I saw a California Plate in Toronto last week. I couldn't take any photos though because of the situation.
Also I have a picture of a Dzyan Citroëno on UT SG campus which is rare in north america. But it was licensed as ontario. I'll post the pic later.

Maybe Norweigian.

green norway plates dont have letters in the middle and dont go on lorries
the plate is propably a french diplomatic or irish trade plate, or even further a turkish consular plate. nothing strange, far or uncommon for london anyway

The license plate is not that odd, but the car is. Citroën Dzyan. You cant see french cars here in north america. Toronto, Ontario, UofT Saint George campus, in front of BA.

Is this the oldest part of Toronto ? Looks like a very quaint and walkable part of town. One thing that I'm not used to see are all those leaning poles with cables or telephone lines hanging in the air. Why don't they dig them down ?

I checked google streetview but the crossing Bathurst/Dundas looks nothing like this. It has a McDonalds and appears to be more suburban.

To my North American eyes it doesn't look suburban at all; it looks fairly urban to me, although one corner's a park and another is a hospital or something. Typical late-19th-century, not-downtown-but-close-in, low-rise neighborhood for a large North American city. Could be Chicago, except for all the streetcars and wiring for them. (I've been to Toronto, but not to that immediate neighborhood. Closest I got on foot was Queen Street and probably not quite that far west. Been to Chicago too.)

Before I checked StreetView myself, I thought you might have the wrong Bathurst and Dundas - they're typical Ontario names (early dignitaries, I'd guess) and it wouldn't surprise me if there's a pair of streets by that name intersecting in some suburb. But there is indeed a McDonald's (which isn't necessarily non-urban); also note the Tim Horton's across the street: that's how you tell you're in Canada. (Tim's does have a few locations in border areas in the US, but essentially it's a Canadian fast food chain.)

It's the corner Dundas & Ossington. Not Dundas & Bathhurst.

Of course they use salt and other chemicals but when it gets blow -15'C even salt is not good I guess, been a while when I moved out from Moscow

I live in Spain too and U.S.A plates are not that common, this year I've seen few. Not more than 10...
Curaçao is other case, that plate is very cool, I friend saw Puerto Rico and Antigua Y Babruda in the last 2 years here
