Only thing is though, i'm not sure when they are planning to begin construction. This locally designed building is magnificent and its a shame it had to be delayed for so long. Carnival would be even better with this state of the art structure. Does anyone have info on this project?

They should design it so part can convert to the grandstand once a year when the annual parade march through.

National Carnival and Entertainment Centre, Queen’s Park Savannah, Port of Spain

The National Carnival and Entertainment Centre (NCEC), is a state-of-the-art, locally designed cultural centre, which will be the setting for the vast array of celebrations that are the highlights of our diverse national cultural calendar.

As the nation's cultural showpiece, the NCEC will make its home against the majestic backdrop of the Northern Range and be located a mere stone's throw from the planned Port of Spain National Academy for the Performing Arts.

The NCEC will seamlessly melt into the Queen's Park Savannah, since it will preserve the current recreational use of the area whilst simultaneously catering to the needs of the modern and future users of the facility. The Minister of Culture said that the project is on hold because shortage of funds in the 4th paragraph.

Hats off to the architechs and structural engineers. This structure will blend in beautifully with the National Academy creating a cultural and art district in north Port of Spain. It would be a shame if this is not built; how could you promote and market carnival if there is no venue? Carnival self proclaim greatest show on earth will certainly lose momentum if it is not advertised properly to the outside world. This structure will may a great back drop to any promotional brochures.

Shanghai to build Carnival Centre

SHANGHAI Construction Group (SCG), the company that constructed the controversial National Academy for the Performing Arts (NAPA), was one month ago privately announced as the new contractor for the proposed National Carnival Centre by Prime Minister Patrick Manning.

At a meeting of the PNM General Council held at Manning’s San Fernando East constituency office at the GTM Building, Coffee Street, San Fernando, Manning indicated to PNM party members that the National Carnival Centre, planned for construction in the Queen’s Park Savannah, Port-of-Spain would be constructed using the same procedure used for the construction of the NAPA. The procedure involves the use of a government-to-government loan arrangement with China and the use of contractor SCG.

SCG constructed the NAPA as well as the Prime Minister’s Residence and Diplomatic Centre, La Fantasie. Additionally, SCG is also at work on the Ministry of Education Tower, Port-of- Spain. At a PNM cottage meeting in San Juan on Monday, Manning hinted that a foreign firm from the Far East would be chosen for the long-delayed million-dollar mega project. As he once again declared war on the local construction sector, he said the roof of the Carnival Centre required a special design and there were only three companies in the world which could manufacture it. The companies were from the United States (US), Europe and the Far East.

The Prime Minister said in comparing costs between the companies in the US and the Far East, there was a difference of over $45 million.

He said it was situations like these which made the Government realise that it was not prepared to tolerate the inefficiencies of the local construction sector anymore.

“Let them say what they want about the Prime Minister’s residence. It took us eight months to do that. How long did it take to finish the police station in Belmont? It took at least three years. Is it right for the Government...to accept that? No and we will not. We will fight until it is changed,” he said.

SCG is also the contractor for the construction of a multi-million dollar church at the Heights of Guanapo whose owner Reverend Juliana Pena is said to be the Prime Minister’s spiritual adviser. However, work on the site was halted after a stop notice issued by the Tunapuna/Piarco Regional Corporation indicated that the church owners did not have its permission to build.

Since then it has been reported that the SCG Chinese labourers at this site have been transferred to another mega-construction project the over-budgeted and overdue Brian Lara Stadium in Tarouba.

Word that SCG has been chosen, once more, by the State for another major construction project comes in the face of concerns over the quality of work done by SCG at the NAPA, a Udecott project. The Artists Coalition of Trinidad and Tobago (ACTT) as well as prominent artists such as masman Peter Minshall, painter Leroy Clarke and dancer Dave Williams have all spoken out about the inadequacies of NAPA.

Carnival will soon have a new permanent home at the Queen's Park Savannah in Port of Spain, but it will not be the structural design originally approved by former prime minister Patrick Manning.

Minister of The Arts and Multiculturalism Winston "Gypsy" Peters said yesterday a competition will be held inviting members of the public to submit designs for a National Carnival and Entertainment Centre at the Savannah.

"Something will be built at the Queen's Park Savannah to host our Carnival and other cultural events, but it will not be what was proposed before. There will soon be a competition in which people will submit designs for the structure. Whatever is built will not only be suited for its purpose but also be in harmony with the surroundings," Peters said.

Regarding Carnival 2011, Peters said a temporary facility will be constructed at the Savannah for the festival. Peters said he can't see another year pass in which events such as the Dimanche Gras and Parade of the Bands take place in a makeshift space at the Savannah or completely outside of the venue. He said he has an image in his head of what he would like to see built as a temporary structure, and he hopes to have an actual plan soon.

"Carnival will be back in the Savannah next year because this is what the people want and Carnival belongs to them. The Savannah is the home of Carnival, and even though the Grand Stand and North Stands are gone, it is tradition for the Carnival to take place there. And though we are moving forward, we don't want to completely delink from tradition. So, we will, for 2011, have a temporary, but well-designed and properly constructed venue for our Carnival at the Savannah," Peters said.

^ I would love something that is multi-functioning outdoor arena. That has lighting, sound system, ability to host massive music trucks, standard media section on ground, stage and in the stands. Also, most of all great views and seating arraignments for regular and VIP patrons. Multi-functioning outdoor arena. So that it wouldn't be used only for 2 days in a year but for independence day parades, outdoor concerts, awards ceremonies, car shows, expos, etc. with the great Savannah and st. Ann's/cascade mountain view to the north and POS buidling skyline in the south (hence using glass type walls).
