e-helpline comes to the aid of business people

For assessees in Madurai, Tirunelveli, Tiruchi, Salem regions

To help industrial units and business establishments, the Coimbatore Central Excise Zone has launched e-helpline facility.

At the Regional Advisory Committee’s zonal meeting held at Coimbatore recently, Chief Commissioner of Central Excise, Coimbatore Zone, V.S. Krishnan, launched the facility. Trade and industry associations from Coimbatore, Salem, Madurai, Tiruchi, and Tirunelveli Central Excise and Service Tax Commissionerate participated in the meeting.

R. Sankaranarayanan, Assistant Commissioner, Central Excise, Tirunelveli, said that e-helpline facility would help industrial houses and business establishments in assessment-related matters, addressing the procedural delays and in resolving system-related procedures. The queries would be processed within seven working days and the clarifications or replies issued with the approval of the Chief Commissioner sent to the parties concerned through e-mail.

As of now, the ‘e-helpline’ will function using the Coimbatore Commissionerate’s website, http://cenexkovai.tn.nic.in. Queries relating to the three categories should be sent to coimbatoreasse@gmail.com for assessment-related issues, coimbatoreproc@gmail.com (for procedural delays), and coimbatoreaices@gmail.com (for system-related issues).

A zonal website was under construction and hence a detailed trade notice would be issued after it was ready with the domain ccocoimbatorezone.gov.in

Data entry in crime tracking system begins

Deputy Commissioner of Police (Law and Order), Tirunelveli City N. Manivannan and Superintendent of Police, Tirunelveli, Vijayendra S. Bidari formally inaugurated the data entry in Crime and Criminal Tracking Network System here on Sunday.

To expedite and fine-tune the functioning of police machinery and ensure transparency in its performance, the Crime and Criminal Tracking Network System (CCTNS) is being implemented in the State. The Union Government, with the objective of computerising the police records, has allotted Rs. 103 crore for Tamil Nadu under the 11th Five Year Plan even as the State government had earmarked Rs.10 crore for this purpose.

Under the Crime and Criminal Tracking Network System, after providing necessary hardware and software, all the 1,492 police stations, police special units across the State, DSP, SP, DIG, IG and DGP offices would be connected through an exclusive network. The crime records of the District Crime Records Bureaus would be digitised and linked to the Crime and Criminal Tracking Network System.

Including First Information Report, all police records will be computerised under this programme so that these records can be seen by top-level police officers in the headquarters. However, the Investigation Officer alone can make corrections in the record while the complainant can also see the record for the latest status of his petition.

As a pilot programme, this project is under full-fledged implementation in Tiruvallur district since last November 4. After the trial run of this revolutionary venture yielded desirable results, the exercise is being extended to the districts.

Subsequently, Mr. Manivannan and Mr. Bidari inaugurated the computerisation of police records here, in which senior police officers participated.

Pros and cons of notification on tiger reserves


Certain section of population seeks relaxation of ban on tourism; specialists are against any dilution of the scheme
The government’s latest notifications on the demarcation of core and buffer zones of three tiger reserves in the State may still require a fine-tuning to strike a balance among ecology protection, tribal welfare and tourism promotion, feel conservationists and wildlife experts .

As the demand for relaxation of the ban on tourism becomes shriller from certain section of the local population in the reserve areas, the specialists are against any dilution of the scheme spelt out in the notifications.

Through the August 13 notifications, the State Environment and Forests Department has given an elaborate description of the tiger reserves — Anamalai Tiger Reserve (ATR) in the districts of Coimbatore, Tiruppur and Dindigul; Mudumalai Tiger Reserve (MTR) in The Nilgiris district and the Kalakkad Mundanthurai Tiger Reserve (KMTR) in Tirunelveli and Kanyakumari districts.

Last month, the Supreme Court, through an order, banned tourism activities in the core areas of tiger reserve forests. It also gave three weeks time to several States to notify the core areas in their respective tiger reserves. The next hearing of the case before the Supreme Court is slated for Wednesday (August 22).

