In Saskatchewan they have a 60kph limit when passing construction workers on roads. Also the same speed when overtaking police or ambulances stopped on the road.

Here in Caracas is so ridiculous!...speed limits are like 75 km/h and people rise frequently 200 km/h in non traffic jam highways....

Specifically in the motorways that connect Caracas with surrounding cities, because inside the city speed average is always about 10 Km/h due the traffic congestion.

It's a very common practice around here (Roanoke, VA) to scrape off the top three or so inches of asphalt before repaving. The speed limit is often the same between milling and repaving, and with the lines having been removed, it can be significantly more difficult and dangerous.

here in the UK:
- almost everyone speeds on certain roads, eg M69 , M40 - REALLY ticks me off; if it is safe to go faster, as it sometimes is, it should be allowed. Otherwise, place some cameras where people are speeding, not just where the most money can be made!
- speed limit on M1 because of 'roadworks' - one of the two main north/south motorways in the UK reduced to 50mph even at midnight when all is empty - and the 'workers' are almost never there. for years and years. bureaucracy is an enemy of man

I was driving on thin old gravelly asphalt were the top layer was torn off by road work and was going pretty fast(the workers were gone as it was a holiday) , and noticed how much more difficult it was to handle the car on that surface.

So its probably a safety matter.

In New Zealand on all open roads there is a blanket speed limit of 100km/h (~60mph) except for dirt roads. For rural towns, speed limits are usually 60, 70 or 80 km/h. All motorways (including bypasses which I think are different to motorways but I could be wrong) also have a speed limit of 100km/h and there is no law for slower speeds in more hazardous conditions except on selected roads. Town speed limits are usualy 40-50km/h but for some reason it is not unusual to have selected roads which have large traffic volumes to have stretches of road with a higher 60, 70 or 80km/h limit.

I find the fact that all of the US highways on the east coast have max. of 65 mph which gives 105 km/h.. some even have 55 (89 km/h) !
