Bicol International Airport Development Project

LEGAZPI CITY – The national government has allotted R550 million for the development of the proposed P3.4-billion Bicol International Airport in Barangay Alobo, Daraga, Albay.

Raul Basallote, Bicol area manager of the Department of Transportation and Communication (DoTC), disclosed last week the information to members of the sangguniang panlalawigan of Albay.

In a briefing, Basallote said that P250 million was initially earmarked last year for the project. He said that the DoTC has asked for P600-million budget for this year, but only P300 million had been included in the General Appropriations Act (GAA) for 2008.

The DoTC official said he is optimistic that the project would be pushed through because President Arroyo has included it as one of her priority projects she announced in her state-of-the-nation address (SoNA).

Conceptualized in 1992 by the Civil Aviation Authority (CAA), the proposed international airport was intended to replace the existing Legazpi airport in Legazpi City.

Basallote said the Legazpi airport could not be developed into an international airport that could accommodate big airplanes like Boeing 747 or Airbus because it has a short runway and the obstruction posed by Mayon Volcano and Ligņon Hill.

In 1997, the Philippine government requested the Japan International Cooperation Agency (JICA) to undertake a study on the possible site of an international airport in Bicol.

Furthermore, he said that an instrument landing system could not be installed at the Legazpi Airport due to the two obstructions.

"If the Bicol International Airport in Barangay Alobo becomes operational, the area occupied by the Legazpi Airport would be disposed of," Basallote said.

A study concluded showed that Barangay Alobo in Daraga is the most suitable alternative site for the new international airport because of its flat topography, low population density, and the agricultural land is mostly unirrigated.

"We have already made parcellary survey, conducted advanced feasibility study, and the engineering design is going on," he said.

During an open forum, Fred Mansos of Barangay Kinawitan, one of the affected barangays, voiced his opposition to the project because, he said, Albay Gov. Joey Sarte Salceda had asked the President to order a moratorium on land conversion in the wake of the food crisis.

Board Member Neil Montallana, head of the technical support group, had arranged the meeting with the affected residents.

Governor highlights tourism
as key to economic growth


LEGAZPI CITY, Albay: The economic adviser of President Arroyo, who is now the governor of Albay, is more interested in tourism than in the mining industry.

Gov. Joey Sarte Salceda of Albay who served as economic adviser to PGMA, announced he would push for vigorous tourism promotion programs as the key to economic growth in the province.

But Salceda would not comment about his plans with regards to the Lafayette mining firm currently operating on Rapu-Rapu Island.

“This administration will certainly pursue a very robust and vigorous promotion of tourism as the key pillar of economic growth and poverty-reduction in our province,” Salceda said in a speech during the recent session of the Sangguniang Panla*lawigan.

To promote tourism, he said, there is a need to fast track the construction of the Bicol International Airport in Alobo, Daraga, Albay, rehabilitate the South Rail and build more first-class hotels, among others.

On the Bicol International Airport, Salceda disclosed that he had told the President during the recent Cabinet meeting in Legazpi City that there was an urgency in building the P3.4-billion international airport.

According to the governor, the President had instructed officials of the Department of Transportation and Communications (DOTC) to complete the detailed engineering design within three months.

Mrs. Arroyo had also ordered that bidding for the project should be done by the end of July, and that the project must be finished within three years, Salceda said.

At the same time, the governor revealed his plan to develop the highland plateau of Guinobatan, Camalig, Daraga and Legazpi City as a relocation site and as an investment area.

Under the governor’s disaster risk-reducation strategy, residential houses would be transferred from high-risk areas in the lowland to the highland plateau where they are safe from volcanic eruption and lahar from Mayon Volcano, floods and tsunami.

He admitted, however, that super typhoons could strike anywhere even in the mountains but residents in the highland plateaus are safe from volcanic eruptions, lahar and tsunami.

He also revealed that there is an ongoing road project that will connect Albay to Donsol, Sorsogon, where the whale sharks, or butanding are tourist attractions. The said route would take shorter travel time than the current one.

Daraga international airport’s construction in full steam

LEGAZPI CITY—The construction of the Southern Luzon International Airport in Daraga town is in full steam despite attempts by some local leaders to move the project to Camarines Sur, Albay Gov. Joey Salceda said yesterday.

Salceda said the pre-construction activities and other preparations for P3.5-billion airport, including the feasibility study and site development plan, have been completed and the construction contract has been bidden out.

The airport will be built at a 200-hectare plateau in Barangay Alobo, which is easily accessible to other provinces of Bicol, such as Sorsogon, Masbate and Catanduanes as well as provinces in Eastern Visayas through the Matnog port in Sorsogon.

Salceda said the completion of the airport will boost investments in the Bicol region and several foreign investors have already expressed their intent to set up businesses here.

President Gloria Macapagal Arroyo, in a Cabinet meeting held at the Albay capitol recently, reiterated the urgency of the Alobo airport and ordered officials of the Department of Transportation and Communications to complete the detailed engineering design within three months.

Tourism Secretary Joseph Ace Durano earlier assured that the government has alloted P250 million for the purchase of land for the airport.

Durano, who was designated development champion for the Central Philippines super region, said the Bicol International Airport is just one of the big infrastructure projects under the President’s super region program.

