This is a thread which should have opened a long time ago, but this is a good moment as well, I think. This thread should deal with developments of all kinds related to the Danube river as a transportation highway, as a touristic place, and as a reason for the development of the Romanian Danubian ports.

*Maybe I will develop this introduction later on with some facts about the Romanian section of the Danube.

Romania and Austria request Danube cooperation strategy be included on agenda of summer European Council

Romania and Austria will support the inclusion of the strategy for cooperation on the Danube on the agenda of the summer European Council in Brussels, Minister of Foreign Affairs Cristian Diaconescu told a joint news conference he gave together with Austrian Federal Minister for European and International Affairs Michael Spindelegger.

'Romania and Austria are the promoters of a strategy for the cooperation on the Danube and both countries support the inclusion of the subject of the Danube on the priority agenda of the European Union considering the upcoming summer European Council in Brussels.

We are going to continue the steps taken with a view to promoting the strategy with the European partners and the third states in the region,' said Cristian Diaconescu.Michael Spindelegger also reiterated the fact that the Danube riparian countries were also invited to participate 'intensely' in this project.

Romania and Austria plan to draw up a European strategy for the integrated development of the Danube region, the project initiated by the two states in 2008 being backed by the European Commission.

The two ministers approached this subject during a meeting on the sidelines of the meeting of the EU General Affairs and External Relations Council (GAERC) that was held in late February when European Commissioner for Regional Policy Danuta Hubner also took part in the talks.

The Danube Cooperation Process was launched on May 27, 2002 in Vienna on the basis of a Romanian-Austrian initiative and was supported by the European Commission and the Stability Pact for South Eastern Europe that took an active part in it. The Danube Cooperation Process has six sectoral dimensions which can offer a framework for some concrete projects of cooperation among the Danube states to be coordinated and carried out.

Danube’s transportation potential – underused

The Head of State and the Minister of Transportation were in Constanta where they attended a conference on the construction of the Constanta – Rotterdam logistic corridor.

Constanta – President Traian Basescu and the Transportation minister were aboard the HNLMS ‘Johan de Witt’ Dutch military transportation ship in the Port of Constanta on Thursday attending a conference on the construction of the Constanta – Rotterdam logistic corridor.

Two vessels belonging to the Dutch fleet, one of them built in Romania, were moored in the Port of Constanta until Friday in order to take part in a joint military exercise in the Black Sea. The two ships, HNLMS Johan de Witt – built in Romania – and HNLMS Rotterdam took part in the ‘Cooperative Lion 2009’ exercise.

President Basescu stated during the conference in Constanta that the Danube’s transportation potential is underused, the Head of State underlining the importance of unifying the transportation regulations on the Danube and the Rhine rivers in view of putting to good use the European transportation axis that connects the North Sea and the Black Sea (the 18th transportation axis). ‘If we look at the Rhine and at the Danube we notice huge discrepancies in the way in which the two great rivers are put to good use. While on the Rhine, a river that has a navigable sector of approximately 700 kilometres, over 350 million tons of freight are transported annually, on the Danube, a river with a navigable channel of 2,200 kilometres, 60-70 million tons of freight are transported’ the President stated. He added that the unification of the navigation regulations on the two rivers is needed in view of efficiently using this transportation corridor, but that it mostly depends on a political decision. ‘By joining our efforts at European level, I’m talking about the Netherlands and Romania but also other riparian states, we should start working on unifying the navigation regulations’ Basescu underlined, noting however that a certain reticence is shown in tackling this issue.

‘I believe that in the following period the Romanians and the Dutch have the obligation to bring to the EU’s and the EC’s attention this project that is extremely valuable and useful for Europe’s future. Moreover, it is a project in which both member and non-member states can take part, non-member states such as Serbia for examples’ the Head of State added. Basescu also drew attention to the fact that the number 18 transportation axis also has a strategic importance because in the future it can represent an alternative solution for the transportation of energy resources.

