Think of ports, think of Tamil Nadu. That's how one Government official commented on how the State wants to pitch the State as the ‘maritime' capital of the country at potential investors.

Wrong. Looks like the reporter did not even do basic researching before writing the article.

Per official statistics, Ennore, Chennai and Tuticorin together accounted for 98.19 mmt of cargo in the financial year 2010-11 - a mere ~18mmt more than our friend claims! His claim of 20% All India doesn't stand up to scrutiny with 80mmt because the all India traffic for the same period was 569.9mmt (at Major Ports alone, I am not even counting large non-major ports such as Mundra, K'Patnam, Gangavaram, Karaikal etc).

No matter what spin the reporter puts on the figures, the fact remains that TN simply hasn't done enough for development of ports in the state. Other than Kattupally, there is no real private port development along the state's coastline (I am excluding Karaikal here, TN Govt gets no credit for that). In fact, there is still no multi-user, multi-commodity port in the state from the private sector (L&T Kattupally is primarily a Shipbuilding/Ship Repair yard with container handling facilities - certainly important but nothing like what a Chennai/Ennore/Tuticorin offers to the wider trade and industry).

For the sake of comparisons (for the lack of any other option to illustrate the squandered opportunity) look at Gujarat or AP. Both states handled more cargo than TN in FY11, with Gujarat clocking a whopping 312mmt!! Interesting thing with both these states is the contribution from Non-major ports - Gujarat in particular had over ~230mmt of traffic at its non-major ports.

The above truly are points to ponder. It is a complete mystery to me as to why the state govt keeps handing out license for captive ports along the coastline like Santa Claus - not one of them has seen any real development on the ground (for various reasons of course).

“The revenue from the port accounts for about 40 per cent of the division's freight earnings,” said P.V.Vaidialingam, Divisional Railway Manager, Tiruchi.

The port has till date contributed over Rs.230 crore approximately to the railway coffers according to P.Jeyachandran, Head-Railways, MARG Karaikal Port.

Until the port began its operations, the primary avenues of freight revenue for the railway included paddy from the Delta belt, cement and gypsum from the factories in Ariyalur, lignite transport to Neyveli.

During 2009-10, Tiruchi Division earned Rs.391 crore, with the port giving business of Rs.3.37 crore for the last three months.

The earning jumped to Rs.531 crore in 2010-11, with a big a chunk of revenue worth Rs.125.44 crore coming in from the port. For 2011-2012, revenue of Rs.581 crore is expected to be raked in by the division in which Rs.184.38 crore will be from the port. Up to November, Rs.104.38 crore has been received from the port.

Earlier this year, Tiruchi's Golden Rock Diesel Loco Shed was allotted modern 4000 horse power-EMD locomotives to haul the increasing goods traffic from the port.

Currently, freight traffic to the North goes via Tiruvarur – Tiruchi – Karur – Erode – Salem.

This can be diverted through Peralam, Cuddalore, Vridhachalam, Salem, which will ease traffic on the busy Tiruvarur – Thanjavur –Tiruchi section, said Captain Prasad Rebela, Senior Vice President, Operations, MARG Karaikal Port.

An official of the port also felt that the freight operations were being hampered due to passenger train movement. The introduction of the Peralam line will facilitate more freight movement. Around five trains a day can function in the current line, but through Peralam, around 15 freight trains can be operated, felt the official. Recently, passengers of a Tiruvarur-Thanjavur passenger train staged a rail-roko after they were put in the loop line to allow multiple goods trains to pass.

The railway will look to restoring the 25 kilometre-line with the port also willing bear investment costs. “A public-private partnership model might be worked out,” said Mr.Vaidialingam. The line, if materialised, will be a shorter route to Nagapattinam from Chennai when compared to the current route via Tiruvarur.

Kattupalli port to be commissioned by January

Coming up adjacent to Ennore port with initial investment of over Rs 2,000 cr

The Kattupalli port will be commissioned by January, three months ahead of schedule, according to Mr G. Gandhirajan, Chief Operating Officer of the port, which is being developed by L&T Ports.

The port is coming up adjacent to the Ennore port with an initial investment of over Rs 2,000 crore, he said at a seminar on development of ports in Tamil Nadu, organised by the Madras Chamber of Commerce and Industry.

