market study for high speed train at all? I've never heard any news that the government or any party involved in high speed train project have done proper market study.

There has been a proper market/feasibility study done, by Japan. All the legwork had been done by Japan, for naught...

Both Chinese and Japanese are trying to export their technology. So far the only success story in for Japanese in Taiwan.

The reason why China wins because their approach is purely business, not government to government like what was initially planned. Remember, presiden Jokowi said that the government will not spend any single cent for the high speed train project.

Then how does Chinese involvement in this case? What happened is their high speed rail project will be built using capital money from China. There are Indonesian involvement, but basically minimal.

Japan's anger is triggered by the fact that the Chinese doesn't have to do any feasibility study at all. They can rely solely on such effort which was done by Japanese in the past. In doing so the Chinese can make huge savings, but the Japanese see this as sort of plagiarism.

But in my opinion, Japanese shouldn't berated Indonesian over the Chinese (questionable) victory on high speed project because it will give bad credit for them.

Not to mention that now Indonesian government is serious in building commuter trains and LRTs on major metropolis cities away from Jakarta.
And such projects gets full approval by government, and government to government deal will likely to happen (the type of business where the Japanese rail export would normally be accustomed with).