Modernizing the port infrastructure on the Danube, a must

Likewise, the President pointed out the important infrastructure that exists on the Romanian bank of the Danube, adding however that it needs modernization. In this sense he pointed out that Romania controls 1,075 kilometres of the Danube River, in partnership with Serbia and Bulgaria, and that the ‘port development is impressive’ along the Romanian bank of the Danube. ‘On the Romanian sector of the Danube we particularly need the modernization of port infrastructure, the acquisition of technology for the manoeuvring of containers’ the Head of State said.

Berceanu:Romania invests eur 76 m for navigation safety

Also present in Constanta, Transportation minister Radu Berceanu pointed out that Romania will invest more than EUR 76 M in order to enhance navigation safety on the Danube’s Romanian sector until 2014. The money comes from European funds. ‘Unfortunately at this time the Danube’s transportation capacity is used only in proportion of 10-15 per cent and Romania is exerting sustained efforts in order to ensure optimal safe navigation conditions on the basis of an investment plan that is scheduled to be completed in 2014’ the Minister of Transportation pointed out.

The dutch solution: multi-modal transportation terminals

The Dutch that came to Constanta in order to find solutions for expanding trade on the Danube-Rhine-Main Canal stated that the port of Rotterdam, the largest in Europe, is interested in cooperating with the port of Constanta in order to build multi-modal transportation terminals on the Danube. In this way a higher volume of traffic between the two ports can be assured. ‘We came to Romania with ten companies that are cooperating with us, companies that are mostly interested in railway transportation. However we did not forget about the Danube and we will talk with the representatives of the port of Constanta in order to cooperate in developing multi-modal terminals on the Danube River’ Wim van Sluis, the president of the Port of Rotterdam’s Promotion Council, stated on Wednesday. According to him, the railway companies that cooperate with the Dutch port are dissatisfied with the state of railway infrastructure in Romania, but also with the fact that the multi-modal transportation terminals that belong to CFR Freight have not been included in a modernization program until now.

Dutch and Romanian Defence Ministers Eimert van Middelkoop Mihai Stanisoara were present in Constanta on the occasion of the ‘Cooperative Lion 09’ exercise.

Dupa intalnirea cu Printul Albert al II-lea de Monaco, presedintele Traian Basescu a declarat ca Delta Dunarii si Dunarea vor face cu siguranta obiectul unei promovari din punct de vedere turistic in acest an, precizand ca pana la reinfiintarea, la sfarsitul lui 2008, a Ministerului Turismului, Romania nu a promovat foarte mult aceste zone.

In perioada 23-24 aprilie, Alteta sa Printul Albert al II-lea de Monaco, a efectuat o vizita oficiala in Romania, la invitatia presedintelui Romaniei, Traian Basescu.

In programul Printului Albert a fost inclusa si o deplasare in Delta Dunarii, cu vizitarea unor obiective si intalniri cu oficialitatile din municipiul Tulcea.

Politicile de combatere a efectelor schimbarilor climatice si de protejare a biodiversitatii sunt teme carora Principatul Monaco le acorda o importanta speciala.

Incepand cu acest sezon turistic, turistii de pe navele de croaziera internationala au posibilitatea de a se opri la Sfantu Gheorghe si de a parcurge un traseu educativ in natura, “Natura Trails”.

Traseul, primul de acest gen in Delta Dunarii, a fost realizat de organizatia „Prietenii Naturii” in cadrul proiectului „Delta Dunarii – Peisajul anilor 2007-2009”, numarul traseelor de acest gen in Europa fiind de peste 30.

Inaugurarea oficiala a traseului va avea loc pe data de 6 iunie.

Presedintele organizatiei „Prietenii Naturii Romania”, Tiberiu Tioc, a declarat ca acest traseu ofera turistilor posibilitatea de a descoperi cadrul natural, in special arii naturale protejate, intr-un mod responsabil si de a experimenta diversitatea biologica.

