Toll road construction to start in Q3

State toll road builder and operator PT Jasa Marga expects to finally commence the construction of a cluster of new toll road projects in the third quarter of 2009 after many delays, especially in respect of land clearance.

President director Frans Sunito told reporters on Friday that it had sought government assistance on land clearance and this was likely to yield positive results, so the company hoped to be in a position to start work and meet its spending targets.

"The land acquisition process, which is one of critical problems in the toll road construction process, has caused the sluggishness in our spending program," he said.

Frans said disbursement of capital expenditure in the first semester was therefore less than 50 percent of the total allocated funds of Rp 4.7 trillion to finance construction of seven toll roads planned for this year.

The toll roads are: the Jakarta Outer Ring Road (JORR) I extension; the JORR II extension ; the Bogor Ring Road in West Java; the Semarang to Solo and the Solo to Ungaran highways in Central Java; and the Gempol to Pasuruan and Surabaya to Mojokerto highways in East Java.

So far the company has only completed land acquisition for the Bogor Ring Road and the Semarang-Ungaran highway and was still working on land acquisition for the other five highways . The land acquisition for the first two toll roads, Frans said, cost Rp 600 billion (US$58.8 million) and Rp 300 billion respectively.

He added however that the projected total land clearance costs for both of the JORR projects would be in the area of Rp 2 trillion.

"We have received help from the government on the land clearance. We expect the land clearing will finish soon, so that we can start constructing the roads," Frans said adding that all of the proposed toll roads were expected to be in full operation by 2012. Land clearance had to be completed so that construction could start as soon as possible.

At present, Jasa Marga operates 13 toll roads throughout Indonesia and plans to control the country's longest bridge between Surabaya and Madura islandin East Java, which was opened on June 10.

The 5,438-meter Surabaya Madura toll bridge is the longest bridge in the country. The construction started five years ago.

State Minister for State Enterprises Sofyan Djalil said Friday that he expected that the company would continue to manage the bridge if the company showed good performance within the next 18 months.

"Jasa Marga has a big opportunity to continue to manage the bridge because it is a state owned enterprise," Sofyan stated.

He denied allegations that the office of the state minister for state enterprises had violated any rules or regulations by choosing Jasa Marga as the Suramadu bridge operator.

"I think it is normal because Jasa Marga has extensive experience and the company was chosen in a tender, *procedure*" Sofyan said.

In quarter one, the company generated an operational profit of Rp 367.7 billion representing a 1.6 percent increase on the Rp 361.9 billion profit in the same quarter last year.

The net profit, after various deductions, also increased to Rp 196 billion or up 4 percent in quarter one of this year, compared to the Rp 189 billion of net profit generated in quarter one of 2008.

Jasa Marga is targeting to reach Rp 3.7 trillion of gross revenue by the end of 2009. Its chances of doing so depend on starting these toll road projects, held up by land clearance issues.

This is having a negative impact on company revenue and on the stimulus effect hoped for from these projects.(naf)

Aceh Bangun Jalan Tol Senilai Rp 35 Triliun



BANDA ACEH, KOMPAS.com — Pemerintah berencana untuk memulai pembangunan jalan bebas hambatan (tol) pada pertengahan tahun 2010 mendatang. Jalan yang akan menghubungkan Banda Aceh-Medan, Sumatera Utara, itu diperkirakan menghabiskan dana Rp 35 triliun.

"Beberapa calon investor sudah tertarik untuk menangani pembangunan ini, seperti dari Jerman, Belanda, dan Korea Selatan," kata Kepala Bidang Infrastruktur Badan Perencanaan Pembangunan Daerah Provinsi NAD Hamdani, di sela-sela diskusi tentang penataan ruang Aceh di ruang serba guna Dewan Perwakilan Rakyat Provinsi NAD di Banda Aceh, Kamis (2/7).

Hamdani mengatakan, proyek pembangunan jalan bebas hambatan sepanjang lebih kurang 400 kilometer itu merupakan bagian dari program pembangunan jalan bebas hambatan di Pulau Sumatera yang dicanangkan Kementerian Pekerjaan Umum. Jalan bebas hambatan itu merupakan bagian dari proyek besar Pemerintah Indonesia untuk masyarakat yang tinggal di Pulau Sumatera.

Lebih lanjut, Hamdani mengatakan, proyek pembangunan jalan itu sebenarnya sudah dimulai sejak tahun 2008 lalu dengan mengerjakan studi kelayakan. Sampai tahun 2010, proses pengerjaan dokumen analisis mengenai dampak lingkungan juga terus dikerjakan.

