Penang Port sees slow 2012Monday January 23, 2012

GEORGE TOWN: Penang Port Sdn Bhd is targeting for the container cargo handled at its North Butterworth Container Terminal (NBCT) to hit 1.278 million 20-ft equivalent units (TEUs) this year, an increase of about 7.4% from last year.

Penang Port chief operating officer Obaid Mansor told StarBiz that 2012 was expected to be a slower year due to the bleak global economic outlook.

“We expect a slower growth of 7.4% compared with 8.4% in 2011. Although the China market is slowing down, we can still rely on intra-Asian trade among large economies such as Indonesia and India for growth.

“Thus, for the first quarter 2012, we expect the volume of container cargo handled at NBCT to grow about 4% over last year’s corresponding period, which handled 278,161 TEUs,” he said.

In 2009, at the peak of the US subprime crisis, the volume of container cargo handled at NBCT grew about 3% over 2008, according to Obaid.

“Because growth this year is expected to be slower, we will maintain our workforce level at 1,600,” he added.

About 75% of the cargo handled at NBCT is full container load, which is expected to generate 70% of Penang Port’s revenue this year.

Obaid said the export and import of special glasses for solar panel manufacturing was on the rise, as more international solar power manufacturing companies were moving to Malaysia.

“We are also seeing a growth in rubber-based products being exported and imported out of NBCT,” he said.

Obaid said eight units of rail-mounted gantry crane at the NBCT were now being installed for operations at the end of March.

“These cranes will increase the speed of transferring container cargo to NBCT and to the vessels,” he added.

On the implementation of new port tariffs, Obaid said the review was now being studied by Penang Port Commission.

Plenty more to do to develop green shipping

MALAYSIA still has a lot to do to develop green shipping and the country should work together with its neighbours if it wants to be one of the leading green shipping hubs in Southeast Asia.

Alfa Laval Aalborg Pte Ltd (Singapore) managing director Jeroen van Riel said Malaysia has become more green-conscious since it adopted International Maritime Organisation (IMO) treaty in ballast water treatment two years ago.

"I think together with Singapore, there is a lot of room for improvement," he told Business Times in Singapore recently.

The IMO is a special United Nations agency responsible for the safety and security of shipping and the prevention of marine pollution by ships.

Green shipping is the current trend in the global maritime industry, where players take steps to save costs and preserve the environment.

From the suppliers' point of view, van Riel said they see how they can change their products to be more efficient and assist with the reduction of emissions.

Meanwhile, Danish Marine Group business sector manager Mark Lerche also observed the green-conscious tendency within Malaysia's maritime industry.

He said Singapore is one of the main green shipping hubs as the island-state is a commercial and operational centre for the region.

Thus, Malaysia can work hand in hand with Singapore in order to become a leading hub for green shipping as well.

Green shipping, Lerche said, looks more at the lifetime of the vessel industry. It takes into consideration not only a vessel coming out of a shipyard but also the actual cost of the lifetime of the vessel.

This includes the operation cost after the vessel has been made and how it is going to be scrapped afterwards.

"I think green shipping is a question of responsibility ... It is a more holistic way of doing things and having the guts to actually think ahead," he said.

Green shipping adopts energy-efficient ship designs and daily operations that reduce fuel consumption and carbon-dioxide emissions, he said.

"The best way to get things done is to have a dialogue between the stakeholders, authorities, shipowners, suppliers, shipyards, and customers who never think about green shipping," Lerche said.

Groups buoyant on Penang Port privatisation

Eighteen port-related groups in Penang yesterday gave the thumbs up for the privatisation of Penang Port.

The groups, made up of port workers, chambers of commerce and businesses linked to the port, also expressed their satisfaction with Seaport Terminal (Johor) Sdn Bhd's presentation on the proposed privatization.

Seaport Terminal is the winning bidder for the port's privatization and its director, Datuk Sidik Shaik Osman, was at the meeting to address the group and their concerns.

