Fabian allots P10-M for rehab of irrigation system
February 14, 2009 by Jemuel Mojica Good news to rice farmers in the east coast. District 2 Congressman Erbie A. Fabian yesterday disclosed that he was able to source out some P10 million for the immediate rehabilitation and improvement of the irrigation system in Balinsungay, Mercedes, this city. Fabian disclosed that the allocation will come from the National Irrigation Administration (NIA) central office in Manila, which he lobbied for during the budget hearing in Congress for the 2009 budget of the NIA. “Balinsungay is considered the rice granary of Zamboanga City. It is a must that the irrigation system for the said area will be constantly maintained and even further improved,” Fabian told reporters in an interview. He said Balinsungay is noted for its quality and bountiful palay harvests and thus the government should prioritize the needed infrastructure support for the irrigation system in the entire area. The congressman the other day has already conferred with NIA regional director Alberto Lacuaren for the implementation of the said project by early this year. For the previous years, Fabian has already funded the improvement of the Balinsungay Communal Irrigation System. A total of P16 million was spent for its improvement and expansion. Director Lacuaren said the further improvement of the Balinsungay Communal Irrigation Systems will greatly benefit hundreds of rice farmers in Mercedes including those in some adjacent barangays. He also expressed gratitude to the congressman for the latter’s initiative in sourcing out fund in Manila for the said irrigation project. — Jemuel E. Mojica

3 bidders submit proposals for city's IBT project
Members of the city government's Bids and Awards Committee (BAC) chaired by Dr. Mario Ariola convened January 19 in a marathon session to evaluate the technical and financial documents submitted by the bidders for the P179 million Integrated Bus Terminal (IBT) project soon to be established along Maria Clara Lobregat Highway in Divisoria, east of this city. Mayor Celso Lobregat (far center) joins members of the city government's Bids and Awards Committee in the opening of bids for the construction of the Integrated Bus Terminal worth P178 million in Divisoria. Joey Bautista Mayor Celso Lobregat, who personally observed the proceedings, explained that the committee intends to evaluate the sufficiency of the bidders' technical proposals and compliance with the financial statement. The technical evaluation included among others the bid security, duly signed construction schedule and S-Curve, duly signed manpower schedule, duly signed design and construction methods in narrative form, duly signed statement of on-going and completed government and private projects, duly signed contract organizational chart, duly signed lists of contractor's personnel, equipment (owned, leased or under purchase agreement), equipment utilization schedule, certificate of compliance with existing labor laws and standards, preliminary conceptual design plans and scaled model in accordance with the degree of the details specified by the Procuring Entity. The financial envelops were opened in the afternoon session during which the bidders were required to make a multi-media presentation not longer than 45 minutes (each bidder) exclusive of "the question and answer" portion. They also presented their respective scale model of the multi-million project, which will include a road network, drainage system, complete utilities and amenities, perimeter fence, frontage, highway expansion and a pedestrian overpass. Originally, according to Dr. Ariola, there were 13 contractors who submitted their letters of intention to bid for the project. Of the number, however, only 9 passed in the pre-bid qualification process. But only 5 contractors submitted their bids. They were Vicente T. Lao Corp., Young Builders Corp., Dimson Manila Corp., RU Aquino Construction and Dev't Corp. in partnership with RCDG Construction Corp., and ARN Builders, Inc. However, Vicente T. Lao Corp. and Young Builders Corp. yesterday submitted their letters of withdrawal and waiver to bid, leaving only the three contractors. Yet, in the technical evaluation process, ARN Builders Corp. was dropped out for failure to comply with the Performance Specification and Parameters Compliance as specified in No. 19 of the Checklist of Bids Requirements. Thus, as of yesterday afternoon's session, only the bids of Dimson Manila and RU Aquino Construction and Development Corp in partnership with RCDG Construction Corp were up for the final deliberation by the committee. Recall, the IBT requires an architectural design that is modern yet contemporary and with a touch of Philippine Architecture of the Spanish-American era in the city. It must exude a sense of landmark and institutional quality-fitting of a civic transport center, and representative of a flagship project of Zamboanga City and the Zamboangueños. The design should be reflective of contemporary and advanced architecture, utilizing the most modern concepts project that the structure is new and advanced. The interiors of the structure should be pleasing and welcoming, worthy of a civic center, a place of gathering and a major transport center of Zamboanga City. The layout should be easy to manage and secured by the bus terminal management; simplicity of construction, engineering innovation, compliance with original layout and green architecture. Meanwhile, Mayor Lobregat has created a special committee tasked to assist in the evaluation of the IBT bids. It is composed of representatives from the business and academe sectors and prominent architects in this part of the region. (City Hall PIO)