While the commitment to the public and investors was to commission the first phase, which would be mainly container operations, in April, the internal target is to start by January, he said.

SHIP BUILDING

Larsen & Tourbro Ltd along with Tamil Nadu Industrial Development Corporation formed a joint venture company, L&T Shipbuilding Ltd, to develop a ship building yard-cum-minor port complex at Kattupalli.

This was to enable the domestic ship building industry to build ‘flotilla' for the Navy and the Coast Guard.

Since a stand-alone shipyard cannot sustain a large-scale investment for a breakwater supported harbour, the State Government has also permitted the company to handle other commercial cargo in line with the Minor Port Development Policy.

PORT FACILITIES

The port facilities comprise 1.5-km long northern breakwater, 3-km long southern breakwater, 5-km long navigational channel to a depth of 15 metre and other harbour-related infrastructure.

The company will handle containers, which will be operated by the Manila-based International Container Terminal Service, and also build offshore platforms, besides meeting the requirement of the Defence, he said.

In April 2011, International Container and L&T signed a container port operation agreement to manage operate the Kattupalli International Container Terminal.

12.06 pc growth in cargo handling at Chidambaranar Port

The V O Chidambaranar Port, one of the 10 major ports in the country, has registered a 12.06 per cent growth in cargo handling so far in the 2011-12 fiscal.

The port has handled 20.02 million tonnes of cargo till date in the 2011-12 fiscal, compared to 17.78 million tonnes in the corresponding period of the previous year. It crossed the 20 MT-mark almost a month ahead of last year''s performance, a press release from port Chairman A Subaiah said.

He said exports have picked up considerably, as a result of which handling of larger volumes of dry cargo like MOP, liquid cargo like caustic soda lye, sulphuric acid, foodgrains like maize and general cargo like granite stone, sugar and raw sugar, machinery construction material and containerised cargo has gone up.

Improved performance was also registered in imports and handling of cargo like naphtha, LPG, diesel, VCM, liquid ammonia, fertilisers like urea, DAP and other finished fertilisers and fertiliser raw materials like rock phosphate.

A noticeable increase was seen in imported volumes of thermal coal for thermal power stations, he said.

Subbaiah said general cargo traffic has also picked up in cargoes like cashew nut, copper concentrate, machinery, gypsum, iron and steel materials, limestone, pulses and containerised cargoes.

The lighterage of cargo like industrial coal, peas and gypsum through anchorage has also picked up, he said.

Subbiah expressed hope that the port would meet the Shipping Ministry's target of 26 million tonnes of cargo throughput this fiscal.

Tuticorin container traffic grew 5%

The container traffic handling of the 10th major port in India, V O Chidambaranar Port at Tuticorin, has posted a growth of 5.07 per cent as against the container traffic handled during the corresponding period of previous fiscal.

In the current fiscal, the Port has handled container traffic of 350,580 TEUs, till date, compared to the 333,677 TEUs handled during last financial year, according to an announcement by A Subbiah, chairman, V O Chidambaranar Port Trust.

“The Port has crossed the 350,000 TEUs mark 13 days ahead of the last year’s performance,” said the announcement.

The chairman expressed hope that the Port shall meet the target of 468,000 TEUs set by the ministry as per the growth trend, for the present fiscal.

The Request For Proposal (RFP) documents of the intending bidders would be opened on receipt of government’s clearance, it added.

Containers are being sent to Colombo on a large-scale and a separate handling facility has been set up for goods sent from the Karaikal Port, which saves time and money, he added.

Mr Reddy further added that the Koodal Nagar inland container deport would become the nodal point for five districts, including Madurai, Dindigul, Karur, Theni and Namakkal.

With the Madurai Airport set to soon operate international flights, CONCOR will also set up an air-cargo complex here, he said. CONCOR has handled 2.06 lakh TEUs (twenty-foot equivalent units) of cargo in the current fiscal up to November, compared to 1.65 lakh TEUs in 2010-11, Mr Reddy said.

CONCOR, rated as the No. 1 logistics company in the country, is driven by volumes, not profit, he added.

Karaikal Port set to rope in PE player for expansion

Karaikal Port Private Limited, a subsidiary of Chennai-headquartered Marg Limited, is close to roping in third major private equity player. According to investment bankers close to Marg, Jacob Ballas Capital, a major private equity fund, which is investing from its third fund of $440 million, is understood to be one of the funds which is looking closely at the project. Marg Karaikal Port has so far raised around Rs 350 crore from IDFC Project Equity and Ascent Capital.

