I'll vote for Vienna.

IMO no german city has a 2nd tier skyline. Not even the listed Berlin. Other german cities like Essen, Düsseldorf, Köln, München or Berlin may have quite a good number of buildings, but they are all standing too far away from each other to form a skyline that can be compared to Wien's or Brüssel's or the british and dutch cities.

^ I would disagree. Essen and Düsseldorf can easily compare to Leeds, Valencia or Milan. They are definitely worse than Brussles, the Hague or Vienna though.

Brussels is cool. The high-rises are well integrated with the city. I was pleasantly surprised by Brussels skyline when I visited a year ago.