"Ini sudah menjadi bagian dari proyek nasional dan tercantum dalam rencana tata ruang dan tata wilayah Pulau Sumatera. Jadi, ini program nasional," ujarnya.

Hamdani menyatakan, Pemerintah Provinsi NAD sendiri sudah berinisiatif untuk melakukan pembebasan lahan. Dalam rencana anggaran pendapatan dan belanja Aceh (RAPBA) tahun 2010 mendatang, Bappeda telah mencantumkan rencana pembiayaan untuk menalangi pelaksanaan pembebasan lahan di daerah-daerah yang akan dilintasi oleh proyek ini.

Toll road near Plumpang fuel depot to be a tunnel

JAKARTA: The planned overpass that will connect Tanjung Priok-Semper-Plumpang-Cikunir will need some design adjustments over Pertamina's fuel depot in Plumpang, North Jakarta, an official said Thursday.

"We'll consider making a tunnel to function as a shield to protect the depot and motorists as well," said Waluyo, Pertamina director of human resources Waluyo.

He added the tunnel, which would be 1.25 kilometers long, would prevent unruly motorists from throwing stones or other material that could endanger the largest oil storage facility in the country, which experienced significant damage after a fire in January.

"The tunnel will also protect motorists from possible gas leaks carried on the wind," Waluyo said, adding the plan was still in the early stages. - JP

JAKARTA, KOMPAS.com - Keinginan Pemerintah untuk menambah terus jaringan jalan tol membuat masa depan industri properti lebih cerah. Para pengembang (developer) melihat peluang untuk mengembangkan kawasan perumahan dengan memanfaatkan kehadiran jalur tol lama maupun baru. Bahkan sebagian pengembang rela membangun sendiri akses langsung menuju tol untuk mendongkrak penjualan.

Tren itu belakangan semakin menguat. Dulu, Bukit Sentul (kini Sentul City) membangun pintu keluar tol sendiri di tol Jagorawi. Tahun lalu, Grand Wisata (dulu Kota Wisata) juga mengoperasikan pintu tol keluar di sekitar Cibitung di tol Cikampek. Terakhir, Alam Sutra dan Puri Metropolitan juga sedang membangun akses pintu keluar di tol Tangerang.

Membangun akses pintu tol sendiri merupakan solusi bagi pengembang dan penghuni kompleks. PT Alam Sutera Realty, Tbk., misalnya, sejak akhir tahun lalu membangun pintu tol dan akses jalan sepanjang tiga kilometer (km) untuk menghindari kemacetan parah yang sering terjadi di pintu tol Kebon Nanas (Serpong).

“Rencananya akses ini bisa beroperasi akhir Agustus nanti,” ujar Sekretaris Perusahaan Alam Sutera, Hendra Kurniawan.

Dampaknya bakal luar biasa. Menurut Hendra, akses jalan tol ini membuat para penghuni Alam Sutera lebih bisa menghemat waktu untuk keluar masuk kompleks.

“Dari Jakarta mencapai Alam Sutera maupun sebaliknya hanya 30 menit - 45 menit,” ujarnya.

Tanpa akses langsung itu, biasanya para penghuni bisa menghabiskan waktu lebih dari satu jam. Sayangnya, Hendra enggan blak-blakan soal dana yang dianggarkan untuk membangun akses jalan tol ini.

Jadi strategi pemasaran jitu
Di sebelah utara Alam Sutra, pengembang Puri Metropolitan juga berencana membangun akses jalan yang langsung bisa menembus tol Jakarta - Tangerang. General Manager PT Metropolitan Permata Development Tono Supartono mengatakan, bersama beberapa pengembang lainnya, perusahaannya berencana membantu Pemerintah Kota Tangerang untuk membangun jalan arteri yang menghubungkan perumahan dengan tol Jakarta - Tangerang. “Konstruksi bisa dimulai pertengahan 2010,” ujar Tono.

Dana untuk membuat jalan akses khusus itu memang besar. Tapi, Metropolitan tak ragu merogoh kocek jika dampaknya ke pengembang cukup bagus. Sayang, ia enggan menampilkan hitung-hitungan bisnis proyek ini. “Masih kami hitung berapa yang akan keluar,” elaknya.

Di sebelah selatan Jakarta, proyek tol Bogor Outer Ring Road (BORR) seksi I Kedung Halang - Sentul Selatan bakal membuat posisi PT Sentul City lebih strategis. Selain ada akses langsung dari tol Jagorawi, tol BORR juga akan memudahkan penghuni mendapat akses langsung ke Kota Bogor.

