Port Klang aims to become gateway for halal food trad
cargonewsasia

The Port Klang Free Zone is finally making good progress but it has changed its strategy with the focus now being on export of halal food. Correspondent Manik Mehta reports on the developments at the zone

After a sluggish start, the controversial Port Klang Free Zone (PKFZ) has managed to attract a large number of investors and is now pitching itself as a gateway for the global halal food industry.

“We have strong potential to make a mark on the global halal food trade because of our value-added services and distribution park facilities,” said Chia Kon Leong, general manager of business development at the PKFZ.
The PKFZ was to be managed jointly by Dubai’s Jebel Ali Free Zone Authority (Jafza) and the Port Klang Authority following the signing of a 15-year agreement in October 2003, but Jafza later pulled out of the project because of changes in the company’s policy.

The PKFZ was modelled on the Jebel Ali Free Zone in Dubai, whose port ranks ninth in the world in terms of container traffic.

The project was criticised as being too expensive after its price tag ballooned from US$303 million at the time of its inception in 1999 to a level that left the Port Klang Authority deeply in debt. The PKFZ finally opened in November 2007 after receiving government aid.

The zone’s location in Pulau Indah serves as an excellent gateway for Asia-Pacific countries to penetrate Muslim countries, where there is a huge demand for halal products, Chia said. He noted that there were two billion Muslims worldwide with China alone having a 80 million population. The world’s halal food consumption is estimated at US$500 billion annually.

“Shippers can use the PKFZ as the gateway to repackage and export halal food to Muslim countries,” said Chia. The PKFZ has entered into an agreement with Malaysia’s Halal Industry Development Corporation (HDC) to jointly develop a halal exclusive zone (HEZ) in the PKFZ.

“The HEZ will be a dedicated halal zone for commercial and industrial activities with facilities consisting of pre-built light industrial units, open land with completed infrastructure and office space at the commercial centre,” Chia said.

The concept behind the creation of the PKFZ is similar to that of the Jebel Ali Free Zone in Dubai but it has been fine-tuned to local and regional conditions in Southeast Asia, said Chia.

The PKFZ has also been highlighting the facilities that exist for other industries. “Besides halal, the automotive industry will be one of the key segments of the PKFZ, although the volume currently is quite modest,” Chia said.

Investment in the zone has accelerated this year and 43 companies have so far invested in the zone a total $20.40 million. Aker Solutions of Norway, with an investment of nearly $12 million, is the biggest investor in the PKFZ.
European countries also see good potential for the PKFZ to be a gateway for the export of halal food for distribution to Muslims in the region. The Dutch ambassador to Malaysia, Lody Embrechts, said recently that Netherlands was working on creating a halal supply chain between Port Klang and the Port of Rotterdam.

Chia said the PKFZ was also trying to attract investments in the field of trading, manufacturing and logistics covering the automotive, oil and gas and palm-oil related industries. He said talks were proceeding with more than 40 potential investors for investments worth more than $17 million.

The PKFZ is also having talks with an unidentified foreign shipping line that is considering to set up a logistics hub at the PKFZ for warehousing, distribution, container storage and other activities. To facilitate this, a common user container freight station has been set up in the zone.
“The free zone will ensure long-term sustainability of ocean traffic as it serves as a vehicle for a port’s strength,” Chia said.

The PKFZ is adjacent to Malaysia’s premier maritime gateway Northport and this allows for seamless logistics operations as goods can be transported speedily to and from the zone,” he added. Transhipment accounts for 57 percent of cargo volume handled at Port Klang.

MISC unit in JV to build halal cold chain facility
Source : The Star

MISC Bhd's subsidiary MISC Integrated Logistics Sdn Bhd (MILS) has teamed up with French company ETB Seafrigo and Maritime Logistics Network Sdn Bhd (ML Network) to set up and operate Malaysia's largest halal cold chain facility in West Port.

MILS chief executive officer and managing director Hilmi Mohd Nasir said MILS' 60%-owned joint venture company MIL-Seafrigo was allocating some RM30mil to RM40mil in capital outlay, mainly for putting up the facility.

"When operational by early next year, MILS-Seafrigo will be running the largest specialised halal cold and chill storage facility in Malaysia, if not in the region," he said.

Hilmi was speaking after the signing of joint venture agreements between MILS, ETB Seafrigo and ML Network as well as between MILS and SterilGamma (M) Sdn Bhd yesterday.

Under the agreement, MILS-Seafrigo will construct, maintain and operate a cold storage warehouse, comprising a 53,000 sq ft cold storage and 18,000 sq ft storage space for value-added services, at the MILS Logistic Hub in West Port, Pulau Indah.

ETB Seafrigo and ML Network hold 30% and 10% stakes respectively.
Hilmi Mohd Nasir (left) briefing Eric Barbe' (centre) and SterilGamma managing director Syed Ali Aljiffri Syed Jan on the MILS logistic facility

ETB Seafrigo chief executive officer Eric Barbe' said MILS Seafrigo would be initially involved in storage, packaging and processing of halal products, mainly imported beef and seafood.