MARG Karaikal Port is a deep water, all weather port on the South East coast of India. Marg has been raising investments for Phase 2A expansion of its project, which will enhance the port’s capacity from the already planned expansion of 21 MMTPA to 28 MMTPA and involves an additional capital expenditure of Rs 600 crores.

Bankers indicate that Jacob Ballas Capital is likely to be looking at a secondary deal and will pick up a part of the stake owned by IDFC Private Equity. India Infrastructure Fund managed by IDFC Project Equity had during March 2010 invested Rs 150 crore in the expansion of this project. Subsequent to that, Ascent Capital has committed an additional Rs 200 crore during late 2011. Both Marg and Jacob Ballas officials did not respond to queries during a week’s time.

Investment bankers said that the proposed secondary round of funding may be in premium to what Ascent Capital invested during September 2011, during which the company was valued at Rs 1,330 crore on a pre-money basis.

According to the agreement with Ascent Capital, it would invest Rs 200 crores into KPPL by way of secondary purchase of promoter equity shares amounting to Rs 150 crores and by way of primary infusion of capital amounting to Rs 50 crore by subscribing to Compulsorily Convertible Preference Shares.

Awarded under BOT basis by the Government of Puducherry in 2006, MARG Karaikal Port when fully developed is envisaged to have a total of 9 berths capable of handling upto 47 MMTPA. The port is to be developed over 3 phases with the final phase getting operational by 2016. MARG Karaikal Port has capabilities in handling different types of cargo like coal, fertilizer, cement, raw sugar, project cargo, gypsum, containers, steel pipes, scarp, bagged sugar, construction material among others.

While this port is one of the major project for MARG Limited, it has presence spanning across the infrastructure value chain - urban and industrial infrastructure, urban residential clusters, marine infrastructure & services, malls and EPC division. The group is on an expansion mode in various sectors such as airport projects in Bellary & Bijapur and multi-level car park projects, fishing harbor at Mahe among others.

Holding that "severe power shortage," in the state was affecting industrial and economic growth, Tamil Nadu Government today appealed to the Centre to set up a gas grid connecting major cities of the state by developing Colachel Port in Kanyakumari District as an energy port. In his address at the pre-budget meeting chaired by Union Finance Minister Pranab Mukherjee in New Delhi, state Finance Minister O Panneerselvam said while the ultra megapower projects "promised under Central sector," were not forthcoming, severe shortage of coal in thermal power units was affecting power generation. "As a solution to this problem, I appeal to Government of India to establish a gas grid connecting major cities of the State by developing Colachel Port as an energy Port with facility for LNG import," he said in his speech, text of which was released to media here. He also said the Colachel should be linked with various cities of Tamil Nadu besides creating a grid with the proposed gas pipeline from Kochi to Bangalore via Salem and Chennai. The power shortage had hampered the industrial and economic growth, he said adding it was therefore necessary to look for alternatives. On the Central health insurance scheme, Rashtriya Swasthya Bhima Yojana (RSBY), Panneerselvam said the recently launched Comprehensive Public Health Insurance Scheme of the state government had a better coverage. "Running two different schemes by the State and Centre for the same purpose does not augur well, as it will only duplicate the efforts and drain the resources. "Therefore, I urge the Government of India to allow the State Government to dovetail the funding of RSBY with the State Public Health Insurance Programme, provided the State scheme’s coverage is better than the RSBY," he said. He charged the Congress-led UPA with showing no willingness to finance the state government's proposal to interlink rivers in Tamil nadu and demanded that the government extend assistance to the same.

Jaya allocates Rs 380 cr for upgradation of Nagapattinam port

The port would be developed on Public-Private-Partnership (PPP) mode and will have facilities for direct berthing and in its 25th year of operations, it can handle 60 lakh tonnes of cargo annually, paving the way for a revenue-generation of Rs 120 crore, it said.

Jayalalithaa made the allocation acknowledging the fact that ports play a vital part in a state's economic and industrial growth, the release said adding the development of the port will ensure employment in nearby areas besides benefiting industrial units located in the region.
