Yes they did, but it was not won, rather that line was given to them, same with Chinese which got another line.

I don't think the Chinese HSR project will ever took off anyway. This whole project is Rini Soemarno's personal ambition. It doesn't represent national interest at all.

I heard that the Chinese plan for the HSR project Jakarta-Bandung meant that the Jakarta station would be outside the city. Is there any information on the actual plan with regard to locations of stations?

It would be useful if there would be an integration with the MRT (e.g. at Kota station, or even better at Sudirman/Dukuh Atas with a direct transfer to the new airport railway), or perhaps with the LRT lines (at Cawang?). In the current situation I think it would be good if both in Jakarta and Bandung there would be city stations (e.g. Sudirman and Stasiun Hall), and on the outskirts integrated park-and-ride facilities near toll roads (e.g. Bekasi and Padalarang). Between Bekasi and Padalarang the train could go fast and without stops (or is there a stop planned in Purwakarta), while into both cities the train would be slower, but at least provide connections to the urban transport systems.

Anyway, I would like to hear what the actual plans are.

Think about it this way, China will pay for most of this just to claim an export customer, so there is nothing for Indonesia to lose. A 140km HSR is peanuts for China, so CRC and CRCC can probably write off the entire cost as marketing expenditure.

If PRC starts building this solely with migrant Chinese labors like what they did in Africa then there will be an uprising by the Indonesian people.

Yasuaki Tanizaki normally has lunch at a Japanese restaurant at the Grand Hyatt in Jakarta. However, the lunch on September 21 was a special occasion. The Japanese ambassador to Indonesia went on the invitation of Rini Soemarno, the minister of state-owned enterprises (SOEs). "I invited them for lunch," said Rini, telling Tempo the story in her office on Wednesday last week.

Tanizaki considered the invitation more than just a…

Although this Newsweek article is in Japanese it gives a interesting insight on how this bid was handled out.

http://www.newsweekjapan.jp/stories/.../post-3961.php

Basically it reports that the Indonesian government had signed an agreement PRIOR to the bidding to create a joint venture between Chinese rail related companies and Indonesian State owned Enterprises handling the development of the High Speed Rail and agreed that those joint ventures are going to handle all aspects after the bid had been decided.
Basically it was a done deal and the bidding process was merely for show.

Why would they do that? I'm sure Indonesian labor is significantly cheaper. I'd like to know where did you hear that China built railways in African entirely with Chinese labor, from what I know China only supplied engineers, foremen, and experienced labor, the majority of manual labor are from local population.

Do you think they will change habits that had been going on for that long, I don't think so.
