Historical Area - Rehabilitation & New Projects

Timisoara, the city with the most historical buildings in Romania, have a large project of rehabilitation and economic revitalization of historical districts.

The project takes into account the three historical districts Timişoarei: Cetate, Iosefin, Fabric. In these neighborhoods live half the population of Timisoara, being accommodated in the 44,000 buildings, of which 33% is the historical buildings - those constructed before 1940. In the analysis, concluded that Cetate would be necessary investment of 85 million euros, in Iosefin approximately 55 million, and Fabric 42 million.

This program of rehabilitation of buildings does not only their outer coating. The program is more complex, covers more components, such as strengthening and repair of buildings (structures strengthen the resistance of the building, restoration of the roof where applicable), improved interior comfort, (replacement of windows, fitting with the minimum utility necessary, for example, arranging for individual toilets where needed) and improving interior and exterior appearance (restoration of the ornaments and particularly facades, architectural style and reconstruct the original color of the building).



For ease of viewing these projects, we divided the area into three districts with small modifications to the proposal presented above.

Cetate - History by Octavian Lescu

The name of the neighborhood comes from the Timişoara fortresses that they had over the centuries. The name defines the castle with what is inside them and what is outside the fortress. Timisoara had an old castle (Medieval) and one modern, which have left and some parts today. First old fortress, strong, was desired by all ottomans. There is a saying: "who conquers Buda, conquers a city, who conquers Timişoara, conquers a country."

The old fortress was built of earth, stone, brick and oak (jig). In the X-th century, in the year 1052 the perimeter of the old fortress was where today's Palace Theater and Liberty Square. It is known that the fortress walls of the jury were the late cartwright two could move one to the other.

The name of the old fortress gates
During Huniad Citadel had four gates: Ardelean Gate, Gate of Lipova, Gate of Arad, Gate of Tower Water. During the Turkish occupation fortress had five gates: Gate Azab to South, Gate Azab to East, Cock Gate to North, Water Gate (Vizi kapu), Gate Parti (Parti kapú)

The new fortress, modern, much larger, was built between 1723-1765. Fundamental stone was placed on 25 April 1723 in the city under the leadership personalities Governor Mercy.
The entire construction of fortifications cost 20 million Austrian florins. The great work of eighteenth century was the fortress of Timisoara. Construction of the castle in 1723 requiring the demolition of the neighborhood Palanca Mica. The residents of this neighborhood were moved to other neighborhoods of the city such as Fabric, Elisabetin and Mehala.
The castle was, in his idea Vauban, triple belt of walls and ditches which sought polygonal outlines of a castle star and exterior wall was 10-12 meters high.

Modern fortress built between 1723-1765, had three parts: Gate Vienna called Arad or Mehala, Gate Transilvania called Ardeal or Lugoj, Gate Petrovaradin called Belgrad or Iosefin.

Hotel with 4 star on Ungureanu Street

Investment Company belongs to business people and Bogdan Dragoslav Nenadov Petrovici. The site has been up to early'90, a building which, due to age and poor maintenance, began to crash and require demolition of them. The new hotel will have a basement floor, four floors (the latter is withdrawn, will not be visible from nearby) and an attic, the design has been considered that the architecture area, with old buildings in the neighborhood, as he said Camelia Covaci, author of the project.

The unit will have four apartments, 24 double rooms and eight single rooms, plus a restaurant, a breakfast room, two conference halls and SPA center with massage and beauty maintenance. New building in place of Military Commissioner

Timis County Council has a wider project to place in the past, functioned as Military Commissioner, and now is a pay parking lot that belongs CJT.

Iosefin - History by Octavian Lescu

In the year 1744, establishes Suburbs german with small family houses summer, with large gardens. In honor of Joseph II visiting Timisoara in 1773, for the third time, the district received the name Iosefin. Many residents from Palanca Mica and Palanca Mare were moved to Iosefin, later came to live here german settlers. Iosefin neighborhood was designed to develop himself on the two sides of the Bega channel. He contributed to the transformation of the neighborhood in a port where the goods from Banat go to Budapest and Vienna on Tisa, then on Danube.

