Sore sight in the city

NATHAN Thursday September 30, 2010 ![]() Driving along Jalan Syed Putra towards Kuala Lumpur, one is bound to notice a huge abandoned building on the left side of the highway. The building, located next to the Tun Sambanthan monorail station and diagonally across the Kuen Cheng School on the opposite side of the highway, is in a dilapidated and rundown state. It is especially an eyesore for passengers on board the KL Monorail which tracks pass close to the building. A worker at a nearby area, who wanted to be known only as Rani, said the abandoned building had been in this condition even when she started working in the area four years ago. “It’s such an ugly sight. It is an embarrassment as it can be seen by tourists riding the monorail and foreign students who study at the college nearby,” she said. Rani said the building should be demolished. During a check at the building site recently, the StarMetro team noted that the concrete building has been built up to five storeys before construction stopped. The entrance to the site has been partially blocked but people are still able to make their way inside on foot. Nails not only jut out from the ceilings but are also scattered on the ground. The concrete staircases linking one level to the next have been covered with green nettings but some are without hand rails to hold on to. There are hand rails on some of the staircases but these are rusty. On the ground floor, pieces of old furniture like sofas and chairs as well as planks are strewn about. Some areas are also partially flooded with water and have become an oasis for moss and algae which birds feed on, Uncovered holes inside the construction site have also become a convenient dumping ground, while some have filled up with stagnant, filthy water. Most of the glass windows and doors, however, have remained intact, although there are some missing panels here and there. Two notebooks on a table at the site indicate the presence of at least one security guard there. One of the notebooks contain notes of the guard’s daily rounds and checks at the site. ![]() Falling apart: The dilapidated structures inside the abandoned site include the staircase and flooring. Both the books have Prasarana written on them while the site has been listed as an empty monorail building. Next to this concrete building is another incomplete structure of lower height, which is not connected to the main building. Based on Kuala Lumpur City Hall’s (DBKL) records, approval for the development was given in 2002 and the land owner then was the Federal Land Commissioner. Construction stopped halfway although it was not known when. When contacted, Syarikat Prasarana Negara Berhad (Prasarana) group communication general manager Ebi Azly Abdullah replied via an email that the abandoned building site was inherited from the previous private concession company in early 2008 when Prasarana took over the KL Monorail system. “It was planned as a mixed commercial development encompassing retail and office space, a cultural village and landscaped areas with an amphitheatre,” he said. No reason was stated on why the construction had halted and site left abandoned. When asked what the plans are, if any, by Prasarana for the site now, he said the company planned to expand the depot site to accommodate its fleet expansion programme. “We are now negotiating with the train manufacturer to expand the current two-car train sets to four-car trains, so as to double the operational capacity and provide greater comfort and reliability to commuters.” On the maintenance of the site, he said Prasarana has security guards to prevent trespassing, carries out regular grass cutting, fogging and use of chemicals at potential mosquito larvae sites.

Prasarana earmarks second property development project
PETALING JAYA: Syarikat Prasarana Negara Bhd’s second property development project will be located on a two-acre site near the monorail station at Jalan Tun Sambanthan in Brickfields. Group managing director Datuk Shahril Mokhtar said although there was an abandoned building on the land in question, Prasarana planned to carry out a mixed development project. “Although the area is not that big, it is worth developing as it is sitting on prime land. The tender will be out next month,” he told reporters after a site visit of the light rail transit (LRT) extension project by Land Public Transport Commission chairman Tan Sri Syed Hamid Albar yesterday. Going forward, Prasarana has identified a few locations for possible property projects along its Ampang and Kelana Jaya lines. “We are also identifying a few locations along the extension of both the LRTs for property development and we will make due announcement when everything is finalised.” By the railway: Prasarana’s second property project will be located on two-acre near the monorail station in Brickfield. Prasarana’s first property development along its rail line was on the site of the Dang Wangi LRT station which has a gross development value of about RM220mil. A joint-venture between Crest Builder Holdings Bhd’s unit Crest Builder International Sdn Bhd and Detik Utuh Sdn Bhd has won the bid to develop the 2.72-acre area into a mixed commercial development comprising a retail mall, premium serviced residential suites, a hotel and offices above the underground LRT station. On the LRT extension projects, Shahril said the contract to build the Putra Heights depot would be awarded this week. “The remaining three contracts comprised of the system for Ampang Line, the card access system for Kelana Jaya Line into Ampang Line and the development of station 10 and 11 for the Ampang Line will be awarded in a month or two. “The total contract value for the remaining four contracts is about RM1bil,” he said. Prasarana has awarded contracts worth RM4.5bil for the extension project to-date. On its rolling stock for the two LRT lines, Shahril said for the purchase of 14 sets of new four-car train, refurbishment and the coupling of the current two-car set into a four car set would cost no less than RM500mil. “For Ampang Line, we have awarded a contract to a Chinese company to build 20 sets of six-car train. We are in final negotiations stage,” he said. Prasarana is a wholly-owned Government company established by the Finance Ministry, to facilitate, undertake and expedite public infrastructure projects. — By Sharidan M. Ali |