Bedanya, di proyek ini, Sentul City tak mengeluarkan duit dari kocek lantaran BORR adalah proyek Pemerintah. “Kemungkinan Oktober tahun ini juga tol BORR sudah bisa beroperasi,” ujar Andrian Budi Utama, Direktur PT Sentul City.

Bagi para pengembang, akses langsung ke jalan tol bakal menambah pundi-pundi keuntungan. Bahkan, tak jarang, kelebihan akses ke jalan tol ini dijual sebagai bagian strategi jitu pemasaran produk properti. “Ini menjadi nilai tambah (added value) bagi para pengembang,” ujar Andrian.

Di SSC dari dulu kan banyak proyek2 yg tidak pernah ada realisasinya. Bisa kita ukur fisibelitasnya.

Dimanapun namanya investor (apalagi dari luar negeri) pasti cari proyek yg menguntungkan dan cepat balik modal .

JORR W2: Pemilik Lahan Minta Harga di Atas NJOP

Jakarta, Kompas.com — Proses pembebasan lahan proyek Jakarta Outer Ring Road West Two (JORR W2) di Jakarta Barat masih alot. Pemilik lahan umumnya belum menerima nilai ganti rugi hanya sebesar nilai jual obyek pajak (NJOP).

Wakil Lurah Meruya Utara, Agus Setiawan, mengatakan hal itu Rabu (22/7). Ia menjelaskan, di Meruya Utara ada 119 pemilik tanah yang lahannya terkena proyek JORR W2. Pekan lalu, 13 dan 119 orang itu diundang Panitia Pengadaan Tanah (P2T) Jakarta Barat untuk menyosialisasikan harga ganti rugi tanah. Dari 13 orang itu, tidak seorang pun yang menerima besaran nilai ganti rugi yang ditawarkan panitia.

"Untuk tahap pertama sosialisasi harga kami undang sebanyak 13 warga. Tapi dari 13 warga yang diundang itu belum ada yang mengatakan kalau mereka menyetujui harga yang ditawarkan senilai NJOP," kata Agus seperti dikutip beritajakarta.com. Berdasarkan NJOP, nilai ganti rugi akan bervariasi antara Rp 400.000 hingga Rp 6 juta per meter persegi.

Jumat pekan depan dijadwalkan ada sosialisasi lanjutan mengenai nilai ganti rugi tersebut. Targetnya, sosialisasi harga ini bisa selesai pada akhir Juli ini sehingga awal Agustus 2009 sudah mulai dilakukan pembayaran ganti rugi terhadap 319 bidang tanah yang terkena proyek tersebut di Jakarta Barat. Sekretaris Kota Jakarta Barat, Fatahillah, yang juga Ketua P2T Jakarta Barat, mengatakan, dari tiga kelurahan yang terkena proyek JORR W2, yang sudah memasuki tahap sosialisasi harga baru Kelurahan Meruya Utara. Dua kelurahan lainnya, yakni Kelurahan Meruya Selatan dan Joglo, akan menyusul.

Total luas lahan yang terkena proyek JORR W2 mencapai 25 hektar dengan panjang sekitar 4 kilometer, yakni mulai dari Kelurahan Meruya Utara hingga Kelurahan Joglo. Proyek tersebut ditargetkan rampung pada 2010.

jangankan di jakarta, di kota negara2 maju yang populasi nya kurang lebih sama kayak jakarta yang memilki public transport lebih bagus seperti New York pun, jalan tol 4 lajur pun sering macet

Trans Java an economic necessity

Some time ago policy makers in this country identified the need to develop a framework for the Trans Java Highway Network: a high standard toll-way connecting cities along the North Coast corridors of Java Island.

Why Java? Without underestimating the economic role of regions outside the island, mobility within Java is considerably important. Passenger movements constitute a large fraction of the total national passenger flows, while vehicles using the freight routes make up more than three-quarters of national figures.

It is not surprising then that trade in Java has contributed a sizeable chunk of the Gross National Product (GDP) and looks like it will continue to do so in the future.

A number of issues, however, must be addressed before a solid plan for developing this road and transport network can be put on the table.

First, it must be emphasized that transportation networks are essentially required to transport goods, services and people within any society.

Effective and operational transport infrastructure is therefore necessary for growing economies and should be reflected in the framework for developing the Trans Java network.