The neighborhood owes its development firstly the construction of railways and the rapid development of rail links with many towns in all directions. In the year 1857, was put into service line Seghedin-Timişoara, in the year 1876 line Timisoara-Caransebes, and in 1878 the line Orşova-Caransebes, followed the many other places. Between the years 1897-1899 to build a nine station monumental, spacious and equipped with modern facilities. Was named Great Railway, the Railway Iosefin, Elena Domniţa Railway and Northern Railway. In the area between Bega and railway station took a big momentum building factories. So was built distillery and rafineria alcohol, tobacco factory, Panonia mill, match factory, factory hats, mechanical mill, silk factory, butter factory, chain factory and factory machinery Friedrich.

Accor wants to build 2 hotels in Timisoara - Novotel and Etap

French chain Accor intends to open two hotels in Timisoara, the investment value reaching 28 million dollars, said subprefect Timis county, Laviniu Bedrosian. According subprefect in Timisoara will build a hotel Novotel and one step, which will create 150 new jobs. "Accor has announced that wants to open two hotels in Timisoara, a Novotel and a stage. A new market in Iosefin

Fabric - History by Octavian Lescu

Neighborhood Fabric growing since 1720, what remained of the Palanca Mare suburbs, which since the siege in 1716, was destroyed. Fabric neighborhood took this name because of the large number of factories, which were in the area.

Official name of neighborhood Fabric received only in 1744. Fabric neighborhood situated in the eastern part of the city, is the first neighborhood that was formed around the Fortress and the greater area of land for housing, about 500 hectares. From Citadel, the entry into residential Fabric is made from Decebal bridge.

Moving to the left of the bridge appear Spa Neptune, and the right the Queen Mary Park, People's Park today. This park was initiated and arranged by General John Coronini Cronberg, Banat governor in 1850. In the middle of the park is a nice flag for fanfare, and nearby was a Swiss-style restaurant, behind which there is high bust citizens, the initiator of this park, Cronini count. In 1910 City Hall replanted the park and building the monumental gates of entries. We continue our way on Andrassy ut (today Boulevard 3 August 1919), in Romanilor Square, where we found the church Roman Catholic "MILLENNIUM" built between 1896-1901. A monumental church, built during the commemoration of 1000 years since the coming of Hungarians in Plain Panoniei.

In Fabric neighborhood was the center of handicrafts and industrial concerns, unlike Cetate where trade prevails. On Stefan cel Mare street were built Breweries Timisoreana, and to the end of Buziaşului street, find boots factory Turul, alongside a ironwork factory houses, money, soap factory and many other factories.

Fabric vineyards, which in addition to arable land, and have extensive plantings of life and have produced a mass of white wine fruity, wine called Green Forest. This species has disappeared in the year 1887, when he disappeared completely because of phylloxera that haunted the area.

Scapam de acvariul din Centru!?

Presedintele CJT, primarul si prefectul vor sa demonteze celebra cladire de sticla din Piata Operei! Astazi, cei trei au cazut la pace si isi vor unii fortele pentru ca cel mai controversat restaurant din Timisoara sa fie mutat. Pentru asta, ii vor chema la sfat pe juristii din cele trei institutii ca sa gaseasca solutia legala.
Prima autorizatie de contructie s-a dat in 2004 de catre Consiliul Judetean, apoi ea a fost trasferata Consiliului Local care avea un proiect pentru unirea celor doua pasaje subterane din Piata Victoriei. Acest proiect a fost insa respins, dar cel care voia sa ridice acvariul a castigat in instanta dreptul de a-si construi cladirea din sticla.
Acum prefectul spune ca una dintre idei este aceea de a ataca in instanta primul act si anume prima autorizatie primita de la CJT. Iar aceasta va atrage dupa sine anularea celorlalte. Mircea Bacala precizeaza ca daca acest demers nu va avea sorti de izbanda, se vor cauta alte solutii pentru "curatirea Pietei Victoriei".

