well, that is the former 'Cartea Romaneasca Workshops' one of the oldest printing houses in Bucharest. it was partialy destroyed in 1944 during the world war 2 and rebuild after that.
the new project kept only the main facades with the annexed building in the front.

The works for the construction of the new national stadium “Arena” (former “Lia Manoliu”) are finalized in a proportion of 50 per cent and will be commissioned in due time, namely in May 2010, announced yesterday the representatives of the consortium Max Bogl-Astaldi in a meeting with the mayor of Bucharest, Sorin Oprescu.


“The stadium is finalized 50 per cent, there are visible progresses made since June, when the works were at 35 per cent. I understand that if the winter is calm, it will be possible to work and the construction will be ready in time. I signed the document for the construction of the roof which will cost around EUR 20 M, but we are still in negotiations over the cost. The money that the municipality allots is enough until the end of this year, then we shall wait for the amount promised by the Government,” Oprescu said in a control visit on the site.

The mayor general said that he doesn’t want to give up the idea to increase the number of parking lots, which can rise in his opinion to 3,000. He insisted that the building firm should take into account also their construction, requesting ideas also for the management of the commercial spaces that will function within the stadium.

According to the mayor general, the delays in the execution of the stadium have been reduced from 8 to 3 months. The works on “Lia Manoliu” stadium are financed by Bucharest City Hall this year, the financial support of the Government being expected at the soonest, in order to complete the works in time.

“Lia Manoliu” stadium, formerly “23 August,” was built during 1952-1953, being commissioned on the occasion of the sports games from the World Youth Festival in the summer 1953.

Its replacement by a National Arena represents an investment of over RON 411 M (around EUR 120 M) without VAT, the funding of the works being borne by Bucharest City Hall and the Government of Romania. In 2012, the stadium will host the final of the Europa League Cup.

The National Arena stadium will be classified in category I, and will have a capacity of 55,000 places. The project of the new arena has a value of EUR 120 M (without VAT) and should be finalized in May 2010.

The new structure of the stadium, after the completion of the modernization process started in December 2007, will include two underground levels – one of them being a locker room and the other for the media – the box for VIPs on the first group, seats for the press and commercial spaces on the second floor, and seats for the boxes of the radio and TV speakers, and a technical sector on the third floor.
