DURBAN, South Africa — The race to win the right to host the 2020 Summer Olympics does not look like being as hotly-contested as the memorable pursuit of the 2016 edition, a source close to the International Olympic Committee (IOC) told AFP.

Rome are the only known candidates, although September remains the deadline.

However, the feeling around the present IOC Session was that the Italian capital could end up being awarded the Games in a walkover.

Both Tokyo and Madrid - losers the last time round - had been mentioned as potential bidders but both have problems to be addressed.

Hopes of a Paris bid were already dim - Paris Mayor Bertrand Delanoe is still in power and was the mayor when London stunned the French capital for the 2012 Games - and has now been ruled out after Annecy received a paltry seven votes in the 2018 Winter Games vote on Wednesday.

Thoughts too that Durban might rethink after hosting the vote and the IOC Session this week are likely to prove illusory as the government has already said they would rather spend the money on social projects.

There is also the possibility that Doha would throw their hat into the ring again after being rejected at the first hurdle last time.

No further news from Dubai has been reported after it declared an intention to host the 2020 summer games in 2008.

But after the disastrous fallout from their winning the hosting of the 2022 World Cup they may prefer to let memories of that dim a little.

IOC president Jacques Rogge had been at pains on Wednesday following South Korea's Pyeongchang's crushing first round victory to say that their win did not rule out a Tokyo bid for the Summer Games.

"We're dealing with two different issues -- winter sports and summer sports," said Rogge.

"This result (Pyeongchang's victory) is in no way an obstacle for a bid from Asia for the 2020 Games."

Tokyo governor Shintaro Ishihara - a leading member of the previous campaign which saw them go out in the second round in Copenhagen in 2009 - insisted that Tokyo would bid.

"There are things we must do," he said the day after Pyeongchang's victory.

"We will do this even if we have to do this twice, three times, four times. We will (campaign) as a national effort," he added.

However, scepticism has been voiced by Japanese Olympic Committee President Tsunekazu Takeda following the South Koreans' victory and that was firmed up by the source.

"I really don't think that a Tokyo bid is either feasible or image-wise would sit very well with lots of people still living in tents following the tsunami," the source told AFP.

The northeast coast of Japan's main Honshu island was devasatated by a 9.0 magnitude quake and monster tsunami on March 11 which left some 23,000 people dead or missing.

The disasters also crippled the Fukushima Daiichi nuclear power plant, triggering the world's worst atomic accident since Chernobyl in 1986 and forcing hundreds of thousands of residents to leave their homes.

Madrid's chances too were not given much hope by the source.

"Their economy is in such a state and the rate of unemployment so high that I cannot imagine the state could justify underwriting a bid and also I do not believe that it will have much public support...both crucial parts of any bid," he said.

We will need all the imaginary tram lines to be abandoned and once islands like the Palm Jumeirah sink, we can consider it. But before all that, Dubai's entire population has to run away and leave their cars all over Sheikh Zayed Road because the economy is completely dead, right?

Eng. Hussain Nasser Lootah, Director General of Dubai Municipality said that Public Projects Department has commenced the implementation of National Olympic Committee headquarters building project in Al Nahda 1 area.



The project came under the efforts of Municipality to provide basic infrastructure for the sports and Olympic works, and development of sports facilities in the UAE in general and Dubai in particular. It also aims to raise the level of all kinds of sports activities.

The building consists of ground floor and four floors, with an area of 116,000 square feet to accommodate 21 sports associations. all services and attractions in the building has been ensured allocating the ground floor for public activities which contains a meeting room, a multipurpose hall and reception hall with other service facilities.

The project design is consistent with the building's function so as to achieve the project objectives in compilation of all sports federations in one building within a modern and sophisticated atmosphere and suitable environment for urban renaissance taking place in Dubai. The project designs have ensured ease of movement and flexibility in the design of the interior spaces to accommodate the changes and developments, as well as unique architectural form of the building.

Considering the importance of project site located in Al Nahda 1 the municipality ensured the development of physical environment of the area to be a milestone and significant addition to developments in the Emirate of Dubai. All the parameters and factors that would affect the building design such as relationship between the building and neighbourhoods as well as visual axis and view angles have been studied well.

DUBAI, July 29 (Reuters) - Dubai will not enter a bid for the 2020 Olympic Games, instead opting to enter the race to host the event four years later, in 2024, a statement released by the Gulf Arab emirate's media office said on Friday.

The National Olympic Committee of the United Arab Emirates had been eyeing a 2020 bid but decided a later one may be better timed, although it estimated 70 percent of infrastructure to host the event was in already place or in the planning stages.

"We fully intend to place a bid once I am totally satisfied that we are prepared to host the greatest sporting event in history in a way that would add value to the Olympic Movement itself," Dubai Crown Prince Sheikh Hamdan bin Mohammed Al Maktoum, a chairman of one of the Olympic planning committees, was quoted as saying in the government statement.

The emirate of Dubai, business hub of the UAE's seven-emirate federation, has aimed to draw various major sporting events to its coastal city, known for luxury hotels and glittering skyscrapers jutting out of a desert landscape.

It has hosted several world championships in sports such as golf, swimming and tennis in recent years.

In his statement on the Olympic bid decision, Sheikh Hamdan alluded to recent youth-driven uprisings that swept much of the Arab world, including neighbouring Oman and Bahrain.

"Our energy needs to go first and foremost to achieving a just and lasting peace for our youth as the bedrock to a future bid which is most likely for the 2024 Olympic Games," he said.