Pana in prezent, in cadrul proiectului „Delta Dunarii – Peisajul anilor 2007-2009”, s-au realizat cursuri de ghizi in turism, seminarii internationale in domeniul dezvoltarii durabile, precum si schimburi de experienta in strainatate.

In cea mai mare parte, responsabili pentru situatia din Gl si Braila sunt chiar edilii acelor orase si cei care i-au votat, in mod logic.

Ministrul Turismului, Elena Udrea, a declarat pe data de 24 aprilie ca ministerul detine fondurile necesare demararii lucrarilor celor doua porturi turistice din Sfantu Gheorghe si Murighiol. Fondurile urmeaza a fi alocate autoritatilor judetene dupa rezolvarea situatiei juridice a terenurilor.

Vicepresedintele Consiliului Judetean Tulcea, Ioan Boieru, a declarat ca in ultima sedinta Guvernul a alocat 5,9 milioane EUR pentru proiectele turistice din Delta Dunarii.

Pentru investitia de la Sulina, se poarta discutii pentru reducerea cantitatii de beton de pe plaja. Astfel, din cei 6.000 de metri cubi de beton, vor ramane doar cei necesari pentru platformele dependintelor si utilitatilor. In rest, va exista numai structura din stuf, lemn si nuiele, a declarat Boieru.

In urma cu trei ani, Consiliul Judetean Tulcea a aprobat o serie de proiecte privind amenajarea plajei Sulina, realizarea unor miniporturi turistice in Sfantu Gheorghe, Murighiol si Sarichioi, a unor centre de informare turistica in Tulcea, Murighiol si Sarichioi, marcarea obiectivelor turistice in Delta, precum si infiintarea a 10 foisoare de observare in cinci localitati din Delta. Valoarea totala a proiectelor aprobate de CJ se ridica la 33 milioane EUR.

Unul dintre cele mai importante obiective de investitii din judetul Teleorman, realizat in cea mai mare parte cu fonduri de la Uniunea Europeana, "Punctul de control si trecere a frontierei cu bacul la Turnu Magurele-Nikopol (Bulgaria)", a fost inaugurat sambata(mai 2008!) pe malul romanesc al Dunarii, transmite corespondentul ROMPRES.

Bacul a fost achizitionat din Germania de partea romaneasca in proiectul de cooperare transfrontaliera, aprobat printr-un Memorandum de Finantare intre Guvernul Romaniei si Comisia Europeana.

Valoarea obiectivului de la Turnu Magurele, realizat in sistemul "oglinda", pe ambele maluri ale fluviului, este de 4,5 milioane euro, din care fondurile Phare reprezinta 3,3 milioane euro, iar 1,2 milioane euro, contributia beneficiarilor locali - Consiliul Judetean Teleorman si Consiliul Municipal Turnu Magurele.

Pe o suprafata de circa 5,2 hectare sunt amenajate rampa de acostare a vaselor, cladirile pentru controlul autovehiculelor, statia epizootica, drumurile, platformele si locurile de parcare, retelele de apa, canalizare si electricitate. Bacul are o capacitate maxima de 243 tone, putand transporta si 260 de persoane, la o singura trecere a fluviului.

In cautarile mele au gasit paragraful asta:

Nici la inceputul anului 2009 bacul de la Turnu Magurele-Nikopol nu functioneaza. Investitia de milioane de euro (partea romana fiind asigurata in proportie de 60% de Consiliul Judetean Teleorman si 40% de Consiliul local al municipiului Turnu Magurele) nu este functionabila din cauza partenerilor bulgari (respectiv Ministerului Transportului), care nu au reusit sa respecte partea contractuala.desi partea romana a gasit solutia si pentru operator, si pentru transportator..