Those present - save for the Penang Malay Chamber of Commerce which hosted the presentation and dialogue session - however, stopped short of throwing their support behind Seaport Terminal to privatize Malaysia's oldest port.

"Those present were in support of the concept of privatization and very satisfied with the presentation made by Sidik," the chamber's president Rizal Faris Mohideen told reporters after the two-hour-long closed-door session.

"We want to stay clear of politics," Rizal stressed, adding "and those present are only interested in the business of the port in serving the needs of Penang and to make it a world-class port".

He said Sidik had addressed concerns raised by the groups, which include representatives of the Malaysian International Chamber of Commerce and Industry, Indian Chamber of Commerce, Stevadore Employers of Penang and the North Malaysian Shippers Association.

He said among the issues raised were the need to implement capital dredging works, allowing the participation of the stakeholders for the future growth of Penang Port and the need for Seaport Terminal to create an official dialogue forum for the port's stakeholders and port users.

"The Penang Malay Chambers which is made up of 400 members, is in support of Seaport Terminal privatizing Penang Port as we are convinced with their track record and we share a common vision for the further development of Penang Port," Rizal said.

Of the chamber's 400 member companies, Rizal said about 100 of them are involved in businesses or activities related to the port.

He also said that the chamber is in the midst of forwarding a proposal to the federal government to develop the port area.

"We see the potential this area has as a gateway to the Unesco heritage-listed enclaves of George Town," Rizal added, saying that the proposed development would involve the privatization of federal government-owned land in the port area.

"We are potentially looking at demolishing the existi
ng international cruise terminal and replacing it with a new one and are open to entering into joint ventures with interested parties," he added.

Meanwhile, Sidik also informed those present that the privatization concession - which is yet to be inked - would include the existing port facilities on mainland Penang and the area on which the ferry terminal on the island is sited.

"The existing ferry services will continue to operate, and we plan to improve on facilities for pedestrians and motorcyclists.

"We also think that the frequency of these services can be increased," Sidik told reporters.

Johor Port to spend RM500m on modernisation

Johor Port is to spend RM400 million to RM500 million to implement its five-year redevelopment and modernisation plans until 2016, Chief Executive Officer Shahrull Allam Shah Abdul Halim said today.

He said the ambitious modernisation plan would see Johor Port emerging as a RM1 billion annual revenue company at the end of the five-year plan.

"We're implementing the redevelopment and modernisation plans to ensure Johor Port remains as a dynamic gateway to the Pasir Gudang Industrial Zone and south of Johor," he told Bernama.

Shahrull Allam said three prime factors have been identified for implementation under the redevelopment and modernisation plans to expand Johor port's business.

To further expand existing business, upgrade the port's capacity and business diversification are the three must-do priorities, he said. -- Bernama

Malaysia modernizing Tanjung Pelepas port for coming mega-ships

Malaysia's Port of Tanjung Pelepas ( PTP ) is investing MYR 1.4 billion ( US$442 million ) over the next three years in a modernization plan designed to meet the docking requirements of mega-container vessels, Malaysia's The Star reported.

PTP chairman Datuk Mohd Shaik Osman said the port is investing in new cranes, electrifying existing rubber-tired gantries (RTG) and building new berths to prepare for the arrival of ultra-large ships, such as Maersk Lines' Triple- E vessels.

PTP is one of seven international ports that have been selected by Mearsk Line for its Daily Maersk service, Sidik said.

He added that they plan to buy eight cranes at a cost of $78million and 32 additional RTG cranes for more than $63 million." Our plans also include building two new berths," he added.

Sidik said that the port was on track to handle eight million 20-foot equivalent units (TEUs) in 2012. He said it handled 679,617TEUs in June, the highest monthly throughput ever recorded at the port.

