"The railway is very important for the country," he said a day ahead of the ceremony. "As a way out of the country in the past there were only trucks, which are very expensive for exports. The cost of transportation will be less."

The link is part of a plan conceived in the 1960s to connect Asia with a continuous railway stretching west to Turkey and Russia and east to Vietnam and South Korea.

Decades of conflict and poverty stalled the plan but the breakup of the Soviet Union and the opening up of China have revived the dream, and in November 2006, 18 Asian nations agreed to integrate the continent by rail.

The UN-backed Trans-Asian Railway route now has nearly 74,700 kilometres of functioning track serving 29 countries, and United Nations officials have said they hope to complete the railway in 10 to 15 years.

SRT appealing to cabinet to lift the cabinet resolution on 28 July 1998 which limit the new recruits to 5 new railway men to 100 retired railway men to cut down the personnel and human resource expenditure including pension funds
Now, there is 11000 railway men left despite of the demand for 16000 railway men .... or even 17000 railway men - need 5-6000 new locomotive drivers and civil work engineers.

Note: I expect Ministry of Finance to oppose the appeal from SRT to recruit more railway men to the bitter end as MoF (creditors) wants more efficient to the point that 1 railway men must accomplish the things that need 20 railway men to do the same job. Here is how the coupling of the 115 aircon carriage will be in use so it cannot be interchanged with other carriage for sure as it would not use the AAR Type E coupling but using Semi Permanent coupling just like BTS Skytrain - MRTA Subway and Airport Link AAR Type E will be at the Aircon Power car and the end of First Class Aircon - If something gone wrong in one carriage, the whole set has to be cut

SRT proposes seven rail projects

The State Railway of Thailand (SRT) will propose seven dual-track railway routes to the cabinet for its approval this month.

SRT Governor Wutthichart Kalayanamitr yesterday said the seven double-track rail lines will be submitted to the Transport Ministry before being forwarded to the cabinet.

If the submissions are approved, bidding for the seven rail routes will be held.

The SRT planned to propose the seven railway projects after Prime Minister Prayut Chan-o-cha exercised Section 44 of the interim charter to fast-track them.

Under the order, the bidding and the environmental impact assessment (EIA) are able to be carried out simultaneously.

Of the seven proposed railways, three routes which passed EIAs were
  1. Map Kabao-Thanon Chira Junction (132km) worth 29.8 billion baht;
  2. Nakhon Pathom-Hua Hin (165km) valued at 20 billion baht;
  3. Prachuap Khiri Khan to Chumphon (167km) at a cost of 17.2 billion baht.

The four other routes which remained under the EIA process were
  1. Lop Buri-Pak Nam Pho (148km) worth 24.8 billion baht;
  2. Hua Hin-Prachuap Khiri Khan (90km) costing 9.43 billion baht;
  3. Ban Phai-Nakhon Phanom (347km) worth 60 billion baht;
  4. Den Chai-Chiang Rai-Chiang Khong (326km) valued at 77 billion baht.

"The bidding will be held for all seven projects after being approved by the cabinet," Mr Wutthichart said.

"However, only three routes will be constructed as they already underwent EIAs."

As for the other four lines, the bidding and the EIAs will be carried out at the same time in a bid to shorten the duration. Contractors will be finalised before the EIA results come out.


Mr Wutthichart, however, insisted that every project must undergo an EIA before it is signed off.

Commenting on the progress of the Red Line railway linking Bangkok to Pathum Thani, the SRT governor said the agency will also sign a contract with the MHSC Consortium, which is contracted to supply the electrical and mechanical system and train carriages for the route, this month.

The rail projects are divided into two sections: Bang Sue-Rangsit and Bang Sue-Taling Chan.

He said the SRT is in the process of setting the date for a contract signing ceremony.

For two high-speed trains from Bangkok-Hua Hin (211km) worth 94.6 billion baht and Bangkok-Pattaya-Rayong (193.5km), Mr Wutthichart said the projects will be constructed under Public-Private Partnerships (PPPs).

The agency is working on the projects' details which were expected to be completed next month.

The issue will be then forwarded to the State Enterprise Policy Office to set up a PPP committee to oversee the projects.

Meanwhile, Pakpoom Srichamni, president of Sino-Thai Engineering and Construction PCL, said bidding for the seven dual-track railway routes was regarded as a good opportunity for the construction investment sector.

