Azerbaijan to increase military spending by ten percent

Azerbaijan's military budget in 2011 will increase by ten percent compared to the same period of 2010. According to Vesti.Az, member of the parliamentary committee of economic policy of Azerbaijan Nazim Mamedov, the country's budget next year will be allocated to defense 1.325 billion manat (1.7 billion dollars).

Most of the funds envisaged in the draft budget on defense, will be spent on the maintenance of armed forces. For this purpose be allocated 1.237 billion manat. Another 83.3 million manat will be spent on national security, and 2,2 million AZN - on scientific and engineering research in the Ministry of Defence of Azerbaijan.

In September 2009 it was reported that Azerbaijan had started talks with Turkish and Israeli companies to establish on the basis of T-54 and T-55 tracked fighting vehicles, self-propelled bridge and military trucks. For modification to be used tanks, seized from the arsenal of the Azerbaijani army. At what stage are currently under negotiation, is not known.

Azerbaijan to increase military spending by 88% in 2011

The Parliament of Azerbaijan continues consideration of the Bill on State Budget 2011 at its plenary session.

At the meeting finance minister Samir Sharifov has said that in 2011 defense expenditures will increase by 87.9% or 1.187 bn manats.

"As a result, they will total 2.511 bn mantas,” he said.

In accord with expected exchange rate military spending will reach $ 3.2 bn.

Israeli company to upgrade Azerbaijani tanks

Elbit Systems company of Israel will upgrade T-72 tanks of Azerbaijani Army.

The company has already reached agreement with the Azerbaijani side, reports military sources.

Earlier, Elbit tested upgrade in several tanks in Azerbaijan. The fire control systems and armors of these tanks were upgraded. ASELSAN company of Turkey simultaneously tested fire control systems of several tanks in Nakhchivan. Elbit’s proposals were chosen.

Elbit Systems announced that it had won a $56 million tank upgrade contract from a customer in Asia. According to the company’s website, the two-year contract covers improvement of the tanks, establishment of advanced battle management and observation systems. President of Elbit Joseph Ackerman said the company had implemented projects in that state earlier. The project will be implemented with the participation of Elbit Systems Land & C41 – Tadiran and Elbit Systems Electro-optics Elop companies.

The biggest defense company of Israel Elbit Systems opened its representation in Azerbaijan in September, 2009, it was registered as Elbit Systems of Azerbaijan.

Azerbaijan, Turkey to start joint production of drum grenade launchers

Mechanical and Chemical Industry Corporation of Turkey conducts negotiations together with Azerbaijan on establishment of joint production of small arms and ammunition, general office of the Company reported.

Preliminary agreement has already been achieved on joint production of some small arms. Azerbaijani side and the Company put forward a proposal on joint production of hand-held grenade launchers comprising the inventor of Turkish Armed Forces and currently, these proposals are in the estimation process. According to achieved agreement, IST-12,7 sniper’s weapon projected by Azerbaijani specialists, 'Bora-12' sniper’s weapon produced by Turkey and required in Azerbaijani Army, model of shotgun pistol used in short-distance fights and special operations and multiple grenade launchers are considered to produce in joint production line to be established by he Mechanical and Chemical Industry Corporation of Turkey and Azerbaijani Defense Industry Ministry.

Several visits of staff of the Mechanical and Chemical Industry Corporation of Turkey to Baku are expected to take place within this year for estimating the existing alternatives and holding discussions. In general, joint production of some weapons is expected to realize since the beginning of 2011.

Note that, 1 bn. 150 000 $ contract on production of munitions for small arms and engineering devices has been signed between Azerbaijani Defense Industry Ministry and Mechanical and Chemical Industry Corporation of Turkey. Currently, Defense Industry Ministry is implementing the production of 5x45 and 7x62 mm bullets on the basis of technologies of the Mechanical and Chemical Industry Corporation of Turkey.

