وأكد رشيد أن خطة تطوير منظومة المعارض تصل تكلفتها الإجمالية إلي‏300‏ مليون دولار‏,‏ وتستغرق‏3‏ سنوات‏,‏ ولن تحمل ميزانية الدولة أي أعباء مالية‏,‏ وأوضح أن إنشاء هذه المدينة بالقاهرة سيضع مصر في مكانها المناسب علي خريطة المعارض وسياحة المؤتمرات خلال السنوات المقبلة‏,‏ وسوف يسهم في توفير فرص عمل جديدة للشباب‏,‏ وتنشيط الصادرات وزيادة الدخل القومي‏.‏

أعلن المهندس شريف سالم رئيس هيئة المعارض عن البدء في إنشاء مدينة المعارض الجديدة «اكسبوسيتي» أول العام المقبل مشيرًا إلي تعاقد الهيئة مع إحدي الشركات الصينية الحكومية لتنفيذ المشروع بتكلفة استثمارية 600 مليون دولار أي ما يعادل 3.3 مليار جنيه وقال سالم في تصريح خاص لـ«روزاليوسف» إن المشروع يتضمن بناء 9 صالات عرض وفندق خمس نجوم وقاعة اجتماعات بالإضافة إلي إنشاء كبري معلق لربط مركز المؤتمرات بهيئة المعارض.
وأضاف أن المساحة الإجمالية للمشروع تقع علي 140 ألف متر مربع وبين سالم أن الشركة الصينية ستقوم بتنفيذ التصميم الخاص بالمشروع علي أرض الواقع والذي صممته شركة «زها حديد» العراقية الإنجليزية موضحاً أن شركة وادي النيل بدأت في هدم الصالات القديمة منذ شهر وسوف تنتهي في ديسمبر المقبل.
وقال سالم إن المشروع الجديد يستهدف إقامة صناعة معارض حقيقية تمكن الدولة من جلب موارد ضخمة للخزانة العامة لافتًا إلي أن دولة مثل ألمانيا يصل حجم الإيرادات السنوية لها من صناعة المعارض نحو 40 مليار دولار
وأضاف أن المشروع يستهدف أيضًا إنشاء مدينة عالمية للمعارض علي أرض مصر بشكل يليق بها وبمكانتها فضلاً عن المساهمة في الترويج لمنتجات الصناعة المحلية من خلال تلك المدينة وقال رئيس هيئة المعارض إنه تم التغلب علي جميع المشاكل المرورية العالقة من خلال المحاور وإنشاء «باركنج» ضخم في المدينة لاستيعاب أكبر عدد ممكن من السيارات فضلاً عن وصول المترو إلي هناك.

Medical figures protest planned relocation of Abbasiya's psych hospital

Dozens of doctors, nurses and hospital workers staged a demonstration on Sunday in front of Cairo's renowned Abbasiya Psychiatric Hospital to protest the hospital's scheduled relocation to Badr City, some 50km outside the capital.

The government has reportedly decided to establish Cairo Expo City, a planned exhibition and convention center, in the area in which the hospital currently stands.

The group of protesters, which included several representatives of prominent medical associations, carried banners reading: “No to sale, no to transfer, no to demolition.”

"This medical and educational building treats some 80,000 patients annually," said Dr. Abdel Moneim Abu al-Fatouh, head of the Arab Doctors Union, in reference to the hospital. "Why does the government insist on seizing the land on which it is situated?”

In 2004, former health minister Aly Abdel Fattah led opposition to a proposal to replace the hospital with a Carrefour hypermarket.

“The government acts only in its own interest while turning a blind eye to deteriorating public health conditions,” Mohamed Said, a nurse at the Abbasiya hospital, told Al-Masry Al-Youm, as his colleagues chanted, “We won't surrender, we won't sell, we won't give up the hospital.”

Mohamed Shata, the 80-year-old father of one hospital patient, described the institution's planned relocation as “inhumane.”

“If the plan is carried out, I won’t be able to visit my son as frequently I used to,” said Shata, who has visited his son regularly at the Abbasiya hospital over the past three decades. “The long distance will sever our close relationship, which will likely have a negative impact on his recovery.”

According to the Cairo-based Egyptian Center for Development and Human Rights, the planned relocation will place a heavy burden on the roughly 1,500 psychiatrists, nurses, social workers and administrators that currently work at the hospital. It also promises to impose extra financial and psychological burdens on the families of patients, the center noted, given Badr City's relatively remote location.

