Here is the reason for the delay on the prices of the 3rd contract: the readjusted mean prices is 30,500 Million Baht but Mitsubishi Heavy Industry - Hitachi - Sumitomo Corp. Consortium still insisting on 32,980 Million Baht price for electrification + EMUs - the final decision must be made by 5 June 2015 or SRT has to call the new bid for electrification and EMus.

Not to be outdone by Chinese government, Japanese government also offering the deal with Thai government not just High Speed train from Bangsue Central to Chiang Mai (totally 672 km with a price tag of 426,898 Million Baht ) and the East West line from Ban Phu Namron checkpoint to Laem Chabang Deep Sea Pot with a branch line to Aranyaprathet via Chachoengsao Junction along with the possibility of red line commuter extension to Chachoengsao Junction (totally 574 km - Phu Namron - BKK at 180 km, BKK - Chachoengsao - Aranyaprathet at 255 km and BKK - Chachoengsao - Laem Chabang at 139 km) as meter gauge with 130-140 kph. Japanese government even want to compete for both Mass transit lines of Greater BKK including the main subway lines and monorail feeder lines.

the way to finance Thai - Japan High speed train and East - West cargo trains according to Japanese government

2. JBIC loan -
3. JOIN (Japan Overseas Infrastructure Investment Corporation For Transport and Urban Development) Funds

Let's see whether the investment will be like EPC of Thai - China railways - as the Thai - Japan survey will started on 28 July 2015

Now, SRT begging Mitsubishi - Hitachi - Sumitomo Corp to accept the price at 30,500 Million rather than 32,980 Million Baht for EMUs and electrification of red line commuter networks

After endless complains about the delays on EIA clearance, Ministry of Environment and Natural resources have no choice but to issue the standard guideline to get a quick EIA clearance for such as massive double tracking projects including

1. Prachuab Khirikhan - Chumporn
2. Map Krabao - Thanon Jira Junction
3. Nakhon Prathom - Nong Pladuk - Hua Hin
4. Denchai - Chiang Rai - Chiang Khong
5. Ban Phai - Mahasarakham - Roy Ed - Mukdahan - Nakhon Phanom => has to correct the EIA before resubmitting และ
6. Lopburi - Pak Nampho including the new bypass route around Tha Wung.

Similar thing will be applied to the controversial section of Orange line

BTS Group Holdings Plc has proposed a plan to invest in the Khon Kaen-Laem Chabang dual-track railway.

It says its investment could save the state budget 70 billion baht.

The plan was unveiled as BTS chairman Keeree Kanjanapas met Transport Minister Prajin Juntong on Friday.

Citing the plan, ACM Prajin said BTS will wholly invest in the construction of the 500-km route, the installation of signal systems and the purchase of locomotives and carriages.

The company also asked to jointly handle the train operation and goods shipment service with a proposed return given to the State Railway of Thailand (SRT), the minister said.

If the proposal is approved, the government's 70-billion-baht budget earmarked for construction of the rail route could be used for other projects, the minister said.

BTS also asked for a power grid to be installed to support the SRT's move to replace diesel locomotives with electric ones from 2017 as well as acquiring locomotives and carriages for cargo trains, he said.

"All the investment would be under the public-private partnership (PPP) model, whereby a private firm will jointly invest," the minister said.

"BTS will have to present the details of the partnership model and each investment project to the ministry by June 25, particularly the cargo train timetables, which the SRT and the Office of Transport and Traffic Policy and Planning still consider to be unclear."

To proceed with the project, there could either be a bid called or the company's proposals could be considered, he said.

Cabinet approving the MoF to borrow 38,203 Million Yen or 10,000 Million Baht from JICA for red line commuter - 20 year payment + 6 year grace period - 0.4% a year + fees at 0.2% of 10 billion Baht

This is the second borrowing from JICA - after the first loan on 30 March 2009 at 63,038 Million Yen or 22,783 Million Baht at 1.40% a year for 25 year with 7 grace period - now already spent at 59,388 Million Yen and still have 3,630 Million Yen left up to May 2015, so phase 2 loan is in need

1. Bangsue Central (km 7.47 from BKK) - Ban Phachi (km 90 from BKK) - Pak Nam Pho (km 251 from Bangkok)
2. Bangsue Central (km 7.47 from BKK) - Kaeng Khoi (km 125 from Bangkok) - Thanon Jira (km 266 from BKK)
3. Bangsue Central (km 7.47 from BKK) - Nong Pladuk Junction (km 80 from BKK) - Hua Hin (km 229 from BKK)
4. Bangsue Central (km 7.47 from BKK) - Makkasan (km 5.1 from BKK) - Chachoengsao Junction (km 61) - Pataya (km 158 from BKK)

this will allow Red line commuter to expand the networks with the longer coverage of commuter lines - and even taking a serious consideration to run ICD Lad Krabang - Laem Chabang with even more powerful electric locomotives

Airport City Line stop along the way - 50 minute from Donmueang to Suvannabhum

Construction started in 2015 and opened by the end of 2019 with the number of passenger on the first year at 237000 passengers a day
Section 1 from Phyathai to Bangsue Central including the break of dead end to become through way - 13600 million Baht
Section 2 from Bangsue Central to Donmueng Airport station - 19400 million Baht

458 Million Baht for Land exappropriation on 25 land plots including Ban Rajvithi and Highway Dept

Finally, SRT Electric Train is starting the bidding on 21.4 km extension of Airport Link to connect both Donmueang and Suvannabhum at 31000 Million Baht + 7 new sets of Airport Link City Line EMUs along with private sectors to work on rolling stock maintenance so the construction of extension to Donmuang can be started in 2016 and opened in 2019 - the way to connect both airport is to boost the numbers of passenger from 5-6 Myriads a day to 10 myriads a day.