China, Azerbaijan pledge to strengthen military ties

China and Azerbaijan agreed to strengthen military cooperation during a meeting of senior military officials in Beijing on Tuesday.

China and Azerbaijan enjoy a long friendship, and China attaches great importance to bilateral relations, Chen Bingde, chief of the General Staff of the People's Liberation Army (PLA) of China, said during the meeting.

Describing military relations as sound and cooperation as satisfactory, Chen said China was working to develop military-to-military cooperation and exchanges with Azerbaijan.

“The successful development of relations between the armed forces of Azerbaijan and China has been observed recently; the sides have achieved successful results in cooperation in different spheres. We hope the sides will make joint efforts to preserve and develop the existing relations of friendship and cooperation between the armies of the two countries,” Chen said.

In turn, Safar Abiyev said the Azerbaijani side attached serious importance to developing relations with the People’s Liberation Army of China, which had been developing soundly in past years. He thanked China for its support and assistance for army building in Azerbaijan.

“We hope for the further strengthening of exchanges and cooperation between the armies of our two countries and are ready to spare no effort for this,” the Azerbaijani defence minister said.

Turkey, Azerbaijan Agree To Joint Military Arms Venture

Azerbaijan and Turkey have reportedly agreed during a visit by Turkish Defense Minister Vacdi Konul to Baku to build missiles jointly, RFE/RL's Azerbaijani Service reports.

Konul met with Azerbaijani President Ilham Aliyev and other officials from November 2 to 4 to discuss military cooperation and the conflict over the breakaway Azerbaijani region of Nagorno-Karabakh.

Azerbaijan's Defense Ministry reportedly signed a contract with Turkey's Roketsan company to produce some parts of reactive volley-fire system missiles in Turkey and other parts in Azerbaijan, Azerbaijan's APA agency reports.

No other details on the agreement were immediately available.

Konul met on November 2 with Defense Minister Safar Abiyev and discussed Karabakh. Abiyev reportedly said Azerbaijan has not excluded other options of conflict resolution in the case that peace talks do not yield results.

Konul also visited several military sites during his trip and met with Elchin Quliyev, head of Azerbaijan's border service.

Turkey has long been Azerbaijan's main military partner, and in September, the two countries signed a document on a strategic partnership council.

Military analyst Jasur Sumerinli told RFE/RL that Turkey has always given major military support to Azerbaijan and has been a mediator between Azerbaijan and NATO for the past 15 years.

"Turkish officers have worked at Azerbaijan's higher military schools and Turkish trainer-experts have been active in separate [Azerbaijani] military units," he said.

He added that Turkey has given strong support to the modernization and upgrading of Azerbaijan's armed forces in an effort to bring them up to NATO standards.

The military doctrine Baku adopted earlier this year allows for foreign military bases in Azerbaijan. That action opened the way to speculation that Turkey could quarter its troops in the Naxcivan region, an Azerbaijani exclave surrounded by Armenia and Turkey.

Sumerinli said Turkey played an important role in protecting Naxcivan against any foreign incursion after Azerbaijan gained independence.

"But it is not realistic for Turkey to place a military base in Naxcivan due to regional tensions," he said.

Hərbi qanunvericilikdə yeniliklərdən sonra Müdafiə Nazirliyinin Hüquq İdarəsi nəzdində tədqiqat şöbəsi yaradılıb. Nazirliyin mətbuat xidmətinin rəhbəri Eldar Sabiroğlunun “Media forum” saytına verdiyi məlumata görə, təhqiqat şöbəsi hərbi hissələrdə qanun pozuntularının araşdırılması ilə məşğul olur: “Artıq bir neçə regionda şöbənin bölmələri də fəaliyyət göstərir və bütün hərbi hissələri əhatə edir”.

