The complex has three different towers: Tower A (230 m with the spire), Tower B (110 m) and Tower C (75 m), disposed in a circle and standing on a 'podium' 6 m over the ground level which will contain a shopping center and will form a pedestrian square with a diameter of 100 m between the towers

About the concrete: you don't see it once you complete the cladding

When did the Duomo of Florence was the highest building in Italy? It never was.

The highest building in Italy until 2009 was the Telecom Tower in Naples by 129 m, then passed from the House of Lombardy, in Milan, 168 m high.

P.S There aren't 215 m, but 230 meters!

the tallest "building" is still the Mole Antonelliana from Turin, built in 19th century and back than for a few years the tallest structure on earth

Italy was one of the pioneer countries in building highrise buildings in Europe.
Then it was sleeping for many years with some exceptions (Naples, for example). Nowadays Italy is one of the countries that is building more in Europe, Milan's skyline is changing so fast!
Btw the height of this tower should be more than 230m.