Magaria e alta. Autorizatia e data cu smen, dupa cum se vede in poza.

O tara imputita de coruptie, ce sa zic.

Will Timisoara get rid of the "Aquarium" in piata Operei? The county administration, the county prefect and the mayor of Timisoara will join in an effort to demolish the building. The building authorization was released by the county administration in 2004 and later passed on for approval to the city administration. It was refused but a judge decided construction was possible and legal.
The prefect will try to annul the first authorization approved in 2004.
The sad thing is, the authorization was approved for "renovations to the toilets" (there used to be a public toilet here) and "rebuilding the entrance to the toilets".

A country plagued by corruption.

Astazi am vazut ca se mai renoveaza o cladire din Cetate, termenul de finalizare e ~ Iulie 2009 (cladirea de pe colt in partea stanga) Location

Today I saw another building in renovation, located in the Cetate, the deadline for completion is ~ July 2009 (building on the corner on the left) Location

Avem peste 100 cladiri istorice intr-o stare buna si foarte buna
in cele peste o suta intra si cladirile care nu se afla in zona aferenta threadului plus cele care nu le am pe comp (poza)


Proiectul celor de la Adama nu l-am mai bagat deoarece e foarte posibil sa-l fi abandonat din lipsa de bani

Am terminat cu editarea posturilor

Bogdan BMB...absolut impresionanta prezentarea, felicitari pentru calitatea si seriozitatea cu care abordezi problema cladirilor istorice indiferent de locatie si insemnatate.
Mai liseste ceva, este vorba despre castelul Huniazilor , poate l-ai lasat intentionat pe dinafara stiind ca este in faza de proiect reabilitarea acesteia si o posibila refunctionalizare.

Upsss, era unul dintre proiectele mari pe care nici nu le-am trecut pe lista spunandu-mi ca imi voi aduce sigur aminte de el, si uite-ma ... Il voi baga la categoria "in reabilitare"

Mersi si de poze, voi trece eventual in saptamanile astea sa mai fac cateva poze care imi lipsesc si nu numai pentru a le posta sau a le inlocui pe unele de acum care sunt fie prea mici, fie sunt facute dintr-un unghi ciudat.

Sper sa avem cat mai multe stiri bune de postat

Hotel cu scandal - Novotel si Etap

Criza invocată în aproape toate domeniile economice nu pare să fie atât de larg răspândită. Cel puţin asta indică faptul că unii investitori străini încă îşi îndreaptă atenţia şi fondurile spre Timişoara. Multe din investiţiile realizate în oraş nasc, însă, polemici şi nemulţumiri, mai ales atunci când vine vorba de construcţii noi, care ar putea afecta clădirile din preajmă sau aspectul zonei respective. Plenul Consiliului Local Timişoara, de la sfârşitul acestei luni, aduce în mapele consilierilor locali un proiect de hotărâre ce vizează oportunitatea construirii unui ansamblu hotelier în apropierea Gării de Nord.
Consilierilor municipali ai Timişoarei le revine ultimul cuvânt asupra Proiectului de hotărâre privind aprobarea Planului Urbanistic Zonal "Construcţii pentru servicii - Hotel Novotel şi Etap", B-dul. General Dragalina, nr. 20, Timişoara, documentaţie care a stârnit până acum numeroase nemulţumiri.