Lobregat unveils P7.4M infra projects in Ayala
Mayor Celso Lobregat on February 3 led the inauguration of three different infrastructure projects costing P7,359,797.76 in Barangay Ayala, west of this city. Unveiled were the 45-linear meter slope protection project worth P494,417.10, which was undertaken by EC Gonzales Construction, the spillway measuring 9.00-meter long and 4.40-meter wide amounting to P873,511.79 undertaken by Kim-Joan Construction, and the two-storey building with eight classrooms costing P5,991,868.71 undertaken by ACO at Ayala Central School. These, according to Mayor Lobregat, bring to the total of P50.8 million worth of various infrastructure projects that the city government under is administration has implemented in Ayala over the last two years. The mayor said that in 2007 the city government had implemented 10 projects totaling P13.304 million and 14 more projects in 2008 worth P37.552 million. The projects included the construction of covered walk and stage at Ayala Central School, improvement of school building and construction of two-storey six-classroom building at Ayala National High School, drainage and more slope protection projects. In 2008, the following projects were undertaken in Ayala: construction of irrigation structure- P1 million, slope protection- P1 million, drainage system- P500,000, concreting of Ayala-La Paz (Camp Susana) Road- PP7.5 million, improvement of hanging bridge- P196,000, and millions of pesos worth of other school projects. Joining the mayor in the inauguration ceremony were Councilors Rudy Lim and Rey Candido, City Schools Superintendent Dolores Alcantara, Assistant Schools Superintendent Norma Vecina, Ayala barangay chairman Alexis Ortega, Ayala Cebtral School principal Sarah Artates, City Engineer Luis Despalo and Ayala parish priest Fr. Nonoy de las Penas. In his message, the chief executive enjoined the teachers, pupils and the entire Ayala community to take good care of the school buildings and put them to maximum use to provide the children with conducive learning facilities and quality education (City Hall PIO)

Winning bidder in Celso’s IBT project to be known next week
Wednesday, February 18. 2009 The winner of the bidding for the Integrated Bus Terminal (IBT) project will be announced anytime this week or early next week by the city’s Bid and Awards Committee (BAC) chaired by City Veterinarian Mario Ariola. At least three qualified contractors had earlier participated in the bidding but one was disqualified after he reportedly failed to submit one very important document in the first envelope. The bidders were Aquino Construction with local partner, the RCDG construction, Dimson Construction based in Manila and ARN Construction firm, a Cebu based construction, which was disqualified by BAC after its representative Crisologo Saavedra, a Zamboangueño, failed to submit the so-called values engineering analysis, which was supposed to be included in the first envelop or the technical envelop. Saavedra’s firm has bidded the IBT project for some P149 million under the designed and build mode, which is lower than the bidding price of his two competitors who presented their plan and estimate to the BAC in the amount of almost P180 million. ARN construction representative Saavedra earlier claimed that in the December 2008 pre-bid conference, BAC officials had advised them to submit item no.18 of the BAC requirement, which is the values engineering analysis, in the second envelope. However, Saavedra said that when they met again for the opening of the first envelope early in January this year, he was surprised to note that his two competitors have already included such document, which is supposed to be in the second envelope. When BAC reviewed the proceeding of the December meeting, Saavedra’s allegation was found untrue but the alleged mistake was actually committed in drafting the minutes, Mayor Celso Lobregat said. Because of that, BAC corrected it by advising Saavedra to submit copies of the missing documents where he claimed were included in his second envelope, which is the financial aspect of the bidding procedure. Despite the ample time given to him, Saavedra still failed to submit such, thus the reason why he was disqualified from the race, Lobregat explained. “In fact, he (Saavedra) had asked the BAC to give him at least three days to complete his requirement but still he failed to do so,” Lobregat said. Saavedra then sent Lobregat a letter of appeal but instead, he was advised to file his formal protest against the BAC. Firm with his belief that BAC committed a mistake in the conduct of the bidding process, Saavedra threatened to file charges before the Ombudsman’s Office. The IBT is a flagship project of the Lobregat administration. It took the city government two years to complete the budget for the project.