Representatives of the public and tribal people of the Anamalai region are not apparently satisfied with the notification as they feel it has not addressed their livelihood issues. Some tribal people, particularly those in Top Slip, say that life for them has become difficult of late due to the ban on tourism. Till recently, these people were employed as tourist guides or were working in rest houses and restaurants. But, officials of the Forest Department explain that exclusion of Top Slip or the Pollachi-Valparai road from the core zones would require laborious efforts and planning.

Welcoming the government’s move, K. Kalidasan of OSAI, an NGO in nature conservation, says that for right reasons, the buffer zone of the Anamalai Tiger Reserve has been expanded to include Kodaikanal and Dindigul divisions, totally spanning over an extent of 521.28 sq km. In the case of Mudumalai, an area of 367.59 sq km of The Nilgiris North Forest Division has been made part of the buffer zone.

These areas are known to be tiger pockets and their inclusion under the management schemes of tiger reserve will help the future population of tigers to disperse into adjoining protected areas. The benefit also expands to revenue villages that come within the buffer zone as the concept of coexistence is proposed in the buffer areas, Mr. Kalidasan adds.

Pointing out that tourism in the Mudumalai area of The Nilgiris has never been of the intrusive kind, conservationist A.C. Soundarrajan advocates the coming together of all stakeholders for a harmonious coexistence.

As for Kalakkad Mundanthurai, a senior officer, who worked there for years, says the buffer zone, extending up to 706.54 sq km in nearly 300 villages that fall within five km from the periphery of the core area, would serve as a protected sanctuary for the wildlife insulated from adverse impact of the habitations.

He suggests that Agasthiyar Falls, Manimuthar Falls and the Thalaiyanai at Kalakkad, all classified as constituents of the core zone, be brought under the buffer zone so that the public can visit these spots for a bath.

However, R. Ganesan, senior scientist of Ashoka Trust for Research in Ecology and the Environment (ATREE), who is involved in several researches on Kalakkad-Mundanthurai and conservation activities, argues that the entire 895 sq km area, now declared by the government as core zone, should be retained as such and there should not be any dilution by allowing the people to the waterfalls.

“Instead, the government may effect a few changes in the buffer zone boundary. For example, the human habitations near the sanctuary at Thirukkurunkudi or on the Kalakkad — Cheranmahadevi stretch, all having vast stretches of shrubs, should be included in the buffer zone to avoid man — animal conflict in future,” Dr. Ganesan said.

M. Mathivanan, coordinator, ATREE’s Agasthyamalai Community-based Conservation Centre situated at the KMTR’s buffer zone, says wild animals, which could not be seen near Agasthiyar Falls in the past, are spotted easily now even during the day and the scat of panther could be seen near the Agasthiyar Falls.

He also suggests that the KMTR’s buffer zone be declared as ‘Eco Sensitive Zone’ so that no mining activities could be carried out in the areas close to the core zone.

As pointed out by Mr. Kalidasan, the bigger problem lies in permitting tourism and demarcating tourism zones. Generally, private tourist operators follow the conventional tourism model, whose emphasis is on entertainment, having little regard to animals.

The ecotourism model adopted in Parambikulam Tiger Reserve of Kerala, involving the local tribal people, is an uncommon feature in Tamil Nadu.

Mr. Soundarrajan, who reserves comment on the notifications, however, feels that the cause of conservation would suffer if a total ban is imposed on tourism.

His prescription is: Encourage tourism but with effective and tamper-proof safeguards. The revenue thus generated would help conservation of the apex species. It would automatically help in protecting other forms of wildlife.

State-level urban low carbon guidelines for Tamil Nadu

Based on the project, ICLEI and the British High Commission will help develop State-level urban low carbon guidelines for Tamil Nadu and Rajasthan, the two states that will implement the project.