Anul trecut, investitorii se adresau Primăriei Timişoara, prezentând intenţia de a realiza investiţia în zona Iozefin, motivaţia alegerii locaţiei respective fiind mica distanţă faţă de gară şi autogară.
O dezbatere publică organizată în luna iulie a anului trecut a scos la iveală primele obiecţiuni ale unor timişoreni, legate de viitoarea investiţie, iar proiectul a fost respins pentru că, la acea dată, nu avea toate avizele necesare, conform spuselor lui Sorin Ciurariu, arhitectul-şef al Timişoarei.
Ulterior, investitorii au revenit cu documentaţia completată, la începutul acestei luni fiind organizată încă o dezbatere publică pe marginea oportunităţii construirii unui hotel cu opt nivele în una din zonele istorice ale oraşului.
Nemulţumiţii s-au înmulţit, aceştia acuzând mai multe aspecte legate de înălţarea unui hotel între clădirile istorice din zona Iozefin: faptul că o lucrare de aşa amploare ar afecta rezistenţa şi aşa diminuată a vechilor clădiri din zonă, ideea că noua construcţie ar urma să fie una modernă, în mare parte din sticlă şi metal, astfel că ar da “ca nuca-n perete”, dar şi problema regimului de înălţime, mult superior celui din zonă. Sorin Ciurariu, arhitectul-şef al Timişoarei, lămureşte parţial problemele ridicate de cele aproximativ 100 de persoane care se împotrivesc proiectului, nemulţumiţi ce au şi semnat reclamaţii referitoare la planul urbanistic.
Ciurariu explică faptul că investiţia, dacă va fi aprobată, se va desfăşura strict în limitele impuse de lege, fiind clar prevăzut că lucrările trebuie făcute de aşa manieră încât să nu afecteze clădirile învecinate.
Apoi, explică arhitectul-şef, în faza actuală, se votează strict oportunitatea construirii unui hotel în zonă şi parametrii urbanistici în care clădirea ar urma să se încadreze, urmând ca discuţiile legate de aspectul noii clădiri să aibă loc ulterior, în cazul în care proiectul de hotărâre privitor la PUZ ar trece.
În acest caz, legat de estetica noului hotel, cel mai greu va cântări opinia Comisiei de Monumente, explică Ciurariu. “Legat de aspect, o să am o părere când o să văd obiectul de arhitectură.
Arhitectura este o meserie subiectivă, în care decide creatorul, nu autorităţile.
Frumuseţea unui oraş constă în 1.000 de creatori, care au opinii diferite”, spune Sorin Ciurariu.
Cât despre regimul de înălţime, clădirea mai înaltă se va ridica într-un cvartal, şi nu la bulevard, urmând ca partea dinspre bdul. General Dragalina a investiţiei să păstreze regimul impus în zonă, aşa cum se arată şi în referatul proiectului de hotărâre: Regim maxim de înălţime – se vor respecta prevederile din Avizul CJT nr. 48/2009, avizul CTATU, şi anume ,,clădirea propusă în completarea frontului stradal va prelua înălţimea la cornişă a construcţiei de referinţă”.

“Să nu ne trezim cu încă un acvariu, în genul celui din Piaţa Operei”

Viceprimarul Sorin Grindeanu se arată încântat de intenţia unei investiţii în Timişoara, mai ales în această perioadă tulbure din punct de vedere economic, însă se declară sceptic legat de aspectele invocate şi de cei 100 de timişoreni care se opun proiectului.
“Trebuie să vedem în ce măsură lucrările ar afecta rezistenţa clădirilor din jur.
În plus, nu mi se pare că o construcţie de sticlă şi oţel cadrează într-o zonă istorică ce se doreşte a fi reabilitată. Să nu ne trezim cu încă un acvariu, în genul celui din Piaţa Operei”, spune Sorin Grindeanu. Cert este că ultimul cuvânt asupra PUZ-ului le rămâne consilierilor locali, urmând să vedem, la sfârşitul lunii, dacă vor exista discuţii aprinse pe marginea subiectului, sau proiectul va trece prin “maşinăria de vot”, fără ca cineva să clipească.

Hotel Etap si Novotel

Nu am vrut sa ma pronunt pana acum deoarece nu stiam daca acel "monstruletz" se va vedea sau nu de pe strada. Intrucat nu avem un proiect concret pe care sa discutam, ma voi lega doar de regimul de inaltime.

Am facut 2 sectiuni prin strada. S1 prin cladirea existenta P+M si S2 prin cladirea de birouri ce urmeaza a fi construita P+3+M.




La fel ca si in cazul Ateneo Residence exista 2 variante.

Varianta I - cazul in care celelalte cladiri micute se vor darama si in locul lor vor aparea altele mai inalte (pana la regimul de inaltime al cladirii de pe colt cu Bega - "Casa cu ancora").

