JSC "Georgian Railway" makes an announcement
September 16, 2013

The JSC Georgian Railway carries out the construction project of the Tbilisi Bypass Railway, project and construction works of which is carried out by Joint Venture (JV) of JSC group of 23 bureau of the Chinese Railway and JSC”Khidmsheni”, according to the established form and rules of the yellow book (FIDIC YELLOW BOOK) of the international federation of engineers-consultants on the basis of the #GR-003 Agreement made on June 14 2010. On the basis of the Agreement with JSC Georgian Railway, made on June 1, 2010, in compliance with the rules of FIDIC YELLOW BOOK, supervision over works provided by the Agreement #GR-003 is carried out by ILF Beratende Ingenieure ZT Gmbh (Leader) consortium with GRE-Gauf Rail Engineering Gmbh &Co. KG

As it has been repeatedly declared, according to the Agreement, the contractor was obliged to complete construction works till July 8, 2013. The condition was violated. As for the information spread about the possibility of finishing the project till the end of the year, is not true in view of the fact that in 2012 project supervisor engineer-consultants already predicted the delay of 6 months, that increased till 18 months by the end of the year 2012.

According to requirements of construction norms and rules operating in Georgia, before the project the feasibility study has to be made. As technical and economic research wasn't carried out, before beginning the construction of Tbilisi Bypass Railway project, the JSC "Georgian Railway" made the decision to get this sort of research from MC Mobility Consultants GmbH which was the first attempt to carry out technical and economic studying of the project.

As a result of researches prepared the MC Mobility Consultants GmbH company defined the following negative factors:

· Railway capacity decreases by 24%

· Total operational and maintenance expenses increase by 57%

· The total expense within the next 11 years from 126 million dollars will increase to 197 million dollars;

· Total length of tracks is increasing to 48 km and also 22 km of access track to the remained internal stations (Station Didube, Tbilisi-junction) will be added.

· Daily movement of the cargo train will increase by 50%

· The increase of Locomotive Park by 26% is required

Except above-mentioned, as a result of research the following was defined:

1. Annual operational charges and expenses on maintenance for the Tbilisi Bypass Railway will increase to 12.2 million dollars (+51% in comparison with existing);

2. Operational costs of the train will increase by 35%

3. Operational costs of infrastructure will increase by 31%

4. Expenses on maintenance of infrastructure will increase by 73%

Except above-mentioned, according to the conclusion prepared by MC Mobility, finishing the project will require additional investments, considering existing leading rock in the project, existing locomotive park and established norm weight, it is necessary to carry out additional investments at station Mtskheta; in particular, number of receiver-sender tracks in order to implement corresponding maneuvers. According to the existing agreement between JSC "Georgian Railway” and Tbilisi City Hall, after finishing the Tbilisi Bypass Railway project, 10 ha out of 84 ha of freed up land was provided to be transferred to the possession of City Hall.

JSC "Georgian Railway” , at the final stage of construction of the Tbilisi Bypass Railway ordered to auditor company Ernst and Young – to determine the market price of the territories released as a result of the project, which made only 30 million US dollars that is 12 times less than the investment cost of construction of the project.

We explain that within the existing budget 213 million US dollars are already spent, about 40 million US dollars make the cost of the acquired construction materials, which can be used for realization of different projects. For finishing the project, (except expected necessary additional investments) 137 million US dollars remained. Proceeding from the above-mentioned, we would like to explain that information about the project being implemented by 80% isn't true.

There are several ecologically sensitive places, on Tbilisi Bypass Railway, namely:

1. Kvirikoba Gorge and Kvirike Station;

2. Gldani Lake

3. Khevdzmari gorge

4. Avchala settlement

5. Avchala Depot

We consider that for the perfect work of trains on the mentioned site additional researches on environmental risks are required, revealed as a result of construction in order to minimize them in the future.

We would like to note that information about suspending the implementation of the project is not true. The contractor had full opportunity to carry out the assigned obligations till July 8, 2013.

At present, researches concerning improvement of technical parameters of the project are carried out, the basis of which final decision about Tbilisi Bypass Railway project will be made by the government of Georgia.

Also information was spread about financing the project of Tbilisi Bypass Railway by the EBRD. JSC "Georgian Railway” declares that the project is completely funded by credits , attracted by JSC “Georgian Railway” and no international financial institutions are involved.

Our target for 2023 is to renew and modernize 25,000 kilometers of railways, out of which 12,000 kilometers will be ultra-speed and high-speed railways. Ten percent of this current system will serve passenger trains, 15 percent will serve FREIGHT trains and all trains will be constructed by Turkish companies," Elvan said. He further added that their goal is to extend the ultra and high-speed railway on the Silk Road route to Edirne in the west and Kars in the east. He further touched on the significance of the Avrasya tunnel, which is the sister project of Marmaray and will pass under the Bosporus and Istanbul's third Airport, which is designed to be one of the most prominent airports in the world, Çandarlı Port in North Aegean and the third Bosporus bridge. "When all these projects are completed, not only Turkey, but Central Asia and the Caucasus's access to Europe will become much easier."

Elvan announced their targets for the transportation industry after the BTK project is completed. He said that currently 83 percent of the project, which involves construction of a 79-kilometer railway with a budget of $700 million, has been completed and that they are planning to finish the part located in Turkey by the end of the year. "This will be an important line for the modern Silk Road. Connecting Central Asia to Turkey over the Caspian Sea and from here to Europe through the Marmaray project will ensure that there is easier, safer and quicker transportation between Central Asia and Europe. The transportation infrastructure of the countries in the region will also be linked together. Central Asian countries will have fast transportation links between themselves with the implementation of this project. The Baku-Tbilisi-Kars project, which is an important and supplementary part of the East-West transportation corridor, will unite Azerbaijan, Georgia and Turkey and also will ensure that the Aktau Port in Kazakhstan and Türkmenbaşı Port in Turkmenistan gain more strategic value in the corridor. China will be connected to Europe over the Caspian Sea region, Central Asia and Turkey. Isnt it cheaper to just ship most of the goods, then to put it on rail, at least China-Europa

It depends. Suez Canal have limited capacity, and approach to it lies near Somali Also, trains are faster, even if it's more expensive.

At Baku Container Terminal the goods will be shipped over the caspian see to Turkmenbasi in Turkmenistan. So it will boost the trade between Europe,Turkey,Central Asia and China