In the two states, Coimbatore, Tiruchi and Tirunelveli and Jaipur, Udaipur, Kota and Jodhpur, will be the cities that will implement the project.

The policy paper prepared says that in addition to developing the guidelines and exploring the possibility of finance, the project also aims at developing an India-specific green house gas protocol, a monitoring, reporting and verification mechanism for carbon emission in cities. And also an information dissemination mechanism to raise awareness among stakeholders on use of clean technologies.

The policy paper prepared in this context says that there has been a need to develop low carbon energy policies because there are states that are more vulnerable to climate change due to their location, the lack of expertise and climate policies.

It also says that in the course of interactions the ICLEI members had had with a number of states, they have found Tamil Nadu and Rajasthan better prepared and more aware and well-equipped to implement the project.

The successful formulation of urban low carbon policies at the state-level will propel other Indian states and cities to follow, the papers notes.

Trade centre for Tuticorin soon

Its chairman Gunasingh Chelladurai said here on Sunday that a minimum of seven acres were required to set up the facility on an outlay of Rs. 5 crore and the project proposal would be presented to Collector Ashish Kumar soon. Under Self-sufficiency Scheme (erstwhile ‘Namukku Naame’ scheme), the project could be taken up in three phases.

At a consultative meeting chaired by the Collector recently, the modalities were worked out. “The centre will have a 30,000 square feet hall to hold exhibitions, a two-tier auditorium with a capacity to accommodate 1,000 people, cafeteria, besides a park,” he said.

The trade centre would cater to needs of industrialists in Tuticorin, Tirunelveli and Kanyakumari districts.

The centre would facilitate industrialists and businessmen to have exposure to new business concepts and provide a platform to share modern technologies.

Tuticorin was witnessing an exponential growth in industrialisation and business operations with the logistic support of sea port. With better rail and road and air connectivity taking place, trade opportunities were on the rise, Mr. Chelladurai said.

Koodankulam: Jaya wants all 1,000 MW



With the first reactor at Koodankulam nuclear plant in Tirunelveli set to be commissioned soon, CM J. Jayalalithaa has renewed her demand for allotting the entire 1,000 MW power to TN and sought Prime Minister Manmohan Singh to respond to her demand.
“I am given to understand that nuclear fuel loading in the first unit of Koodankulam Nuclear Power Plant is to happen within the next few days. May I take this opportunity to remind you of my earlier request and expect a quick response? I am sure you will appreciate my state’s justified demand in this matter and convey a positive response soon,” Ms Jayalalithaa said in a letter to the PM on Sunday.
The letter, a copy of which was made available to the media, recalled her earlier letters, and said, “To my dismay, no response has so far been received from you.”

