According to what I found on youtube:

Very interesting lyrics indeed. If the provincial authorities could devise and implement a responsible urban sanitation program, this song could be integrated in a long-running awareness campaign whose aim would be to involve the population durably in the cleaning up the city. Alas, the current City Council is far from understanding its task…

Yeah. The fact that it was censored just stresses the point that there is no will to changing the situation. Altough it was quite long ago, the situation didn't really change.