"If the state is able to launch those projects in accordance with their frameworks, it will give the government more credibility. More private firms will invest in the state's projects," Mr Pakpoom said.

Final settlement for Thai - China Railway - Thailand (Bangsue Central- Nakhon Ratchasima) will invest by itself - Mainland China better supply loan as needed after learning about the plan to "invest" on land strip along the line (Read: Railway land along the route as almost all the land strip in question belong to SRT) -

After all, Nakhon Ratchasima is the home of Big Too so this section of Thai - China railway will have to be done at all cost but it should not stir the anti foreigner sentiment of Thai nationalists which have a real and lethal potential to become political time bombs.

115 Sleeper Passenger Coach Set

The 115 Sleeper Passenger Coach Set by CNR Changchun Railway Vehicles that was ordered are being assembled and the first three carriages will be arriving in July, where it will be used on the route Bangkok - Chiang Mai on August 5.

All 115 carriages can handle a speed up to 120 km/h and will all arrive in December, where it will be used for the following main lines.
  • Bangkok - Chiang Mai
  • Bangkok - Ubon Ratchathani
  • Bangkok - Nong Khai
  • Bangkok - Hat Yai

Finally, the 3rd contract for electrification and EMUs for red line commuter has been signed between SRT and Mtisubishi Heavy Industry - Hitachi - Sumitomo Corps with a price tag of 32,399,999,699 Baht (112,000 Million Yen) to be done in 48 months - around 2019-20

Summary of NATIONWIDE DOUBLE TRACKING

Phase 1 construction

1. 1. Kaeng Khoi - Klong 19 - Chachoengsao (106 km - km 61 + 190 at the Bifurcation point 10 km 167 + 800 at the western end of kaeng Khoi Junction ) original cost at 11348.4 Million Baht - the actual bidding is 10232.86 Million Baht

Contract 1 by STECON at 9825.81 Million Baht to deal with almost all sections (97 km) and three chord lines to bypass Ban Phachi Junction (km.92 + 000 km 93 +600 to connect Northern line with Northeastern line), Kaeng Khoi Junction (km. 163+350 to km.167+400 ), and Chachoengsao Junction (km.61+190 km 62 +600 to connect Aranyaprathet line with Sattahip line) + + Phai Na Bun station at km 162 + 819 except Phra Phutthachai tunnel and Bu Yai station yard to be done in Feb 2019

Contract 2 by Right Tunneling at 407.05 Million Baht to deal with 1.2 km Phra Phutthachai tunnel (km.147+100 to km. 148+307) and Bu yai station yard (9 km) to be done in April 2018


2. Thanon Jira - Khon Kaen (185 km - including the new elevated station at Khon Kaen and 3 container yard at Ban kradone, Bua Yai and Tha Phra - CY at Ban Kradone is to replace Ban Koh Container yard due to the urban expansion of Ban Koh town [Suburb of Khorat city]) original cost at 26,152.70 Million Baht before being cut down to 26004.90 Million Baht - the actual bidding is 23430 Million Baht by CKCH (Ch. Karnchang and Ch. Thawee Construction) to be done in Feb 2019


3. Prachuab Khirikhan - Chumporn (167 km - including the new station building at Prachuab Khirikhan and Chumporn + 5 halts along with the removal of the main building of 14 stations) original cost at 17,452.53 Million Baht - the reduced cost is 17290.63 Million Baht and construction cost 16704.70 Million Baht - waiting for cabinet approval after EIA has been done so as to start the bidding in May 2016 and contract signed in October 2016


4. Lopburi - Pak Nam Pho (148 km - including 30 km bypass route at Tha Wung) - original cost at 24,918.74 Million Baht the reduced cost 24840.54 Million Baht - the construction cost is 24091.91 Million Baht - waiting for cabinet approval after EIA has been done so as to start the bidding in May 2016 and contract signed in September 2016 so the construction can be started in October 2016

4.1 32 km Tha Wung bypass - started at km 121 + 250 (Ban Klab station) - following the old route for 4 km before turning left to become elevated track and follow Highway 311 until it has reach Tha Wung intersection to turn right to the northern end of Khok krathiam station before reaching Tha Khae station
4.2 116 km from Tha Khae station to Pak Nam Pho station