But some local officials in Camarines Sur said the project should be transfered to Libmanan town, a move initiated by Libmanan Mayor Rodolfo Jimenez.

Jimenez had earlier claimed that Japanese investors have expressed willingness to finance the construction of the international airport at Libmanan, which they claim is more viable for an airport because it will not be under the threat of eruptions of Mayon Volcano.

Jimenez claimed that the transfer of international airport to Libmanan was supported by Camarines Sur Gov. Luis Raymund Villafuerte, the head of the regional development council. But the council denied reports that the P3.5-billion international airport will be transferred in Libmanan.

Bicol International Airport gets P100M for road
LEGAZPI CITY, Feb 13, 2009 (Asia Pulse Data Source via COMTEX) --

Malacaņang has allocated P100 million for the construction of a two-kilometer access road between the national highway and the terminal complex of the proposed Bicol International Airport (BIA) in preparation for the full-swing implementation of this flagship program of the administration for the region.

Engr. Eduardo Talastas, chief of the planning division of the Department of Public Works and Highways (DPWH) regional office here, said the amount has been incorporated with the funds of the agency under the 2009 General Appropriation Act (GAA).

"We expect to get a go signal from our central office for the start of the implementation of this project before the end of the first quarter of this year when the GAA that has been recently passed by the bicameral conference of Congess is finally enacted," Talastas said.

This road, a first class structure that would connect the terminal complex of the BIA located in Barangay Alobo, Daraga, Albay with the Maharlika Highway that is two kilometers away, Talastas said.

The BIA is among the priority programs of Pres. Gloria Macapagal-Arroyo for the pump priming of the economic condition of Bicol that is still considered among the poorest regions of the country.

This air transport facility would further improve the performance of the region in tourism arrivals, employment generations and business investments, according to Albay Gov. Joey Salceda, the main proponent of the airport.

Preparations for its construction are now in full-swing following the release last year of some P600 million for right-of-way and site acquisitions, feasibility studies and other pre-implementation requirements.

Salceda said completion of the construction component of the project is expected to come next year and it would be made operational as soon as all facilities and equipments required are put in place.

Talastas said the Department of Transportation and Communications (DOTC) is the main implementing agency of the project while the DPWH has been made in charge of its road requirements.

The P100-million road project will be implemented by private contractors that would be required to utilize local labor as workforce, he said.

This scheme has been adopted by the DPWH regional office in an effort to open more employment opportunities for the local labor in response to the national government's call for more economic activities in the countryside, Talastas added. (PNA)

Daraga Mayor Cicero C. Triunfante has laid down solutions to problems, on the proposed Bicol International Airport in order to fast track its construction and to ensure relocation of would-be-displaced families in Barangay Alobo, this town.

As chairman of the Special Technical Working Committee, Triunfante has invited last Feb. 12, 2009, his members and the Technical Support Group Secretariat including six barangay captains to appraise them regarding acquisition of rights-of- way, policies and guidelines for affected real property owners where access roads to the international airport will be constructed.

During the meeting held at the Farmers’ Training Center, here, Triunfante explained that the zonal evaluation of property by the Bureau of Internal Revenue will give the final price every square meter of land that would be used by the government following the recommendation made by evaluation team created by Albay Gov. Joey Sarte Salceda.

“Heirs of the properties to be acquired could not agree on how much the government will pay them”, Triunfante said. He, however, emphasized that the affected real property owners will be paid according to current market value depending on the classification whether agricultural or residential land.

Triunfante’s group has identified at least 194 families from six barangays will be displaced when road construction leading to the airport begins. The mayor, however, assured relocation as part of the development package.

Five barangays in Daraga and one in Camalig town are covered in the airport and road network constructions, hence, participation and cooperation of the local officials were sought by the Department of Transportation & Communications, the lead agency in the implementation of the project.

To get involved in this biggest airport project in Bicol Region are: Barangay Captains Dexter L. Marmol of Alobo; Efren M. Majadillas of Kinawitan; Mario Lomerio of Mabini; Nicolas Misolas of Burgos; and Jesus M. Magdaong, Jr., of Gapo for Daraga side and Sherwin Ian Buena of Del Rosario, Camalig town.

time table for the construction of the bicol international airport in daraga,albay, based on what i read over the net would be CY2009-2012...so hopefully BIA will start serving the bicol region by 2012.

The moment you posted this on Projects Under Construction sub forum... I already had a feeling that this will be transferred over this side. It was posted in the wrong sub forum in the first place anyway. It's all good that it's here now. If you ask me I'd rather see this thread be merged with bicol Infra thread until we see real construction of this highly debated project. Then we start a separate thread once there are concrete proof that this airport is really gonna be built.

The Eligibility Screening Forms will be made available at Unit 65, The Columbia Tower Bldg., Ortigas Avenue, Mandaluyong City, upon submission of a Letter of Intent written in the company letterhead duly signed by the owner/authorized managing officer together with the updated PCAB License, and upon payment of a non-refundable amount of P500.00 to the DOTC Cashier. The Eligibility Forms shall be submitted to the said office and the results of the eligibility screening may be secured from the same office. Bid/Tender Documents will be available only to eligible bidders upon payment of a non-refundable amount of P2,500.00 to the DOTC Cashier.