SRT governor going to call a bidding for 3 double tracking on Kaeng Khoi - Klong 19 - Chachoengsao + chord lines (106 km at 11348.36 million Baht), Thanon Jira - Khon Kaen (185 km at 26007.20 million Baht) and Prachuab Khirikhan - Chumporn (167 km at 17000 million Baht) which all get EIA clearance.

Furthermore, SRT governor demands massive electrification to use electric traction in all networks within 15 years + the massive leasing of 100 diesel electric locomotives of 16 ton axle load rather than purchasing outright for the remedy for loco shortage at the time being - even BCFs + passenger carriages will have to be leased for 15 years and to use revenues from services to pay the lease. For the massive electrification, some rolling stocks and electric locos must be purchased to serve the main trunk lines and leasing for the case of important line which electric traction still viable. Nevertheless, SRT governor agree that DMU and Diesel traction remain in use on the route that electric traction is not viable including branch lines. However, it seems to me that 50 Diesel electric loco of 16 ton axle load remains due to the chronic shortage and the cost for massive leasing ...

SRT also implement one stop service on asset management to gain more revenue from land leasing from the current rate of 2000 million Baht - cutting down the process from 24 steps to 9 steps.

Now the deadline for negotiation with Mitsubishi - Hitachi - Sumitomo has been moved to 19 June 2015 to cut down the work on red line commuter electrification to meet 31 billion Baht limit and find the way to get the rolling stock to run for Bangsue - Taling Chan route first before Bangsue - Rangsit. If the bidding has to be cancelled, it will delay red line commuter by another 12 months - a bane as even the deal has been concluded, it will take another 4 years to get EMUs delivered and electric traction installed.

SRT also going to reassign those SRT workers to work in more suitable jobs rather than laying off - even SRT Board will have to change - deputy to deal with red line commuter + strategies, the infrastructure which is to be merged.

For the issue of Makkasan - need to find the way to make multipurpose development - museum + commercial + public park

Now, SRT has to deal with those hobos around Hua Lamphong terminus to get training and make a good image as Hua Lamphong has reached 99 year old on 25 June 2015- going to celebrate the 100th year on 25 June 2016.

Reason for delays: Bargaining for the price - SRT now getting the budget for electrification + signal installation and EMUs at 30,500 Million Baht, up from the mean prices of 27,926 Million Baht. However, Mitsubishi - Sumitomo - Hitachi insists the price of 32,850 Million Baht - thus the deadlock ensued.

Big Jin has to break the deadlock by telling both SRT and bid winner to accept the price at 31,675 Million Baht - so the project can go on as it will take another 4 year to finish electrification and EMUs production ... any further delay is not acceptable.

Now, we do learn that the expenditure for the construction of Thanon Jira - Ubon double tracking (309 km) is about 40000 Million Baht + 220 million Baht consultant for the design of double tracks + new station buildings as needed - Governor of Nakhon Ratchasima and Mayor of Khorat city supporting this project as Khorat is the gate to both Northern Isan and Southern Isan - logistic center without doubt - and this section can get EIA clearance without any difficulty. ONLY 132 km section from Map Krabao to Thanon Jira is not get EIA clearance due to the bone of contention about the 4 tunnels and via ducts across Dong Phraya Yen section and Lam Takhong section -

Now, even deputy governor of Surin pays serious attention to this project
the construction for 309 km double tracking from Thanon Jira to Ubon will started in 2017 and done in 2021- 2022 with a price tag around 40000 Million Baht

Finally, 169-km double tracking from Prachuiab Khirikhan to Chumporn got EIA clearance after explanation about how to deal with the case of 6 reserved forest and 1 national park including
1. Klong Mae Ramphueng reserved forest
2. Wanakorn beach national park
3. Khao seesead reserved forest
4. Kapoh waterfall reserved forest
5. Khao chang Tai reserved forest and
6. Bang Nam Jued reserved forest

SRT will have to erect the wall along the section that pass reserved forest and national park and the need to make small through holes to allow small forest creatures to cross the track,
the delicate section need to set buffer zones

Story behind the application of CSR 5102 to run cargo train 555/556 (Laem Chabang - Nong Khai) - to carry para rubber products processed from factory at Udonthani to be loaded in Nong Khai since the yard of Udonthani station has not been modified to load container boxes yet. Chinese firm from Guang Ken Group and 888 International Business and Rico Co., ltd. is the one who hire SRT to do this job before shipping to rubber processing factories in Qingdao (青岛/青島) - cutting down the cargo cost from 1000 Baht per container box to 500 Baht per container box - quite a big issue as the factory in Udonthani has to run the para rubber cargo by trucks to Laem Chabang at 200-500 tons a day

During the test run, this cargo train has run 20 BCFs, carrying 400 tons of para rubber lumps and take 18 hours to reach Laem Chabang. This CSR U20 loco No. 5102 can carry para rubber cargo at 30 BCFs - 75% of the full capacity since it has to take the constrain at Khao Phang Hei tunnel (Khok Klee - Chong Samran) into account Need further test run until the official regular cargo running in August 2015

My typo error - should be Qingdao (青岛/青島) though

Sadly, CSR class 5100 loco can run the maximum load through Khao Phang Hei section (Khok Klee - Chong Samran) at 26 BCFs with full load + 1 Bogie Van due to the character of the track - compared with 40-45 BCFs for the section from Ladkrabang ICD to Laem Chabang port though.
