People would go to Scarborough if there was more to do and it wasn't so hard to get to. Plenty of decent shops, cafes and activities would get people there.. but we all know this isn't going to happen any time soon.

The beach itself is a drawcard and they often have events at the ampitheatre which draws decent crowds.

I honestly don't think it needs a lot to make it better.

Wonder how much those apartments are going for.

Exactly. One thing Scarborough has is plenty of affordable properties.

For some reason Scarborough just seems to be a magnet for anti-social behaviour.

I was there on Saturday night for the first time in five years and it's exactly the same as it was before the Lookout got shut down; 16 year olds brawling under the clocktower, bogans cruising around the carpark in their modified cars for no apparent reason, a 50m line outside the bottle shop and heaps of drunks loitering about.

It's no wonder people aren't will to pay the asking price for a luxury apartment there.

It's a dump. There's nothing else to attract the general population so it naturally becomes a magnet for inbreds.

Cockburn poised to transform wasteland
Marissa Lague, The West Australian February 15, 2012, 6:28 am

Development of the former Robb Jetty industrial area is progressing, with the City of Cockburn approving a master plan that will open a big section of coastal land between South Beach and Port Coogee for housing and commercial real estate projects.

Planning Minister John Day said development plans for the Cockburn Coast would transform the former industrial-zoned land into a thriving residential community and commercial hub.

"The regeneration of the area will create a new community of up to 10,000 people with an exciting mix of commercial, residential and recreational activities," Mr Day said.

When complete, the 140ha project will link South Fremantle to the Port Coogee estate and around 4800 homes are likely to be built in the new community.

The urban renewal plans for the area may also include the construction of a marina beside the old South Fremantle power station and a separate master plan to redevelop the historic site is being prepared.

LandCorp said a draft plan for the power station site is due to be released in the coming months.

Lands Minister Brendon Grylls said LandCorp's plans for the Cockburn Coast area would focus on safeguarding culturally significant areas while energising urban places. "The Cockburn Coast project is a great opportunity to turn an under-utilised and relatively unattractive area into a showpiece for land use revitalisation and renewal," Mr Grylls said.
The project spans 333ha, including 140ha of land that can be developed. Its completion is expected to take between 15 and 20 years.

Transforming Scarborough in my mind is this:

Bring in light rail straight down Scarborough Beach Road stopping around where the buses and that clock in the roundabout is now. Build a multi-level carpark right at the north or south end. Get rid of ALL the surface carparking between the beach and buildings and replace with a very wide, artistically paved promenade from Brighton road to the northern end of the beach, with street furniture and semi-permanent stalls like this:

Keep the grass on the level below, and keep the ampitheatre. Zone all the development sites at about ~10 levels, maybe with a couple of taller towers above podiums on a couple of high profile sites. Mandate street level activation on all west facing frontages. Done.

I have suggested a flyover be built over the current West Coast Drive for through traffic traveeling north and south. A roundabout could then be built under the flyover to take local traffic and traffic accessing the beach area. This would eliminate traffic lights at the intersection with Scarborough Beach Road and make the area more pedestrian friendly and even open up the possibility of building shops restaurants etc to bring the commercial areas of the beach area and Scarb Bch Rd closer. What do others think?

Flyovers generally do not create comfortable environments imo.

Like your ideas Jackso. Would include a market stall with foodhall type venture such as in Malaga (I think).

Sorry but I'd hate to see that. I like the natural dunes and the parks/grass area.

I think the extensive carpark to the right of Ob City (if your facing the ocean, beyond the roundabout) doesn't get in the way too much but from the roundabout to Scarborough beach road should be no street access and you could have an alfresco area down towhere the current pavers end (replace those terrible pavers though) and the ampitheatre.

From Scarborough beach rd to Brighton beach can keep the road access but lose the carpark. That area could host markets or street performers with the cafes under the apartment buildings along the road (thinking that the Coles shops would be redeveloped and the car park would be gone).

The beach, parks and ampitheatre they have right.

I didn't say to get rid of any of the Dunes. I said to create the promenade over the surface carpark, which then steps down to the Grass areas, then the dunes, then the beach. The picture above was just to illustrate the type of promenade I think would look best, there would still be dunes seperating it and the actual beach.

lol, yeah. I didn't read your post properly, just saw the picture and spewed.

I basically re-iterated what you said in the end. Yes that style pavement would be great.

I agree Samboy. The three (or so) streets back from West Coast Hwy are filled with old apartments that seem to be dumps. I hope the developments go ahead and start to change those immediate vicinity to the beach.

Totally agree. Scarborough beach will continue to look like a dump as long as it is surrounded by empty car parks.

Or keep the carpark but put it below ground and whack everything on top, the likelihood of any perth attraction without cars is slim at best, not until perths gets on the light transport bandwagon.

Should bulldoze Scarborough and build a shantytown.

It's already a shantytown. Bulldoze the shantytown and build Scarborough

While the City of Stirling and State government bicker over Scarborough's development, we won't see anything happen for a while!
