Shuttle buses ring bells
Oct. 19, 2016

A majority of residents have a liking for dedicated shuttle-bus services serving particular areas because regular public transport - routed buses and trains - cannot meet their precise needs.

The findings came yesterday from the Public Omnibus Operators Association even as government officials apparently struggle to complete the Public Transport Strategy Study.

They began the job of "examining the functions of public transport services other than railways" in 2014, which was expected to be completed in about 30 months.

The association said 87 percent of 1,541 respondents to a survey it commissioned think railways cannot replace the role of non-franchised buses, which cover eight categories: tour, hotel, student, employee, international passenger, resident, multiple transport and contract hire services.

More than 60 percent of respondents said they agreed that non-franchised bus services should be increased to cover the deficiencies of rail services and major fixed-route bus operators such as KMB and Citybus.

The association commissioned City University's department of public policy to interview 720 residents by phone and to survey 821 non-franchised bus users in 30 housing estates and five shopping malls from June to August.

One of those involved in the survey, urban studies professor Yip Ngai-ming, said the exercise showed that non- franchised bus services, especially shuttle bus services in housing estates, were the answer for those wanting point-to-point services. And non- franchised buses helped ease public transport systems by providing feeder services in emergency situations.

South China Morning Post Excerpt
Hong Kong electric buses pulled from the road for third time in nine months
New World Services says five vehicles encountered tyre slippage problems in wet weather; manufacturer says they are now ready for use again
October 19, 2016

The two-year trial of Hong Kong’s first electric buses has been suspended for the third time in nine months due to tyre problems.

New World Services Holdings, which owns franchised bus companies Citybus and New World First Bus, confirmed on Wednesday that five electric buses were recalled in mid-September after drivers and district councillors raised concerns about tyres slipping in wet weather.

This is the third time the trial has been halted since it started in late December. The five buses were the first to hit the road after the government allocated HK$180 million to purchase 36 electric buses for the city’s transport companies in a bid to improve roadside air quality and reduce greenhouse gas emissions from petrol-driven buses.

Registered engineer and mechanics expert Lo Kok-keung said the frequent check-ups and recalls showed the buses were “quite problematic”.

“The check-ups carried out by the manufacturer cannot be good enough, or why would the buses be recalled again and again after being recalled the first time,” he said.

According to New World Services, the manufacturer of the five recalled buses – Shenzhen-based BYD – has improved the braking system to address “occasional slipping problems’’, but the buses would only return to service again after “thorough checks”.

The five buses are running on Hong Kong Island routes 11, 12, 25A, 78 and 81.

In addition to these buses, a second batch of five electric buses manufactured by Shandong-based Great Dragon International Corporation was also recalled before they hit the road.

The bus company confirmed that they were recalled because of problems with the stop bell. This means none of the firm’s 10 vehicles are now in use.

Hong Kong man arrested for stealing HK$174,000 worth of luggage from airport buses
40-year-old suspect was caught when police saw him leaving vehicle with another passenger’s belongings
October 27, 2016

A man was arrested on Wednesday night for allegedly stealing luggage from airport buses.

The 40-year-old local, surnamed Ying, was nabbed after police saw him leaving a vehicle with another passenger’s luggage.

Police said the man was believed to be involved in eight similar incidents that took place in September and October. The total value of the items stolen in these nine cases is estimated to be about HK$174,000.

Some of the items, including clothes and diving equipment, were retrieved from the man’s home in Mong Kok.

Bus relief - KMB cuts fares 20pc on same-day return trips
Nov. 1, 2016

KMB passengers will enjoy a 20 percent same-day return discount from Saturday as the bus company tries to snatch back shrinking market from the MTR.

Passengers and transport experts welcomed the concession scheme, which will run for 88 days until January 31.

A passenger has to use the same Octopus card on the same day to pay for the return trip of the same route, or routes on the same "group" of other KMB lines that run on a similar route.

Transport analyst Hung Wing-tat told The Standard that KMB's move is in response to the MTRC's Kwun Tong line extension, which opened on October 23.

"The discount is clearly an incentive to increase its declining market share," Hung said. "If it doesn't do anything, the situation will only get worse."

The scheme is applicable to all KMB solely-operated routes (except K12, K14, K17 and K18) and is in conjunction with the half-fare concession for child and elderly Octopus card users and other applicable discounts.

More than 300 KMB bus routes are covered in the scheme, with passengers on buses between the New Territories and Hong Kong island benefiting the most.

For instance, route 373, from Sheung Shui to Sheung Wan - which costs HK$24.30 - will see passengers enjoying a HK$4.8 discount on the return route.

E400s for NWFB. They are the MMC model, they look shorter than Citybus's E400s. I wonder if they are low height.

We are also expecting 12.8 meter E500MMC Cityflyers.

South China Morning Post Excerpt
Hong Kong group slams government over bus route changes following opening of MTR West Island line
Public Transport Research says the changes failed to meet needs of residents and warns same could happen with opening of South Island line
November 29, 2016

A public transport watchdog slammed the government for wrongly assessing the needs of residents when it rearranged bus routes after the MTR West Island line opened last year, and warned that the same could happen when the South Island line opens by year’s end.

The group – Public Transport Research Team, which was formed by concerned members of the public in their 20s and 30s - is due to release a report on Tuesday showing that the government had not brought benefits to commuters along the West Island line after it changed and in some cases cut seven major bus routes in the area.

The Transport Department’s transport reorganisation plan went into full operation in May last year, two months after the Island line was extended from Sheung Wan MTR station to Sai Ying Pun, Hong Kong University and Kennedy Town.

The team sent five members in May and June last year to observe and compare the before and after impact of the traffic reorganisation on local residents at major bus stops during the morning rush hour.

“The government has not carefully considered the impact and the travel habits of local residents as they have cut the routes that have solid demand and extended routes that are not convenient to people,” said spokesman Quentin Cheng Hin-kei.

Cheng cited in particular the cutting of bus routes 43X, 46X and 70M. He added that extending route 70 as a replacement did not help shift passenger volume.

He said there had been no significant change in passenger numbers on route 70 after the reorganisation, yet there was a rise of more than 10 per cent on another route in the area – 37A.

Cheng said he thought the incorrect assessment was partly caused by bus operators as cheaper routes were cut while those charging more were modified.

The team went on to urge the government to give careful consideration to route changes when the South Island line starts operating next month.
