It took almost 15 years for Laguindingan Airport to rise due to land dispute, and by my count, Bicol will suffer the same fate unless landowners accept the compensation offered by the government. But the thing is, some magicians from DOTC jacked the prices up for some lucrative reasons.

I think they should focus on that aspect first, rather than debating where. Land acquisition is the government's counterpart for the project and they are not even done yet. Without which, there will be no airport to speak off.

And before I forget, when this airport opens, both Legaspi and Naga airports will be decommissioned for civilian traffic due to viability issues. I hope Bicolanos are prepared for that!

You have a point... if it really takes that long (I hope not)... Bicol RDC should fast track the GMA highway and widen the existing maharlika highway for the benefit of Cam Sur folks especially Naga when this airport starts operation. The existing PNR rail is also very near the proposed site of the airport. I was also thinking that they should branch in a track & station into the airport then introduce a Naga - Legazpi via Airport Train Service using similar DMU and rolling stocks to be used in Northrail. Definitely Legazpi & Naga airports should be decommissioned.

PNR will introduce Bicol Commuter Service from Iriga to Tagkawayan daily this coming September. That could be a great initiation. Bicol major developments includes PNR, GMA Highway and Bicol International Airport projects.

Albay airport on track

DARAGA, Albay—The government is speeding up the acquisition of 200 hectares of land to build the P3.4-billion Southern Luzon International Airport here in Daraga town, Mayor Cicero Tiumfante said Friday.

He said officials had consulted 216 landowners to be affected by the airport’s construction in Alobo village, and he was optimistic they would agree to sell.

The airport’s runway will cover 187 hectares and affect 194 landowners, and its 1.5-kilometer-long access road is expected to dislocate 22 more.

The government is also negotiating to acquire 10 hectares to resettle residents who will be affected by the airport’s construction, according to officials.

Albay Gov. Joey Salceda said the feasibility study for the airport had been completed, and that the bidding for it would be held on April 30 and May 15. Mar Arguelles

Seaport projects to push economy

LEGAZPI CITY, Philippines--The Regional Development Council (RDC) in Bicol is propping up the region’s economy by pushing close to P1 billion worth of airport and seaport projects that would serve as a catalyst for Albay’s major growth areas.

Albay Governor Joey Salceda, current RDC chairman, said in an interview Tuesday that they have been pursuing the Southern Luzon International Airport project in Daraga town and the rehabilitation of the Pantao Port in Libon town, which was devastated by typhoons Milenyo and Reming in 2006.

Salceda said the implementation of the two projects was already approved by the Department of Transportation and Communication (DOTC) during the RDC meeting held in Malacañang Tuesday last week, while a regional RDC meeting on May 6 would finalize next steps for the projects.

Salceda said some P700 million in investments would be used for the construction beginning midyear of the large and modern international airport at Barangay (Village) Alobo in Daraga, while the Philippine Port Authority (PPA) committed to allocate P100 million to start rehabilitation works of the Pantao Port in the third quarter of this year.

Salceda pointed out that the Pantao port, once completed, would make domestic trade closer to the mainstream and open inter-island shipping to and from the Visayas and Mindanao markets that would benefit Bicol producers, farmers, fishermen and traders.

Aside from the airport and the pier, the RDC also introduced the Guinobatan, Camalig, Daraga, Legazpi (Guicadale) platform as a new economic growth area for Albay province that has not been exposed to the hazards of Mayon Volcano.

The Guicadale platform would be made up of circumferential and new arterial roads traversing the urban centers of Legazpi City and the towns of Jovellar, Guinobatan, Camalig and Daraga.

This would have funding consisting of P739.5 million for local roads and at least P114.7 million for the national road component.

He added that a population of 187,314 stood to benefit from the Guicadale, which was primarily designed by the RDC to encourage new economic and human activities in Albay, safe from Mayon’s lahar and pyroclastic debris and flooding.

DoST, Albay sign agreement on climate change program

LEGAZPI CITY — Science and Technology Secretary Estrella F. Alabastro and Albay Gov. Joey Sarte Salceda signed last Wednesday a memorandum of agreement (MoA) entitled “DoST-Albay Comprehensive Partnership in Science and Technology on Climate Change and Countryside Development.” The signing ceremony was held at the National Economic and Development Authority (NEDA) regional office in Arimbay, Legazpi City shortly before the opening of the Regional Development Council (RDC) meeting which is chaired by Governor Salceda.

Under the MoA, the provincial government of Albay will integrate the program into the overall development plan of the province with the appropriate support mechanism and advocacy. Also, the provincial government will provide linkage with the other agencies or institutions to facilitate implementation of research and development, technology transfer and institutional development projects and activities.

Under the MoA, DoST is tasked to develop program, projects, and activities consistent with the goals and objectives of the program. Likewise, DoST will provide appropriate technical and financial support for the implementation or research and development, technology transfer and other institutional development projects and activities of the program.

Salceda said that DoST can help a lot in improving enterprise development and research and development in agriculture. At the same time, he said, the provincial government has forged an agreement with DoST on research and development on climate change adaptation as the province is disaster-prone.

Salceda said that he has been lobbying with DoST for the upgrading of the Legazpi PAG-ASA station to a regional weather bureau with the establishment of a R500-million, state-of-the-art Dopler radar in Catanduanes.

