Green light for Bt100-bn Thailand Future Fund

The Cabinet yesterday approved the launch of the country’s first infrastructure fund, dubbed the Thailand Future Fund, with Bt100 billion in initial capital to help ease the government’s financial burden from the expected investment on infrastructure next year.

"If we rely solely on the government budget to fund the infrastructure needs, then you can believe that only a few projects can be done.

"The government wants these infrastructure projects to happen, as they will greatly improve the country's competitiveness," Finance Minister Apisak Tantivorawong said.

The Bt2.72-trillion fiscal 2016 budget is projected to run a Bt390-billion deficit, as government revenue is projected at Bt2.33 trillion. The investment budget was set at Bt543.63 billion. "The idea is to design a fund to raise capital from the private sector, which has long-term funding such as from the insurance group and retirement funds.

"But we are not blocking out the opportunity for the general public to invest in the fund," he said.

The Transport Ministry estimated last month that about Bt130 billion-Bt140 billion of the Bt1.80 trillion for its 2015-20 investment plan would enter the economic system next year.

The Finance Ministry will inject Bt10 billion into the fund.

Part of the capital will be allocated from the Vayupak Fund to provide income for the fund, as some of the projects that will be included in the infrastructure fund are greenfield projects requiring three to five years to start generating revenue.

The Thailand Future Fund will be given a minimum return on investment target, but the ministry needs more time to discuss a suitable rate.

The minimum return for the Vayupak Fund was set at 3 per cent.

Peerapong Jirasevijinda, managing director and chief investment officer for fund management at BBL Asset Management, told The Nation last month that about 5-9 per cent is required to attract foreign investors, as there are similar funds in other countries in the Asean region.

Pimonwan Mahujchariyawong, deputy managing director of Kasikorn Research Centre, said the infrastructure fund will be able to attract investors during this period of low global interest rates and high volatility within risky assets, as the transport projects are expected to yield a high return in the long run.

"The budget of Bt100 billion should be enough for the capital needed next year, given the delay and the gradual progress of the projects," she said.

Now, I got the latest news - Peninsular Express of KTMB 20/21 and IE 35/36 will have to be retained due to Cross Border traffic treaty said that any cession or change of cross Border service require the consent from both SRT and KTMB ... and SRT said the cross border service should be remain the same other than the additional DMU shuttle

Arm Twisting practice of Chinese Government on 873 km Sino - Thai railway projects -
Cost overrun to 400 billion Baht with 7.748 billion Baht for land exappropriation to 530 billion Baht (400 billion Baht for route construction and 130 billion Baht for rolling stocks such as 8-car CRH2G EMUs for Passenger trains with max speed of 250 kph while cargo train will use HXD38 and HXD3C electric loco to carry cargo train at 8000 metric tons per trip at 120 kph max) due to the fact that Chinese has used the daily wage of 800 Baht a day (160 Renminbi a day) rather than 300 Baht a day of Thailand and they even force Thailand to import several kinds of steel from China despite of the fact that it can be substituted with cheaper steel from Thai steel mills.

Even the first phase from Bangsue Central to Khorat is now 229.614 Billion Baht - construction and rolling stock at 224.619 Billion Baht and 4.994 billion Baht - this section will get the design done in Dec 2015 and EIA report in July 2016 to get approval in September 2016 and land exappropriation and constriction in November 2016 to be done in 2021

For Phase 2 from Kaeng Khoi to Map Taphut and Khorat to Nong Khai, the survey and studies will be done in early 2016 and get EIA report in December 2016 to get approval in March 2017

MoT telling SRT to check every item to before the 10th meeting in Feb 2016 whcih also talks about the interest rate cut - expect this issue to drag the ceremony to the end of 2015

Note: from the information from those Thai Nettizens, those Burmese - Cambodian workers now demand the daily wage in the following manner: 500 Baht a day for unskilled labors and 600-800 Baht a day for skilled labor - and the way Chinese workers are doing is 4 times better than Thai workers, so those Chinese workers deserve 1200 Baht a day payment and 800 Baht a day is too cheap.

The 115 Sleeper Passenger Coach Set by CNR Changchun Railway Vehicles that was ordered are being assembled and the first lot will be arriving in May 2016.

The carriages can handle a max speed of 120 km/h and all will be delivered and used in October 2016 for the following lines:
- Bangkok-Chiang Mai
- Bangkok-Ubon Ratchathani
- Bangkok-Nong Khai
- Bangkok-Hat Yai

Design speed will be 160 km/h with average speed of 120 km/h.

This line is still waiting for EIA approval and will be up for bidding in 2016.

The interior might look nice, but the train itself is still old though. Still waiting for SRT to order new DMU next year to replace Daewoo rail cars. They still haven't announce a date yet.

Contracts Signed for Two Double-Track Rail Lines

The State Railway of Thailand (SRT) on Thursday signed contracts for two 300-kilometre-long, double-track railways in the East and Northeast, with 600 kilometres more to come next year.

One line, costing 10.5 billion baht, will stretch 114km from the eastern province of Chachoengsao to Kaeng Khoi district of Saraburi province.

The state enterprise signed a contract with Sino-Thai Engineering & Construction Plc for five sections of the railway with a combined distance of 104km. Another contract was signed with Right Tunnelling Co for the 10.2km section with a tunnel through the Phra Buddhachai mountain in Muang Saraburi district.

The other line, costing 23.4 billion baht, will run 187km from the Thanon Jira junction railway station in Muang Nakhon Ratchasima district, Nakhon Ratchasima province, to the northeastern province of Khon Kaen.

The contractor is the CKCH Consortium of Ch Karnchang Plc and Cho Thawi Construction Co.

"The SRT will clear construction sites for the contractors in late January 2016. Construction will start in February 2016 and they will be completed and ready for service in 36 months," said Transport Minister Arkhom Termpittayapaisith, who witnessed the contract signing.

The SRT plans to call bids for four more double-track railways within the first quarter of next year.

They comprise a 134km line from the Map Kabao train station in Kaeng Khoi district of Saraburi to Thanon Jira, a 167km line from Prachuap Khiri Khan province to the southern province of Chumphon, a 165km line from Nakhon Pathom province to Hua Hin district of Phrachuap Khiri Khan, and a 143km line from Lop Buri province to Pak Nam Pho sub-district of Nakhon Sawan province.

a 134km line from the Map Kabao train station in Kaeng Khoi district of Saraburi to Thanon Jira will have at least 3 tunnels across Dong Phraya Yen and the area around Lamtakhong reservoir including

1. Muak Lek tunnel
2. Pak Chong tunnel
3. Klong Phai tunnel

this is quite a critical section as Thai - China railway to Nakhon Ratchasima will follow this new double track. Even Nakhon Ratchasima station will have the new station building while the existing station will turn into the SRT administration office for Isan region ... and Thanon Jira junction is just 2 km east of Nakhon Ratchasima station in front of the 2nd Region Army HQ (Fort Suranaree - the Southern city limit of Nakhon Ratchasima city.

I hope the double tracking from Padang besar to hatyai commences fast. It will benefit both countries tremendously.

Hopefully we will eventually see SRT EMUs in KL Sentral too.

this is 12163 Million Baht question though - the other question is massive double tracking from Nakhon Pathom (BKK Suburb - end of double track for Southern line) all the way to Hat Yai