BIDDING ON A WORLD EXPO

SUBMISSION OF CANDIDACY APPLICATION
The government of the state wishing to organize an Expo must submit its candidacy application to the BIE, mentioning the proposed theme, the proposed date, the duration, the legal status of the organizers, and the guarantee of government support.

For World Expos, the candidacy application must be submitted a maximum of nine years before the proposed opening date of the exhibition.

Beginning on the date that the first candidacy application is submitted to the BIE, any other government wishing to organize an exhibition for the same year has six months to submit its own candidacy application to the BIE.

BIDDING (PRIOR TO BIE MEMBERS VOTE)
A) ENQUIRY MISSION – PROJECT ASSESSMENT

At the end of the six-month period following the submission of the first candidacy application, enquiry missions are carried out by the BIE in the candidate country/city - The enquiry missions assess the feasibility and viability of the Expo project, as well the political and social climate in the candidate country and city that would ensure necessary support for the Expo project.

The resulting report produced, is then submitted to the Executive Committee of the BIE for review, which then forwards the report with advice to the General Assembly.

The General Assembly decides which proposals the BIE will further investigate.

Once approved, the report forms the basis of evaluation by the BIE member countries during the vote.

B) INTERNATIONAL CAMPAIGN - PROJECT DEVELOPMENT

Furthermore, during the bidding phase, candidate countries must carry out international campaign to garner support for the project and develop their proposed themes in order to raise international interest around the proposed Expos - International symposiums, forums, and other activities are organized by the candidates to this end.

THE BIE MEMBERS VOTE
VOTING BY SECRET BALLOT

At the end of the bidding phase, a vote by secret ballot takes place at a BIE General Assembly to grant the right to host an Expo to a government for the chosen city and date.

Each member country has one vote

Each vote eliminates the bid with the lowest number of votes until only 2 bids are remaining.

The bid with a two thirds majority being the winner.

SUCCESSFUL BID – EXECUTION PLAN SUBMISSION

The host country then has up to 5 years prior to the Expo to submit to the BIE a complete and definitive plan of execution for the World Expo.

REGISTRATION OF THE EXPO

This is the formal “go-ahead” from the BIE once the complete execution plan has been submitted and signed off enabling the host country to formally invite other member countries and organisations to participate in the World Expo.

Dubai ‘might shift 2024 Olympics to winter’



Dubai has spent billions of dollars on sports facilities to host global events including the Dubai Desert Classic and the Dubai World Cup


The 2024 Olympics could be shifted from their usual dates in August to sidestep the summer heat if Dubai won the rights to host the event, a member of the UAE’s Olympic Committee said.

The Gulf emirate said last week it would likely bid to host the 2024 global tournament after deciding it would better timed than a pitch for the earlier 2020 games.

Speaking to Arabian Business, Saeed Abdul Ghaffar Hussain, the secretary general of the UAE’s National Olympic Committee, said: “History shows that it was shifted before…..the weather is never an issue.”

The panel plans to undertake a number of studies to present to the International Olympic Committee to outline Dubai’s capability for hosting the games, he said.

“This is how it will be presented and whether it has to be put on the actual time during the month of July or August or shifted to another time.”

Dubai, famous for his luxury hotels, has spent billions of dollars on sports facilities that host a number of international events including the Dubai Desert Classic and the Dubai World Cup.

According to the government, a feasibility study into Dubai's capability for hosting the Olympics found as much of 70 percent of the required infrastructure was already in place or planned

The emirate could compete with as many as 14 other global cities for the rights to host the 2024 games, including Paris, Copenhagen, Amsterdam, Madrid and Kiev.

Neighbouring Qatar in December netted a surprise win to host the 2022 World Cup, but has attracted much criticism for its decision not to deviate from the planned dates and hold the tournament during the hot summer months.

Qatar, which spent million on dollars on wooing the FIFA voting panel, plans to use air-cooled stadiums to defeat the desert state’s 50C heat.

Hussain said Dubai was just as prepared as any other bidding city to manage the Olympics, adding the decision to delay its pitch for the games would allow more time to prepare its own Olympic candidates.

“Dubai is ready. Look at the infrastructure in the UAE. We have top-class infrastructure. Okay, we might lack bits and pieces here and there but we are talking about 2024, which is 13 years away from now,” he said.

“In my opinion in thirteen years you can build a new generation of sporting stars.”

Whats your call on this one ?

Just imagine what Dubai will look like by then ? Lets hope all the Palms, World, and NHT are all finished.

i think the games being held OUTSIDE of summer wuld be a good idea...Sydney and Seoul were the last cities to hold the games from mid sept to early oct...so its not impossible...maybe they culd do a late sept start with it finishing in mid oct...

and here is the list...its the best I culd find:

Yeah, I guess you're right. Most of DWC should be finished by then, though EK may be fully in control of DXB at that point, with JXB catering to all other airlines. I would imagine one or two more metro lines being completed and bits of Dubailand also being finished.

The whloe thing may even bring Bawadi back to life?

I wonder where they would put the Olympic Village? Would it be part of Dubai Sports City, or would it be something brand new, built elsewhere? Perhaps a good use of the few islands reclaimed as part of the Palm Deira? What do you think?

Yes, it has been done in the past and it can certainly be done again. The IOC has already allowed a window for bid cities to inform them of this. I think April would probably be a better month than September, but October is a better month than April, so it depends which would suit the IOC best?
