A tent blowing in the wind Azerbaijan’s current president, Ilham Aliyev, wished to dedicate the new cultural centre Hadid is building in Baku to his father Heydar. The aim is to give the capital an iconic building that will put the city firmly on the international map and provide a range of spaces for a variety of cultural events. The enormous steel and concrete structure, which looks like a tent billowing in the wind, will house a library, a state museum and a congress centre with a spacious auditorium. Outside attractions include a park with an artificial lake, an outdoor café, fountains, and a monumental stairway leading to the cultural centre. Being on high ground that was once a social housing district, the centre dominates its surroundings. “The main building is located in the northern area – the highest of the entire site – with the car parks and park to the south,” says project architect and Hadid associate Saffet Kaya Bekiroglu. “Connecting these two areas to form a single, continuous, fluid surface was the biggest challenge for us. Placing the centre at the two opposite ends of the site and the café by the lake, next to which a new subway station is being built, will encourage visitors to make use of the entire park. The garden is designed as a set of panoramic terraces connected by ramps, escalators and elevators to the underground car park.” The accesses to the centre’s three main facilities radiate from the monumental stairway. On the ground floor is a spacious 1200-seat auditorium, a flexible area designed to host congresses, concerts and other events, whose lobby partly overlaps with the main entrance. On the south side there stands a multi-level state museum, and on the north side, where the building has a glass façade, an eight-storey library. At least one of the centre’s pinnacles is always visible from various parts of the city: in this way the building has redrawn the city’s skyline and is contributing significantly to its development. There are construction sites all over Baku, but the most noticeable thing about the cultural centre is its grandeur. “We did not intend to create a particular kind of building, or even a symbol, but simply a building people would like and feel inspired by, and most importantly, one that would enhance its context,” insists Bekiroglu. “Rather than an object, or a particular form, I think this should be seen as the consequence of a social need and a political necessity. The fluid relationship between the plaza and the inside of the building, where people are metaphorically enveloped by the tent walls, does much to eliminate distinctions between architecture and cityscape, public and private.” Once inside, visitors realise that what seemed like a tent billowing in the wind is in fact a large, column-less space. The vertical supports are incorporated in the building’s roof and seamless arrangement of façades. “We worked closely with the contractor, engineers and suppliers.A project as ambitious as the geometrically complex roof structure called for research into materials and construction techniques, as well as such details as the transport, installation and assembly of the prefabricated panels. We used the same material for the outer roof surface as for the internal flooring and cladding.