5. Map Krabao - Thanon Jira (132 km - including 4 new tunnels, new station buildings and new via ducts to pass through Dong Phraya Yen and Lam Takhong reservoir) - original cost at 29,968.62 Million Baht the reduced cost is 29853.18 Million Baht the construction cost is now 28991.81 Million Baht - waiting for cabinet approval after EIA has been done so as to start the bidding in May 2016 and contract signed in September 2016 so the construction can be started in October 2016 - there will be 2 contracts

5.1 Map Krabao to Pang Asoke - km 134+250 to km 165+199.639 including 2 new railway tunnel - Hin Lap tunnel between km 136+250 and km 141+800 and Muak lek tunnel between km 144+850 to km 145+100 and elevated track between km.147+800 to km. 152+650

5.2 Pan Asoke to Thanon Jira junction - km 165+199.639 to km 270+000 including Lam Takong tunnel between km 198+400 to km 199+550



6. Nakhon Pathom-Hua Hin (165km from km 47+700 to km 217+700 - including the new elevated station at Hua Hin due to the elevated track from km 211+582.900 to km.215+872.900) original cost at 20,145.59 Million Baht - the reduced cost is 20036.53 Million Baht with construction cost of 19163.34 Million Baht - waiting for cabinet approval after EIA has been done so as to start the bidding in May 2016 and contract signed in September 2016 so the construction can be started in October 2016


Phase 2 construction

7. Hua Hin - Prachuab Khirikhan (90 km) original cost at 8729 Million Baht - the reduced cost is 8516 Million Baht - Need EIA Clearance which is to be done in July 2016 cabinet approval in August 2016

8. Pak Nam Pho - Denchai (285 km) - design to be done by the end of April 2016 - Waiting for EIA

9. Thanon Jira - Ubon Ratchatani (309 km) - - design to be done by the end of April 2016 - Waiting for EIA

10. Khon Kaen - Nong Khai (174 km) - design to be done by the end of April 2016 - Waiting for EIA

11. Chumporn - Surat Thani (167 km) - design to be done by the end of April 2016 - Waiting for EIA

12. Surat Thani - Hatyai - Songkla (324 km) - design to be done by the end of July 2016 - Waiting for EIA

New Lines which just has been approved for investment by SRT Board just before Sonkran 2016:
1. Den Chai - Chiang Rai - Chiang Khong (323 km) original cost at 77484.14 Million Baht - the reduced cost is 76,980 Million Baht (Construction cost is 71696.34 Million Baht)- need to wait for NESDB approval in May 2016 and cabinet approval in June 2016 before drafting the TOR for bidding in August - September 2016 - so as to call a bidding in October 2016 - January 2017 ... However, EIA will be done by the end of June 2018 so the construction will be actually started at the end of 2018 even though there is a plan for preliminary construction at the less problematic sections in Mid 2017 - and it will take 48 months to be done so this line will be opened in December 2022 - with a hope to get the passengers at 4811 passengers a day + 859 tons of cargo since this line has economic benefit of 13.31% and financial benefit of 1.02%

2. Ban Phai - Nakhon Phanom (355 km) - original cost at 30510.60 Million Baht at 347 km but the cost overrun due to the pressing demands by local people has to move the starting point from Bang Phai station to the new station 2-3 km North of Ban Phai station so as to get enough space for the yard along with the demands from those in Loeng Nok Tha district of Yasothon so as to make Loeng Nok Tha to become the main dropping point for Yasothon and Amnart Charoen so the new cost is 60,353 Million Baht (construction cost 54226.86 Million Baht) - need to wait for NESDB approval in May 2016 and cabinet approval in June 2016 before drafting the TOR for bidding in August - September 2016 - so as to call a bidding in October 2016 - January 2017 ... However, EIA will be done by the end of June 2018 so the construction will be actually started at the end of 2018 even though there is a plan for preliminary construction at the less problematic sections in Mid 2017 - and it will take 48 months to be done so this line will be opened in December 2022 - with a hope to get 8628 passengers a day and 1713 tons of cargo a day since this line has economic benefit of 12.04% and financial benefit of 1.49%


While the connection between Bangsue and Tao Poon has not been opened yet, SRT is going to run 3 km shuttle from Bangsue Junction all the way to Bang son station to allow the connection between Blue ring subway and purple line MRT