“The government has made significant headway in recent years in developing psychiatric treatment in Egypt," the center noted in a statement. "Why does it now want to undo these efforts by demolishing the hospital?”

In 2002, First Lady Suzanne Mubarak inaugurated two new buildings on hospital grounds devoted to psychiatric treatment, which reportedly cost a total of LE37 million. An LE8-million forensics unit and a National Council of Psychiatric Medicine were also established on the hospital's premises.

“If the regime doesn’t overturn this decision to relocate, the General-Secretariat of the Arab Doctors Union--along with other concerned medical associations--will file a lawsuit against it for human rights violations,” said Abu al-Fatouh.

The Abbasiya Psychiatric Hospital represents the largest psychiatric hospital in the Middle East region. Its historical significance dates back to 1883, when it was founded to cater to patients in both the Cairo and Giza governorates.

Doctors protest plan to demolish Mideast's largest psychiatric hospital

A proposal to replace Abbasiya Psychiatric Hospital, the largest in the Middle East, with a new exhibition and convention center has provoked widespread controversy.

It is alleged that the government plans to knock down the hospital and transfer it to Badr City, 50km away from Cairo.

The proposed design for Cairo Expo City, which would include a shopping mall, hotel and office blocks, is by Zaha Hadid architects, a London-based company run by an Iraqi architect.

Egypt has 17 public psychiatric hospitals nationwide. In the Greater Cairo area there are two, one specializing in addiction treatment only. Abbasiya is therefore considered the sole hospital for both Cairo and Giza, and it treats 80,000 patients annually.

“Bids have already been secretly made to implement the project,” said Mona Mina, an activist from the Doctors Without Rights movement. “This obviously proves that the project is not merely an idea, but that the government has already started the first step to turn it into reality.”

However Minister of Health Hatem al-Gabaly has denied categorically, on television and in newspapers, the government’s intention to carry out the project.

According to Ahmed Hussein, a psychiatrist at Abbasiya Hospital, the government has turned a blind eye to the catastrophic consequences that would follow the hospital's demolition.

The hospital’s great historical significance began 113 years ago when it was converted from a royal palace to a hospital.

It currently plays a crucial role in psychiatric education in Egypt, as it includes nursing schools, a training center for social work and Egyptian and Arab fellowship training programs.

The most negative impact of the demolition, however, would be on the patients’ psychological states.

In the past, the dominant medical practice was to seclude psychiatric patients. However, modern psychiatric medicine proved that patients’ negative attitudes can be exacerbated by forced seclusion.

“The isolation of a patient from community hampers his recovery,” said Hussein.

He explained that family visits are an indispensable part of psychiatric patients' treatment, positively affecting their health. “The long distance will widen the gap between both sides because the number of family visits will definitely decrease.”

“The government has organized a plan for the gradual closure of the hospital by getting rid of patients,” he added.

In 2004, former Minister of Health Aly Abdel Fattah stood against an investment project proposal to replace the hospital with a Carrefour hypermarket.

In the three years since 2007, according to Hussein, the hospital’s number of beds has been halved to 2000. The administration refuses to accept new cases.

Last year, it was reported that the hospital released a large number of patients who were not fully recovered.

Mina agreed with Hussein, citing Health Ministry spokesperson Abdel Rahman Shahin’s statement on television that right now is not the time for implementing Cairo Expo City, which contradicted al-Gabaly’s “categorical” denial. Mina points out that this ambiguous statement puts the hospital's situation in doubt.

Moustafa Fahmy, secretary general of the Egyptian Psychiatric Association treasury, whose association strongly condemned the demolition of Abbasiya Hospital, said that “bringing the hospital down would be considered a violation of the World Health Organization stipulation that psychiatric hospitals must not be situated more than 20km from the city center."

He added that Abassiya Hospital was built in 1883, and if the Minister of Health decides to put the plan into action, the Doctors Syndicate will file lawsuits against the ministry.

“In the meantime, we seek peaceful methods in an effort to persuade the government to overturn its decision,” Fahmy said.

Last week, a statement by some of the hospital’s doctors entitled “Together against the demolition of Abbasiya Hospital” condemned the government’s alleged resolution to move the hospital and demolish the building.

The statement is to be submitted to President Hosni Mubarak and Prime Minister Ahmed Nazif soon.

The Doctors Syndicate along with the hospital’s doctors and various medical associations will stage a protest on Sunday in front of Abbasiya Psychiatric Hospital against the alleged demolition plan.