No rain nor shine



It is almost mid-day, and the sun is harsh. But that does not deter Kaliaperumal of Melamanganallur, who is waiting to be picked up for daily wage labour under the NREGA scheme. The village is in the Cauvery delta, also known as the rice belt. When the vehicle arrives, the farmer in his early sixties is not picked up. Since January, Kaliaperumal's five-acre farm has been lying barren. “No power, no rain, no water, no money and no food,” he says. His two sons have left the village to work at a construction site in Thanjavur. At a time when the region is facing a drought-like condition, the NREGA scheme is the only hope for Kaliaperumal. “Though they say 0135 per day, we get a paid 080 a day,” he says. “I can run my family if I get work for at least 10 days in a month.”
The intensity of the drought is evident in the fact that Pillayar Lake, Melamanganallur's only source of drinking water, has now become a volleyball court. “What else do we do? No water, no work,” says 13-year-old Kathir Ganesan, who doesn't go to school, as his father could not pay the fees this year.
The drought has played havoc with the livelihood of small farmers in the 12 districts of the Cauvery delta. The area of cultivation has reportedly shrunk from 11 lakh hectares in 2005 to seven lakh hectares in 2012. On the outskirts of Tiruchy, a few hundred kilometres from Thanjavur, the banana crop, which supports at least 80,000 farmers in Tamil Nadu, has been hit by the failure of the monsoon. In Tirunelveli, south of the Cauvery river basin, only 628 hectares of the 19,000 hectares were cultivated. In Cuddalore, the paddy fields have completely gone dry and coconut trees have failed to produce yield.
The water level in Bhavanisagar dam, the primary source of water for more than 2.34 lakh acres in Erode, Tirupur and Karur districts, has dropped to 30.16ft from 105ft. Public Works Department Minister K.V. Ramalingam and his colleague Thoppu Venkatachalam, on instructions from Chief Minister J. Jayalalithaa, performed special yagnas at Bhavanisagar dam for appeasing the rain god. “We strongly believe that the state will experience good rainfall,” says Ramalingam. Apparently, 050,000 was spent on the yagna.
The normal area of cropping in the delta is 3,40,000 acres, if the rainfall is normal and water flows from the Cauvery river. This includes all three seasonal paddy crops—Kuruvai, Samba and Thaladi—and pulses. But because of power cuts and lack of water, Kuruvai, the short-term paddy crop, was grown only in 42,000 hectares, far less than the usual 1,62,000 hectares. The Samba crop, which is usually sown in June, was not grown this year. “Kuruvai crop yield usually gives up to 01,000 crore in a year. Together, the production loss for Kuruvai and Samba will touch 02,000 crore this year,” says Arupathy Kalyanam, general secretary, federation of farmers association in Thanjavur, Nagapattinam and Thiruvarur districts. Drilling borewells is not a viable option, thanks to heavy power cuts.
According to a report by the Indian meteorological department, Tamil Nadu has seen a 57 per cent deficit in normal rainfall for the month of June. The state has received only 18.5mm of rainfall, while the normal range is 40-42mm.
At present, the authorities are releasing only bare minimum (1,200 cubic feet per second) from the Mettur dam, to meet requirements of drinking water and industry. The dam's storage was about 36.8 thousand million cubic feet (tmc ft) in the first week of August, with an inflow of 344 cusecs.
But, what is worrying farmers is that the PWD is contemplating opening the Mettur dam for irrigation only in September to help grow the Samba crop. “Usually by the end of September we would have raised Samba to a height of 3ft, so that it can withstand the flood during the northeast monsoon in November. But this year, we have no option, but to go for direct sowing,” says Kalyanam, a farmer. However, S. Ranganathan, general secretary of the Cauvery Delta Farmers' Welfare Association, is hopeful that the farmers will not be forced to go in for direct sowing of Samba. If there are heavy rains in the catchment of the Kabini, which is in Kerala, the Mettur dam will get substantial flow.
Ranganathan recalls the 1987 drought when the concept of direct sowing was experimented successfully by Y. Sul Karunai of Madappuram village near Thiruthuraipoondi taluk. He suggests that the crop variety—CR 1009 or Savitri—be used in the present situation. These seeds can be left in situ and will remain intact for 45 days even if the rains are delayed till then.
But even in direct sowing, says Kalyanam, weeding becomes very difficult and the yield is less, compared with the usual cropping pattern. He complains that the officials in the agriculture department do not do anything to help them now.
“The agriculture department office in Thiruvarur is always locked,” says Chandru, 42, who owns four acres in Melamanganallur. “They used to visit us to assist us in weed management and advise on fertiliser usage. It is ages since we have met them. We sowed urad dal last February, but rats destroyed the crop. We were not able to pay even the daily labour to clean up our lands.”
Many farmers are now realising that they can no longer depend on agriculture for their livelihood. Says Nedunchezhian, a farmer in Moovur village near Kattumannarkudi taluk: “We have lost the inclination for agriculture because we are not sure of getting back the money we invest in it. Instead of spending money and losing the crop, it is better to keep the land uncultivated.” His two sons are working as carpenters in Cuddalore.
The public works department has its set of woes. “There used to be 150 irrrigation inspectors in the delta region alone. But now 135 posts are vacant,” says a senior official in the PWD. Owing to the understaffing, the PWD could not deliver what the farmers needed.
Though farmers were happy when the AIADMK government announced the free cattle scheme, the lack of fodder is worrying them, says Rasathi of Vanchiyur village near Thiruvarur, who sold three of her 10 milch cows in June.

