Clean-bus idea needs thought, Tsang says

Perhaps allegations of conflict of interest are still fresh in the mind of Chief Executive Donald Tsang Yam-kuen, who yesterday deftly avoided any repeat of the media outcry last year. This time, polluting buses were the issue, not light bulbs.

Tsang was asked at the legislature about the possibility of paying franchised bus companies to phase out old and dirty buses to improve air quality. Lawmaker Audrey Eu Yuet-mee had suggested the government buy buses that use cleaner fuel and lease them to companies.

"This is not something I have a final say in, but the financial secretary does, and it needs approval from the legislature," Tsang said. "I might be asked if this amounts to business collusion and whether the spending is too much."

Tsang's brother, Tsang Yam-pui, a former police commissioner, is the executive director of NWS Holdings, which owns one of the franchised bus companies in the city.

In October, a government scheme to encourage the use of energy-saving light bulbs touched off a storm of criticism for Tsang, after it was revealed that his son's father-in-law ran a distribution business for a leading brand of such bulbs.

Yesterday, the chief executive said officials had been mulling ways to address roadside air pollution. More analysis was needed to judge if Eu's idea was to be effective, he said.

"We need to ask if the money is worth spending and we need evidence on how much improvement we can get," he said.

Roadside pollution in Central, Mong Kok and Causeway Bay was at harmful levels for 13, 11 and 7 per cent of the time last year, Tsang said.

There are over 5,700 franchised buses in the city. Of these, about 480 are of the pre-Euro model and over 1,300 of the Euro I model, which is 50 times more polluting than greener models like the Euro V. Officials once estimated that by replacing these buses, nitrogen dioxide pollution could be cut by 17 per cent.

Speeding drivers under the gun

Kowloon Motor Bus has stepped up random checks on buses to ensure their drivers are not speeding.

Since the Tseung Kwan O tragedy last November, in which two people were killed and 34 injured, laser gun checks on buses have increased from five to 12 times a month, with about 100 buses being "gunned" each time, a KMB spokesman said.

The company said a cross-department safety committee was also set up last month to educate drivers about speeding.

Before the accident, laser gun checks were carried out only twice a month. This was increased to five in December in some areas. The spokesman said the number of drivers complying with speed limits has improved from 89.28 percent in November to 92.7 percent in December.

On average, around seven per 100 checked were found to be speeding, the spokesman said.

KMB operations director Tim Ip Chung-tim said drivers may sometimes be unaware they are speeding when traveling down a slope.

"It is hoped that such detections will remind drivers of their responsibility," Ip said.

Drivers found speeding will be sent warning letters and called to face-to-face meetings with the management.

Plans are also afoot to install black boxes in all KMB-operated buses.

A driver's handbook will be issued to emphasize proper driving attitudes and to remind drivers to pay special attention to situations on the road.

A database of potentially hazardous areas will also be established and uploaded onto the staff website, he added.

A spokeswoman for City Bus and New World First Bus said since the Tseung Kwan O accident, the company has deployed plain-clothes staff to conduct random checks on buses at night time in addition to laser-gun checks.

All drivers are given adequate training in addition to proper guidelines, she added.

The spokeswoman said the company does not keep a record of the compliance rate.

Last November, a Route 692 KMB double decker flipped on to its side on a sharp turn in Tseung Kwan O.

The 36-year-old driver is on bail after being arrested for dangerous driving.

Twin-axle bus offers shaft of clean air hope

Kowloon Motor Bus says it has bought the city's first Euro V two- axle bus _ breaking new ground in the battle against air pollution.

The company says the twin-axle vehicle uses less fuel and cuts harmful emissions by up to 10 percent.

It is the only one of the company's 3,000 vehicles which currently meets that standard.

The new bus _ bought on trial ahead of a possible bulk buy _ will run on route 606 between Choi Wan and Siu Sai Wan, starting next month.

KMB says that 250 other new ``green'' buses _ not Euro V two- axles _ will be put into service across the territory in coming months as part of a more than HK$700 million investment plan.

Meanwhile, the operator has put a planned fare rise on hold despite falling passenger numbers.

``It's really difficult to make predictions because the financial situation is ever changing,'' managing director Edmond Ho Tat-man said.

His comments came after the Transport Department suggested restructuring bus routes to improve air quality.

He said KMB has noticed a decrease in passengers in non-peak hours and will adjust bus routes.

Any moves will require talks with the Transport Department and passage through the Legislative Council.

KMB said air pollution is a pressing problem which has raised much public concern and the company has already held talks on the matter with the Environmental Protection Department.

The new Euro V two-axle E-friendly bus, which is 10.5 meters long, uses less fuel than a three-axle bus and its emission levels are lower.

The other new ``green'' buses will switch to an LED lighting system.

The LED system has a longer life expectancy than energy-efficient fluorescent tubes.

``We are continuing to introduce new technologies to achieve smoother bus operations, more environment-friendly services and comfortable journeys for passengers,'' KMB's principal engineer Kane Shum Yuk-hung said.

He believes the Euro V two-axle E-friendly bus will take Hong Kong's bus service standards to a new high.

Bus concessions eyed to ease fare hike fear

A top transport official has vowed to seek more interchange concessions from bus firms amid worries that a planned trimming of some routes would force passengers to pay more to reach their destinations.

Deputy Commissioner for Transport Carolina Yip Lai-ching said the department will make sure that passengers who are forced to take multi-rides when bus routes are either cut or merged will not end up paying extra.

Yip made the assurance after Undersecretary for Transport and Housing Yau Shing-mu warned in the Legislative Council that travel on some routes may end up costing more for passengers who are forced to change buses once the services are adjusted.

Commissioner for Transport Joseph Lai Yee-tak said he never underestimated the difficulty of trimming bus routes. ``Passengers in general like to reach their destinations direct. But we can hardly make everyone happy,'' he said.

He said they are lobbying each of the 18 district councils for their support to rationalize more bus routes.

Yip said the move is nothing new, with more than 400 bus routes having been cut over the past four to five years.

She said the department is still looking for a location in Mei Foo to turn into a major bus interchange.

But she acknowledged that it is difficult to find a site which is large and convenient.

Meanwhile, Assistant Transport Commissioner Tsang King-man said the government will launch in the first half of this year a trial version of an interactive website that will advise drivers on routes and estimated driving time.

The data will be updated on a quarterly basis, he said.

Tsang also said a website which helps commuters search for the best possible public transport to reach certain destinations will officially come into service around the middle of this year.

A trial version of the travel planner, launched last April, attracted an average of 1,500 hits a day.

Tsang said the revised version will make it easier for people to search for routes to public facilities.

The department's driving route search system cost HK$1.7 million to develop and costs more than HK$1 million a year to maintain. The public transport inquiry website, meanwhile, costs about HK$1 million to maintain annually.