Seaport Terminal to turn it into a profitable and efficient port

KUALA LUMPUR: Seaport Terminal Sdn Bhd wants to position Penang Port as a regional port to tap opportunities as far out as India and for that it plans grow its capacity and invest nearly RM1bil in capital expenditure over the next five years.

Over 30 years, the plan is to spend a whopping RM4.71bil in capex and with that kind of investments planned, the country's oldest port would be turned into one of the most efficient, profitable and competitive ports in the northern region.

Speaking to the media at a briefing yesterday, Seaport Terminal director Datuk Mohd Sidik Shaik Osman said Seaport Terminal had plans to “sweat the assets'' to grow the business so that Penang Port would be profitable. Besides, there is also a plan to restructure Penang Port's debts of RM1.2bil.

“We will deepen the navigation channel according to the needs of the port,'' he added.

He said the funding for capex would be sourced from shareholders, internally generated funds and also debt markets but he declined to elaborate on the quantum.

Seaport Terminal was invited in 2011, along with several local and international port companies, to submit bids for the privatisation of Penang Port Sdn Bhd.

It is the successful bidder for the privatisation, but of late there has been mixed views as to how Penang Port should be positioned and some are of the view that the port would be better off being a transhipment hub.

However, Seaport Terminal has its own views of what's best for the port given its track record in managing ports for the past 17 years. It also manages the Port of Tanjung Pelepas (PTP) and Johor Port.

“Both PTP and Johor Port have played an important role in catalysing the economic growth of Johor as well as the country. We are confident of doing the same in Penang,” Mohd Sidik said.

To be a transhipment hub, the location of the port needs to be geographically strategic, it needs to be highly productive and have good infrastructure.

Not that Penang Port does not meet all the criteria but PTP and Singapore are better suited to be transhipment hubs given their locations of being at the confluence of East-West and North-South of the trading routes.

“It is nothing wrong to be a feeder port but there is no intention to make Penang Port a tongkang or sampan port.' Let's pitch ourselves correctly.

“Penang Port is the only port in the (northern) region with modern facilities. It has the competitive advantage and our view is that it should serve the greater hinterland,'' he said.

As for now, the cargo at Penang Port comes from the northern area of Penang and southern parts of Thailand. It is located at the north of the straits and ideal to be a regional port serving the northern peninsula, south Thailand, north Sumatra and Myanmar.

Though Seaport Terminal had received a letter from the Federal Government informing it that it is the winner, Mohd Sidik could not say when the takeover would be as the takeover involves a process.

Along with the planned expansion of Penang Port, he said there were also plans to upgrade the ferry service to make them more efficient.

Bintulu Port unit to raise RM1.35 billion

Energy intensive: Press Metal Bhd’s aluminium smelting plant is the
first to start operations in Samalaju Industrial Park.

KUCHING: The Samalaju Industrial Port Sdn Bhd (SIPSB) plans to raise up to RM1.35bil from a share placement and issuance of Islamic securities or sukuk to fund the development of the Samalaju port project in Bintulu.

The company is a wholly-owned subsidiary of Bintulu Port Holdings Bhd (BPHB).

BPHB chief executive officer Datuk Mior Ahmad Baiti Mior Lub Ahmad said the parent holding was expected to raise RM400mil via the placement of up to 15% of its issued and paid-up capital to its major shareholder(s)/(offerors(s), and up to RM950mil from the issuance of sukuk.

“The proceeds will be used to finance the development of the RM1.8bil Samalaju Port project,” he told StarBiz yesterday.

The RM1.8bil price tag is inclusive of RM300mil investment on port equipment.

The new port is designed to serve especially energy-intensive industries like aluminium smelters in Samalaju Industrial Park for the import of raw materials and exports of finished products.

Press Metal Bhd's aluminium smelting plant was the first to start operations in Samalaju Industrial Park.

SIPSB has appointed Kenanga Investment Bank Bhd as the principal adviser and placement agent for the proposed placement exercise, and proposed exemption for offeror(s) and persons acting in concert from obligation to undertake a takeover for all remaining shares in BPHB not already owned by them.