The development of toll roads must be treated as a necessary complement to the existing roadway network and be seen as an effort to provide an alternative and more rapid route for all motorists.

Secondly, the Trans Java services should only be made available to those willing to pay a little extra for a faster journey, while those who do not wish to pay can alternatively use the regular network.

It is not acceptable however to replace all the existing routes and non-toll roads with the new Trans Java network, thereby forcing motorists to use the more expensive, sole transport network.

The underlying premise of the Trans Java operation is that an option exists for motorists to choose between toll roads and regular free routes when traveling to all destinations nationwide.

Thirdly, highway facilities exhibit economies of scale and large sinking costs. Services with these characteristics have marginal operating costs that run lower than their average costs, meaning the low turnover value does not attract potential investors. If a subsidy was called for the construction of these roads, then the project could become a publicly owned investment.

Fourthly, in order for passengers and freight to move efficiently from origin to destination, Trans Java should be framed in the context of developing an integrated transportation system that could incorporate land, sea, rail and air transportation modes.

With these four considerations taken into account, Trans Java must be a solution to transportation problems in Java. Interconnection between the highway network and other transportation networks must be designed with the objective of lessening the operating costs of inter-island movement.

The Java Arterial Roads Network Study (2001) concluded that sections of Trans Java are likely to be unfeasible until (2010), when traffic along the corridor increases substantially.

In addition, not all sections are financially viable for development, even though they are economically feasible.

Investment along sections in the corridor where traffic flow exceeds 30,000 vehicles per day could be financially viable and, thus, of potential interest to private investors. Approximately 30 to 40 percent of the corridors may be attractive for private investment.

For sections that are not financially viable, but are economically feasible, the intervention of the government through, PT Jasa Marga, is recommended so they can assist with the construction.

For those sections along the corridors which are neither financially nor economically feasible, a subsidy scheme would be needed and mechanisms by which proper public financing could be secured for the construction should be explored.

Untangling Trans Java is therefore a necessity. There are sections that can be competitively offered to the private sector and aspects that must be developed by the government.

This separation can provide a synergy by which a scheme of public-private partnership can be efficiently realized, and provide a network with a high level of service connecting a number of important cities on the island.

This unity, however, will depend on the sequence of highway section development. The sections that are close to urban areas, with a large pool of potential motorists who are willing to pay toll, they should be developed first.

It is also more likely private investors will pump money into these projects in the initial phases. For sections that are situated in rural areas and likely to generate interest from big business, they should be developed later with government assistance.

The development of the Trans Java network will require tremendous resources, both in terms of financing and manpower. It will be a large-scale undertaking and demand a sophisticated thought process on how to effectively frame the development process.

Unlike the costs to build normal roads, the investment needed for developing a high standard limited access highway is incredibly large.

For that reason, a supportive toll pricing policy should be established to enhance the attractiveness of the toll road industry. This policy should reflect the true cost of providing highways but not excessively burden travelers.

A rule such as "cap pricing" or "rate of return" needs to be explored. There is a need to establish rules enabling automatic adjustment of toll rates using appropriately structured formulas.

Both the level and the adjustment of toll rates should be locally specific and, thus, not the same across Java.

Due to the complexity of the investment and the urgent need for better land transportation facilities along the North Coast, it is necessary that the concept of Trans Java development be formulated as soon as possible.

JAKARTA (Bisnis.com): Kamar Dagang dan Industri (Kadin) Indonesia mengusulkan agar pemerintah membuat UU Pembebasan Lahan untuk memuluskan proyek infrastruktur, karena hingga saat ini banyak proyek yang terbengkalai.

Ketua Kadin Indonesia MS Hidayat mengatakan pemerintahan yang baru harus memprioritaskan program proyek infrastruktur untuk menunjang investasi.

"Pemerintah harus mendukung proyek infrastruktur, mana yang membutuhkan, dan yang paling penting [adalah] kepastian hukum untuk pembebasan lahan karena kita tidak ada UU-nya," ujarnya di sela-sela Sidang Paripurna DPR RI di Jakarta, pagi ini.

Menurut dia, UU Pembebesan Lahan sangat diperlukan untuk menjamin berjalannya suatu proyek infrastruktur yang selama ini selalu terganjal mahalnya biaya pembebasan lahan.

"[Perlu] RUU pembebasan lahan untuk kepentingan proyek, seperti di Malaysia. Dengan UU itu NJOP tanah bisa langsung ditetapkan. Kalau sekarang ini dipermainkan calo tanah. Nanti tahun depan harus pakai target," tambahnya.(er)