In aceasta varianta noua cladire de P+7 nu ar deranja deloc din perspectiva trecatorilor.

Ramane totusi imaginea urata in cazul perspectivei aeriene - de pe alte constructii mai inalte din zona - blocurile P+10 aflate la nord de Bega

Varianta II - cazul in care asta va fi ultima investitie greenfield.

Va fi o problema din ambele perspective.

Castelul Huniade

Preşedintele Consiliului Judeţean Timiş Constantin Ostaficiuc vrea ca Muzeul Banatului să se transforme încet-încet în ceea ce a fost – castel. Să-şi păstreze proprietăţile de muzeu dar să fie scos în evidenţă profilul de castel, pentru ca şi Timişoara să aibă un castel chiar în centrul oraşului care să constituie o atracţie pentru timişoreni şi cei care ne vizitează. „Avem un castel în centrul oraşului care trebuie aranjat, folosit, ca în toate oraşele mari care au această bogăţie. Este un monument, un patrimoniu aflat în averea CJ Timiş”, sppune preşedintele Consiliului Judeţean Timiş Constantin Ostaficiuc. Licitaţia pentru proiectul tehnic necesar pentru reabilitarea Castelului Huniade – Muzeul Banatului a avut loc în decembrie, a fost contestată şi după aceea a avut din nou loc în luna februarie. “Vom păstra expoziţiile, dar o mare parte din personalul administrativ va fi mutat într-o altă locaţie . Este un început al acestui nou concept. Nu se putea realiza însă fără o lucrare fundamentală de întărire a rezistenţei clădirii. Suntem în faza finală a acestui procedeu tehnic în care s-au făcut sute de injecţii în fundaţia castelului. Acum putem gândi partea de amenajare şi refacere a acestui monument extraordinar, Această bogăţie pe care o avem în centrul Timişoarei”, mai spune Ostaficiuc. Dar acest monument este umbrit după cum zice Ostaficiuc de acea construcţie de sticlă din faţa operei timişorene. „Din păcate, apariţia unei lucrări în Piaţa Operei obturează vizibilitatea vizavi de acest castel. În timp sper că se vor găsi soluţiile pentru a da castelului ce-i aparţine, această măreţie. Prima autorizaţie am dat-o noi la momentul respectiv pe cele două intrări care după un an de zile a şi expirat. Eu sper ca să se elibereze această clădire cât de curând. Chiar mă interesează acest castel, să beneficiem toţi timişorenii de el”, mai spune Ostaficiuc.

Au primit undă verde! Hotelurile Etap şi Novotel vor fi în cartierul Iosefin

Consiliul Local Timişoara a aprobat Planul Urbanistic Zonal privind construirea hotelurilor Etap şi Novotel în cartierul istoric Iosefin, pe bulevardul General Dragalina. Cum mulţi oameni din zonă s-au opus proiectului, aleşii au impus beneficiarului anumite limite de înălţime.

Proiectul de hotărâre privind investiţia Accor, construirea hotelurilor Etap şi Novotel în cartierul Iosefin, în interiorul unui cvartal, a adunat la şedinţa de consiliu local de marţi mai mulţi cetăţeni din zonă speriaţi de faptul că lângă clădirile în care locuiesc va „creşte” o construcţie de P+7, că rezistenţa acestora va fi pusă în pericol, că nu vor mai avea soare şi că nivelul zgomotului în zonă va creşte considerabil.

În ceea ce priveşte înălţimea, Comisia de urbanism a CLT a venit cu două amendamente în plen, care au şi fost aprobate de aleşi: înălţimea maximă a clădirii de la stradă, care vine în completarea frontului stradal, să fie egală cu înălţimea la cornişă a Casei cu ancoră de pe colţ, de la intersecţia bd. General Dragalina cu Splaiul Tudor Vladimirescu, iar înălţimea maximă a clădirii din interior să nu depăşească înălţimea la coamă a aceleiaşi clădiri.

