The reason for the lack of BRT may be that there's no need for it. Most large cities that are automatically feasible for BRT never got rid of their tram systems, and those are being updated to LRT. Slowly but surely.

Maybe, but it's a big maybe, there would be the need in smaller cities, but I am not aware of any professional works in that matter. Falubaz comes from one such place, and there may be talk of organizing BRT there, but personally I see no grounds for it. Those cities have reasonable bus networks as for Europe, "superb bus network" as far as North American criteria are concerned. Travel times and frequencies are reasonable.

Not "only", but the opposite. There are modern countries in Europe which have 0 trolleybuses and few metro lines.

Again, the quality of public transport is quite good, especially considering the average income in Poland.

Let's see other cities

Gdynia:

Man Lion's City

Mercedes Citaro

Mercedes Connecto (sorry, I've found only pic from behind )

Volvo

Man

Neoplan

And another Neoplan, this time smaller bus. Not sure, if it's still operational, haven't seen this cute little cube for some time.

Oldest buses i think are Mercedes 0405:

And trolleybuses of Gdynia. Since quite some time city backs up clean and silent means of public transportation. Gdynia has 11 trolleybus lines, quite nice for 250k inhabitants city. We are planning new lines as well.

Trolleybuses are mostly new Solaris Trollino, but there are also PKT/Mercedes (rebuilt from Mercedes buses), and older by Jelcz (systematically withdrawn)

...happens from time to time

This one has always been my favourite, only one of that type

PKT/Mercedes

They have gone bankrupt. There are some remains but they do not manufacture buses anymore, only some specialized equipment like military trucks.

Some news from Silesia:

On 1st Sep 2009 tram lines "1" and "4" was cancelled on the area of Gliwice. According to the newest agreement between Gliwice City Hall and Silesian Tramways (company which owns all trams in Silesia), trams will not come back to Gliwice in 14 years ()

On 8th Apr 2010 the newest railway company called "Koleje Śląskie" (Silesian Railways) was established. The only shareholder will be the Voivodeship self-government.

SKM (Rapid Railway) in Tricity, Poland:

It's the most important mean of public transportation in this metropolis.

Trains are obsolete EN57, EN71, EW58, some of them are modernized, but not much (situation improves slowly)

Before...

And after...

Inside...

Before

(train is not skm, but same type)

And after...

There are a few variants of 'new' interior