Revived season at Courtallam draws visitors in droves



Increase in water flow at all falls, after a dismal start
At a time when it was assumed that this year’s ‘Courtallam Season’ has let down tourists and traders dependent on them, a welcome turnaround at the ‘Spa of the South’ has infused fresh hope among revellers.

The mesmerizing season at Courtallam used to start in the first week of June every year, continue to enthral visitors for two more months and come to a close in the last week of August as the southwest monsoon recedes gradually. With the first monsoon of the calendar year mercilessly dashing everyone’s hope, the season at Courtallam also became a non-starter. Poor water flow at Five Falls and Main Falls and subsequent long queues in these two major waterfalls this year might have driven the visitors towards other destinations.

Against this backdrop, unexpected drizzle and increased flow of water in the falls have started drawing tourists from the southern districts towards Courtallam again. All waterfalls at Courtallam — Main Falls, Five Falls, Tiger Falls, and Old Courtallam Falls are getting copious flow with the huge crowd enjoying it round-the-clock. “The season has revived after a dismal start and poor tourist inflow. As the revival has come at a weekend and also on the day of Ramzan, we anticipate good crowd during these holidays,” said S. Senthurpandian, who has taken on lease two parks at Courtallam.

Oil companies turn heat on multiple LPG connections


Restrict supplies till customers surrender extra cylinders

With the State-owned oil marketing companies turning the heat on consumers with multiple domestic cooking gas connections, thousands of households in the city are discovering, much to their dismay, that refill cylinders cannot be booked unless they surrender the extra connections.

“Refill supplies to all such connections have been stopped,” an Indane official says.

This is the just one component of the exercise presumably aimed at equitable distribution of the 14.2 kg cylinders, each of which carry a subsidy of around Rs.340. Multiple connections under the ‘same name, same address’ category had been taken up now. If more than one connection, irrespective of whether it is a single or a double cylinder, exists in the name of an individual at the same address, none of them are eligible for refills.

If the connection they choose to retain is a single cylinder connection, the customers would get to upgrade it to a double bottle connection, the official explains.

Since the entire customer database is now online, the companies generated a list of such multiple connections and blocked them. Letters have been sent asking the customers to contact their distributors.

The Ministry of Petroleum and Natural Gas has launched the ‘one household, one LPG connection’ campaign, which says it is illegal for a household to hold more than one connection.

“The oil marketing companies (IOC, BPC and HPC) are identifying consumers/households addresses with multiple connections within and across companies. These will be blocked till all multiple connections are surrendered. The customers would have to approach the distributor with his/her latest proof of identity and proof of address documents and any other documents prescribed. They have to fill up the Know Your Customer (KYC) form and submit the same for reactivation of the blocked domestic connection if any,” according to the campaign.

The next phase pertains to the ‘different name, same address’ category. “We have started issuing letters in such cases, which include connections in the name of husband, wife or any other family member residing in the same address,” says a Bharat Gas official. This part of the exercise is bound to pose problems, distributors say, adding that many houses have several portions in which different families reside. As the address is the same in most of these connections, the customers are bound to be irritated when asked to approach the distributors and explain their position.

Agreeing that “there is some work to do and some struggle too,” the BPC official says the KYC details are similar to those sought by banks.

The companies are expected to shortly launch the next stage of the exercise to identify customers who hold connections of more than one company.

The Ministry has set September 15 as the deadline for the extra connections to be surrendered.

If any multiple connections are detected after that date, all connections would be liable for permanent disconnection and penal action under Essential Commodities Act, the campaign warns.
