That's old Delhi my friend. It has just about as much history behind it as the Jama Masjid. The Delhi government needs to shine some light on this entire area and uplift the entire area to keep it from crumbling.

That custom of giving credit to kings etc. stems from traditional European despotism.

Eh? It was his decision to have it built. Who else should I credit?