Baza colaborării transfrontaliere româno-bulgare

Marţi, 14 aprilie 2009, prefectul judeţului Teleorman Ionuţ Adrian Bîţă şi prefectul districtului Pleven din Bulgaria Tevetko Tevetkov au semnat un Memorandum de colaborare care pune bazele unei colaborări riguroase în viitor pentru a susţine dezvoltarea celor două regiuni dunărene. Memorandumul îşi propune îmbunătăţirea calităţii vieţii în districtul Pleven şi în judeţul Teleorman, un parteneriat transfrontalier strâns, precum şi promovarea iniţiativelor comune pentru dezvoltarea economică şi socială, schimbul bilateral de informaţii, idei şi bune practici în scopul creşterii capacităţii de atragere efectivă a finanţărilor din programele Fondurilor Structurale şi Fondurilor de Coeziune ale Uniunii Europene.

La semnarea Memorandumului dintre partea bulgară şi română, alături de cei doi prefecţi ai districtelor respective, s-au aflat şi reprezentanţii Camerelor de Comerţ şi Industrie din Pleven – Gheorghe Ruşinov şi din Teleorman – Marin Niculcea. Cu acest prilej, a fost amintit faptul că, în antichitate, între Vidin şi Marea Neagră, Dunărea era traversată de 12 poduri care facilitau relaţiile dintre cele două ţări de-o parte şi de alta a Dunării, care şi astăzi ar trebui să unească şi nu să despartă cele două ţări membre ale Uniunii Europene.

Demult aşteptată, a fost lansată şi ideea că, în maxim o lună, se va inaugura bacul de la Turnu Măgurele – Nikopol, ferry-boat care va înlesni legăturile dintre oamenii de afaceri din judeţul Teleorman şi districtul Pleven.

Totodată, a fost anunţată ziua de 22 aprilie 2009 ca dată certă în care va fi semnat alt memorandum între cele două ţări în vederea iniţierii unor proiecte transfrontaliere de investiţii în infrastructura rutieră.

Un articol destul de bine documentat cu exceptia termenelor limita (destul de fanteziste) si fara nicio mentiune la principalul obstacol pentru orice dezvoltare de acest tip: acquis-ul de mediu si presiunea ONG-urilor de profil.

Seven Romanian Danube ports to be modernised on 140 million euros

The first stage of the largest modernisation project for Romanian Danume ports in the past 30 years has successfully completed, state secretary with the Transport Ministry Marin Anton said on Wednesday in Giurgiu.

It is about the DANUBE project, sponsored by the European Commission and the Romanian Government, that aims at developing and modernising the infrastructure of seven Romanian Danube ports - Moldova Veche, Drobeta-Turnu Severin, Calafat, Giurgiu, Oltenita, Calarasi and Cernavoda.

The total value of the investment is put at 140 million euros, and the project should be carried out in the next seven years.

Also attending the meeting in Giurgiu were Director of the Giurgiu River Port National Administration Danut Ofiteru and officials of consulting firms that worked out the feasibility study for the DANUBE project.

Giurgiu Port operational capacity to expand more than 5-fold

Operational capacity of Giurgiu Port on the Danube is to expand more than 5-fold after the implementation of the DANUBE project on the infrastructure development of seven Danube ports in Romania, project agreed by the European Commission, whose total estimated value is of approximately 175 million euros, with VAT.

“This is the first project in Romania funded this way and it is the first unitary approach in the field of the development of a number of seven Romanian ports on the Danube in the past 20 years”, stated the director of the National Company “Administration of River Danube Ports” CNAPDF Giurgiu, Danut Ofiteru.

The project deals with the modernization of Moldova Veche, Drobeta Turnu Severin, Calafat, Giurgiu, Oltenita, Calarasi and Cernavoda ports infrastructure.

“This project central goal is the achievement of a more secure, faster and more efficient transport in the Romanian ports on the Danube under conditions of connecting them to the European Union river transport networks”, emphasized on this occasion State Secretary with the Ministry of Transport Marin Anton, present in this Giurgiu meeting.

Investments in Giurgiu Port will be big because this is the most important port on the Danube between Bazias and Braila and a new port basin will be constructed for the transport of cereals, ballast and construction materials, set to cover a 4-hectare surface, as well as the construction of a wharf for the multi-functional ships, as well as a port arrangement to ease the access of ships on Smarda Canal.