Investiţie de 28 milioane euro

Un alt amendament care a primit vot favorabil a vizat modul în care va arăta acest ansamblu hotelier, multe temeri fiind legate de apariţia unor construcţii din sticlă şi oţel în peisaj: „De ce să nu o recunoaştem, HotelurileEtap sunt hoteluri de autostradă. Proiectul arhitectural trebuie să fie unul adaptat zonei istorice. Dacă în alte părţi s-a putut face acest lucru, să se facă şi la noi”, a cerut consilierul Ciprian Jichici, şeful Comisiei de urbanism

Loredana Brihac, care face parte din echipa de proiectanţi pentru această investiţie, a spus că în acest caz Etapul este însoţit de Novotel, care este un hotel de patru stele. Proiectanţii s-au declarat mulţumiţi de modul în care a fost adoptat proiectul de hotărâre: „Accorul este un grup internaţional care nu-şi permite să-şi bată joc de o investiţie de 28 de milioane de euro la Timişoara. Aceast reţea are hoteluri în toată lumea, este un lucru bun faptul că investeşte aici (...) Înălţimea clădirii din faţă trebuie să fie de 13,90 metri, iar înălţimea clădirii din spate s-a redus de la 25,50 la aproximativ 20 de metri. Casa cu ancoră este P+2, are 13,90 metri la cornişă şi cam 20 la coamă. Proiectul va fi adaptat zonei istorice, va fi modificat ca şi faţade, acest lucru se va discuta la faza de autorizaţie de construire”, a declarat Brihac. Primarul şi-a declarat toată susţinerea pentru noua investiţie, aprobată de toţi aleşii.

Curs “Identificarea degradărilor lemnului la clădirile istorice şi tratamentul lor eficient”

Centrul de Coordonare pentru Reabilitarea Cartierelor Istorice din Timişoara din cadrul Primăriei Timişoara şi Societatea Germană pentru Cooperare Tehnică GTZ organizează, în perioada 6 – 8 mai, un curs de perfecţionare destinat arhitecţilor, inginerilor, firmelor de construcţie şi altor profesionişti din domeniul tâmplăriei şi dulgheriei interesaţi de tema degradării lemnului la clădirile istorice şi a soluţiilor pentru combaterea şi tratamentul lemnului în astfel de situaţii.
Timişoara abundă în numeroase tipuri de construcţii istorice cu elemente valoroase din lemn. Din păcate, mare parte din ele sunt în stare precară, fiind contaminate de ciuperci şi/sau atacate de insecte fitofage.
Pentru restaurarea acestor clădiri este nevoie de experţi şi profesionişti în domeniu.
Prezentul curs îşi propune să sensibilizeze profesioniştii implicaţi în domeniul restaurării cu privire la degradările lemnului. Participanţii vor obţine cunoştinţele necesare pentru a aborda în mod profesionist problemele legate de lemn, având la finalul cursului baza necesară recunoaşterii diferitelor tipuri de degradări ale lemnului, a erorilor constructive, care conduc la degradări ale lemnului precum şi aplicării măsurilor necesare, în funcţie de fiecare caz în parte.
Cursul va fi susţinut de doamna Prof. Livia Bucşă, specialist biolog în degradări ale lemnului şi de specialiştii germani domnul Christoph Junghans, restaurator, şi domnul Michael Engel, arhitect.

Exchange "Identifying wood damage to historic buildings and their effective treatment

Coordination Center for Rehabilitation of Historic districts of Timisoara, Timisoara City Hall and the German Society for Technical Cooperation GTZ organized during May 6-8, a training course for architects, engineers, construction firms and other professionals in the field of carpentry and dulgheriei interested the degradation of wood in historical buildings and solutions to combat and treat the wood in such situations.
Timişoara abound in many types of historic building elements of the valuable wood. Unfortunately, most of them are in precarious condition, being contaminated by fungi and / or attacked by insects fitofage.
To restore these buildings need of experts and professionals in the field.
This course aims to raise awareness of professionals involved in the restoration of damage to wood.
