Looks bloody horrible and i have noticed a couple of panels are missing under some of the windows on the upper levels.

It seems construction is halted at 90% with around 50% of the units sold. It's very difficult for me o explain in english, but a court will decide what happens with the building, I guess construction will resume soon, but we still don't know who will pay for that. The original developer has a 140 million euros debt and now the building is property of a national agency created for the construction crisis (sareb: http://en.wikipedia.org/wiki/SAREB)

It's not pretty, but I don't think it is out of place for Benidorm, I'm only hoping that construction in Spain will pick up again a little soon.

Agreed. It's ugly, but not ugly enough for a city like Benidorm.

Would be much better with classic mirror glass cladding brown colour e.g.

It's not that bad now that cladding is mostly complete. I still think they should put LED artwork on the sides.