Milli Məclis oktyabr ayında “Azərbaycan Respublikası Silahlı Qüvvələrinin İntizam Nizamnaməsi”nə, “Azərbaycan Respublikasının Silahlı Qüvvələrinin qarnizon və qarovul xidmətləri Nizamnaməsi”nə və “Azərbaycan Respublikası Silahlı Qüvvələrinin Daxili Xidmət Nizamnaməsi”nə dəyişikliklər və əlavələr edib.

Eldar Sabiroğlunun sözlərinə görə, qanunlardakı yeniliklərə qədər hərbi hissələrdə baş verən qanun pozuntuları, cinayət işləri ilə bağlı təhqiqatları həmin hərbi hissələrin komandirlərinin tapşırığına əsasən təyin olunmuş şəxslər aparırdılar: “Bu şəxslər isə ixtisasca hüquqşünas deyillər. Qanun dəyişiklikləri təsdiq olunduqdan sonra hərbi hissədə baş verən cinayətlərin araşdırılması üçün Müdafiə Nazirliyinin Hüquq İdarəsi nəzdində yeni şöbə yaradıldı. Hərbi hissələrdə təhqiqat işlərini həmin şöbənin hüquqşünasları aparırlar”.

QARABAĞA İRAN ÜZƏRİNDƏN ERMƏNİ MUZDLULARI GƏLİR

əlumatda deyilir ki, 4 ölkədə-Rusiya, Fransa, ABŞ və Uruqvaydakı iri erməni biznesmenləri rezervistlərin və veteranların səfərbər edilməsi üçün koordinasiya mərkəzləri yaradıblar. Bildirilir ki, əgər Qarabağda müharibə başlasa erməni diasporunun səfərbər etdiyi muzdlular hava nəqliyyatı vasitəsilə İran üzərindən münaqişə zonasına daşınacaq. Artıq bu daşıma üçün konkret planın da hazırlandığı məlum olub.

Məlumatda deyilir ki, erməni diasporunun başlatdığı bu səfərbərlik “Preventiv mobilizasiya” adlanır. Proqramın təşəbbüskarlarından biri, Rusiyada yaşayan erməni milyarderi adının açıqlanmaması şərti ilə agentliyə bildirib ki, işlər bu günlərdə yaradılan beynəlxalq erməni hərəkatı - “Erməni rezervistləri və veteranları İttifaqı” çərçivəsində aparılır. Mənbənin sözlərinə görə, rezervistlərin və veteranların barəsində məlumat üç dildə-rus, ingilis və ispan dillərində xüsusi məlumat bazasına toplanır. Səfərbərlik hərəkatının fəallarının hesablamalarına görə, bu kampaniyaya dünyanın 38 ölkəsindən 200 minə qədər erməni cəlb oluna bilər. “Rusiya erməniləri bu təşəbbüsün lideridir. Bu da onunla bağlıdır ki, Rusiyada ən güclü və çoxsaylı erməni diasporlarından biri fəaliyyət göstərir, burada yaşayan ermənilərin sayı 2,5 milyon nəfərdən artıqdır. Onların intellektual, maddi bazası, təşkilatçılıq potensialı güclüdür, həmçinin son on illiklərdə MDB çərçivəsində gedən miqrasiya prosesləri və təbii ki, Rusiya ilə Ermənistan arasında strateji müttəfiqlik də burada rol oynayır” deyə mənbə bildirib.

Diger terefden bu xeber ermeniler terefinden texribat xarakteride dasiya biler. Bu o demekdir ki, ermeniler bilerekden Azerbaycanla Iranin elagelerini pozmaq isteyirler. Usyanla hec ne elde hell etmek olmaz (bizim bir dusmenimiz var). Ele usyan ede-ede torpaqlarimizi itirdik. Bu problemi siyasetcilrimiz hell etmelidirler. Herbicilerde oz yerinde her zaman her veziyete hazir olmalidirlar. Eybi yoxdur ermeniler hamisi qirilmaq isteyirlerse qoy gelsinler Qarabaqa.