BPHB has earlier discussed the port project's proposed funding with its three major shareholders Petroliam Nasional Bhd, Sarawak State Financial Secretary and Kumpulan Wang Persaraan (which had 32.79%, 30.68% and 9.52% stakes respectively in BPHB as of March 31).

SIPSB has appointed CIMB Investment Bank Bhd as the principal adviser/lead arranger, lead manager, bookrunner and facility agent for the proposed sukuk issuance.

Mior Ahmad said construction work of the Samalaju Port's interim facilities was underway and expected to be completed by May or June next year.

The facilities include a 300m long berth for barges with a depth of 7m. The barges will be used mainly to transport building materials and equipment for the construction of manfacturing facilities of the industries in Samalaju Industrial Park as well as raw materials for the industries.

The interim port facility package was awarded to Trans Resources Corp Sdn Bhd for nearly RM194mil in June this year.

“Dredging works for the proposed main port will commence in first quarter of next year.

“The construction of the wharf and breakwater is expected to commence in June,” added Mior Ahmad.

Samalaju Port is designed to handle 18 million tonnes of cargo per annum compared with Bintulu Port's current capacity of 16 million tonnes (of non-liquified natural gas cargo) per annum. The new port's capacity can be raised to 30 million tonnes a year if necessary.

Japan’s Tokuyama Corp — the first foreign investor at Samalaju Industrial Park — is setting up a RM2.36 billion plant to produce polycrystalline silicon for solar panels. Production is expected to come on stream next year.

A SOUTH Korean conglomerate — Asia Cement Co Ltd — will set up a metal silicon manufacturing plant in Samalaju Industrial Park in Bintulu under the Sarawak Corridor of Renewable Energy (SCORE).

Samajalu Industrial Port Sdn Bhd expects construction of phase one of the RM1.8 billion Samalaju Port to be completed by the first quarter of 2016.

Two new wharves costing RM115 million being built at the Tanjung Langsat Port Liquid Cargo jetty are slated for completion
in 2014, Johor Corporation President and Chief Executive Kamaruzzaman Abu Kassim said today.

The port's liquid cargo handling capacity would increase to 31 tonnes a year from 24 tonnes currently when the wharves are operational, he said.

The wharves, with 60,000 deadweight tonne (DWT) and 110,000 DWT capacity each, are being built to realise the government's vision to transform south Johor into an oil and gas industry growth hub, he said when opening the Pasir Gudang Emergency Mutual Aid and Tanjung Langsat Port Drill 2012 at Tanjung Langsat Port today.

The text of his speech was read out by Yusof Rahmat, Johor Corporation Vice-President (Real Estate and Business Practices Division).

Speaking at a media conference later, Yusof said the number of ships calling at the port is also expected to increase to 80 a month from 50 at present when the wharves are completed.

He said the number of ships anchoring at Tanjung Langsat Port has increased by 155 per cent from 202 last year to 515 this year, with the number of ships calling at the port to increase to 80 on the average a month by 2014.

The cargo volume is also expected to increase by 104 per cent from 3.4 million metric tonnes last year to seven million metric tonnes and is expected to swell further to at least 15 million metric tonnes, he added.

Earlier, in his speech, Kamaruzzaman said the port operations area has also been expanded by two fold from 202 hectares to 404 hectares to accommodate more oil and gas-based industries.

He said work to deepen the waters in and around Tanjung Langsat Port has also been oompleted. Work started on Oct 29.

"The depth of the navigation channel and the basin at the liquid cargo jetty has been enlarged from 12.8 metres to 15 metres, paving the way for very large crude carriers with a 13-metre draft to safely anchor at the port," he said.

The waters in and around the jetty has also been deepened from eight metres to 10 metres, he said.

Deepening work was completed two months ago, he added. Bernama
