Its not only the fog but the cloud as well. Some days the clouds are so heavy you could see the top half of Jinmao and possibly the tips of IFCs from the SWFC observation deck all above the clouds.

No, it's pollution. I lived in Shanghai for two years, I should know.

Who knows, the Shanghai World Financial Center under construction, by type of New York, or whether it will be a regional financial center in Asia?

That's definitely fog/low clouds. Shanghai is polluted, no doubt, but it doesn't look like that. Also, the air has improved tremendously compared to only 4-5 years ago.

There are people who assume it is air pollution as soon as they see fog or low clouds in a big city.

It's called Hazy. You will see it in places with high humidity and just before snow. This kind of sky is very common in Columbus, OH. And I never heard anyone saying Columbus is polluted, in fact, it is one of the cleanest in the US.

On February 17, 2011 Shanghai's Air quality index was at II (I is better), so it was more of a slight smog than just plain old fog. There was elevated levels of specific pollutants in the air. On some days the air quality in the city does go down to III which is considered unhealthy.