Alabastro said that the Japan International Cooperation Agency (JICA) had committed a R500-million grant for the project.

Other developments:

RDC has approved a Salceda-proposed road from Albay to Donsol, Sorsogon. (Donsol is the tourist destination of local and foreign tourist who want to see or interact with the whale shark or “butanding”.
A representative of the Department of Transportation and Communication (DoTC) briefed the Regional Development Council on the status of the R3.4-billion Bicol International Airport in Barangay Alobo, Daraga, Albay.

A modern road network from Albay to Donsol, Sorsogon will soon be constructed after the Millenium Challenge Account Philippines Compact Project (MCAPCP), a grant facility of the United States, got included it in its funding program.

An initiative of the Albay provincial government, the Guinobatan-Jovellar-Donsol Road, which is linked to the Maharlika Highway, will serve as the principal road to the Donsol, which is now a key eco-tourism site since it is the usual route of the whale shark, locally known as "butanding."

Whale share watching accounts for almost 80 percent of foreign tourists visiting Bicol.

Albay Gov. Joey Salceda said that "beyond tourism, the road project promotes the spatial integration of the provinces of Albay and Sorsogon into a more common economy."

He noted that the road network would also spur agricultural production and encourage new investments in the rural backlands.

Salceda first presented the proposal last May 16, 2008 to the Millenium Challenge Compact mission headed by John Newko, his deputy Darius Teter, Darius Nassiry, country director of compact development and Jerry Dutkewych, director of country relations. The briefing was held at the Department of Finance (DoF) boardroom in Manila.

A year later, the Bicol Regional Development Council (RDC) chaired by Gov. Salceda adopted a resolution endorsing the said project for MCAPCP funding. RDC said the project is consistent with the Guicadale (Guinobatan, Camalig, Daraga, Legazpi) Integrated Area Development Platform, which represents the provincial roads in the southern part of the province.

The road project consists of 26.90 kilometers of concrete road and five bridges with an aggregate length of 75 meters. The project will entail a cost of P814.6-million. The project is economically viable with an estimated Economic Internal Rate of Return (EIRR) of 22.60 percent.

The Albay-Donsol road project is expected to complement the proposed Southern Luzon International Airport in Alobo, Daraga, Albay which is about 10 km via provincial road. It is also close to the proposed PNR Mainline South Central Station in Comun, Camalig and will traverse parallel to the Maharlika Highway to Sorgoson.

Overall, Salceda said, the project conforms with the thrusts and priorities of the Bicol region. "It will provide the linkages with the other modes of transportation and will complement the agriculture, tourism and social services sectors," he added.

There are three contending names: Legazpi (or Legazpi City) International Airport, Southern Luzon International Airport and Bicol International Airport. Whichever one is more official than the other two is a subject of much debate.

Albay to host modern Bicol International Airport

MANILA, July 15 (PNA) -- The Bicol Region will eventually get its own international airport that promises to spur and accelerate the region’s economic development. Despite its vast natural resources including mineral deposits, geothermal power and tourism potentials, Bicol has remained among the poorest regions of the country today.

The new Bicol International Airport will be developed on a 140-hectare prime land straddling areas of Daraga and Camalig towns. The Department of Transportation and Communications (DOT) has recently transferred to the Albay Provincial Government P85 million to pay for the property.

The new airport site is deemed safe from the risks and threats entailed when the majestic Mayon Volcano erupts. Over the last two decades, Mayon, whose perfect cone and spectacular eruptions are both tourist attractions, has regularly erupted once every three to five years.

DOTC Secretary Leandro Mendoza recently turned over the P85 million fund for the new airport land purchase to Albay Gov. Joey Salceda. The turnover was witnessed by other DOTC and Albay officials including Daraga Mayor Cicero Triunfante, Camalig Mayor Irwin Baldo, and officials of the five barangays on the actual site of the proposed airport.

Mendoza said he expects work on the Bicol International Airport to start shortly since, aside from the property needed, its other requirements have all been already satisfied. The new airport, he added, should be finished within 30 months or two and a half years.

Salceda, who conceived and worked hard for the new Bicol International Airport project, said the facility will answer the need for a modern airport in Southern Luzon, which should cater to more business activities in the area and conveniently link Bicol to the rest of the country and the world.

Salceda conceptualized the Bicol International Airport idea four years ago when he was chairman of the House Committee on Appropriations. As incumbent Albay governor, he now also chairs the Bicol Regional Development Council (RDC) which has unanimously advocated the construction of the proposed airport.

The Bicol International Airport, when realized, will “catapult the tourism potentials of Albay, serve as anchor for modern business platforms and as a fulcrum for spatial integration of Albay and neighboring Sorsogon province into one common economic market,” Salceda noted.

The site for the project acquired by the Albay Provincial Government at a low but fair price of P28 per square meter, the governor said, was accomplished through proper consultations with the communities involved, and without the participation of schemers. The transactions, he added, also employed no high-handed government expropriations actions.

The Bicol International Airport easily qualifies as one of the biggest and most ambitious government projects in the Bicol Region to date, with prospects of even greater returns on investment that is certain to spur the region’s economy and thrust its tourism industry to the international stage.

Thats what I'm saying all along. Pay the land-owners so that the project could start. I hope they will not contest the land valuation in court otherwise a TRO will delay it further.

As I was saying before, there will be no financing when there is no land title.