He said MILS-Seafrigo planned to tap ETB Seafrigo's network to export Asian fish fillet and shrimps to Europe.

"We will eventually be handling some 8,000 tonnes of throughput a month at the hub," he added.

ETB Seafrigo is one of France's largest cold chain operators with a network covering Europe and the US.

Meanwhile, MILS' 70:30 joint venture with SterilGamma is for the operation of the sterilisation and fumigation facility at the same location.

The joint venture company, MILS-SterilGamma Sdn Bhd, will provide sterilisation and fumigation services for pharmaceutical and wood-based products as well as ensure the processing and packaging of food products at the halal hub are hygienic.

Hilmi said MLS-SterilGamma planned to invest RM20mil to start operations by the year-end.

MISC aims big with halal logistics hub
By SHARIDAN M. ALI

MILS logistics hub in Pulau Indah, Port Klang

MISC Integrated Logistics Sdn Bhd (MILS) expects buoyant demand for MILS Logistics Hub (MLH), the country’s largest halal logistics facility in free commercial zone, which starts operations today.

MILS, a wholly-owned logistics arm of MISC Bhd, provides ocean freighting, distribution, freight forwarding and warehousing services with cold hub facility.

MLH has two joint-venture (JV) partners, ETB Seafrigo and SterilGamma via their respective JV companies €“ MILS Seafrigo Cold Chain Logistics Sdn Bhd and MILS-SterilGamma Sdn Bhd.

MILS managing director and chief executive officer Hilmi Mohd Nashir told StarBiz that MILS Seafrigo, which managed the country’s first halal-certified cold hub within a free commercial zone, received its first shipment today.

MILS signed a service agreement with its first customer, Prima Agri-Products Sdn Bhd, in May for the cold hub facility.

“We are ready to do business and expect 50% of the space for our cold hub to be taken up by end of next month,” he said.

MILS Seafrigo provides multiple temperature-controlled facility with storage temperature ranging from 18 degrees Celsius to -25 degrees Celsius.

It is equipped with mobile racking solution to accommodate 8,380 pallet positions of frozen products and 1,008 pallet positions of chilled products.

For the dry facility, Hilmi said, they were in final discussion with major fast-moving consumer goods companies to utilise the modern warehouse.

“We target 50% take up rate for the dry warehouse by year-end or early next year,” he said.

The first phase of MLH’s dry warehouse comprises 250,000 sq ft of built up space, 15,000 racking pallet positions and 130,000 sq ft of floor space.

MILS-SterilGamma will provide sterilisation and decontamination services for medical devices, wood-based products and plastic packaging.

The company has invested in two units of ethylene oxide (ETO) chambers to provide quality services of sterilisation and fumigation.

The ETO sterilisation facility is in compliance with market certification requirement from Australia, Japan, the US and Europe.

Its next step is to acquire electron beam sterilisation facility to support the halal hub initiative by decontaminating food and other perishable products to enhance the quality and prolonging the product shelf life.

“The process is expected to improve the level of acceptance of Malaysian food products by developed markets,” said Hilmi, adding that the logistics hub was also equipped with Customs facility.

On future expansion, he said, MLH had the land to double up the current capacity.

“In fact, we can expand more than that if we decide to do multi-storey warehouse. But, we are going to be prudent on expansion and follow the demand trend from our customers,” he said.

PKFZ To Provide Strong Economic Stimulus Via Good Infrastructure & Services
By Yong Soo Heong

Port Klang Free Zone is the country's first fully
integrated free commercial and industrial zone.

PORT KLANG, Dec 28 (Bernama) -- The Port Klang Free Zone (PKFZ), designed to promote entrepot trade and mainly export-oriented manufacturing industries through its top-end infrastructure and service-oriented culture, will provide a tremendous boost to the national economy when it starts operations in about six months, Azizul Annuar, its assistant general manager for sales and marketing.

When fully developed in five years' time, PKFZ would be a significant focal point in terms of the strong economic stimulus from the many industries drawn to the zone as a result of its investor-friendly approach, he said.

The development of the free zone, Azizul said, represented a giant step in fulfilling the Malaysian government's objective of making Port Klang a regional distribution base as well as a trade and logistics centre.

It will also complement the Selangor state government's plan to make Port Klang a vibrant commercial and industrial hub.

"Our concept of giving investors the option to build their own facilities will also enhance Selangor's status as a developed state," he said, adding that the zone would not only help stimulate economic growth in Port Klang but also the coastal region of Selangor.

Promoted as the country's first fully integrated free commercial and industrial zone, PKFZ, which covers 400 hectares in all, offers prepared industrial sites (open land), light industrial units (LIUs) for factories and warehouses and office space at the PKFZ business complex.

In the past, the Port Klang Authority (PKA), which owns PKFZ and has oversight on the development of Port Klang, had created free commercial zones or FCZs in Northport and Westport, the two port terminals at Port Klang.

Within the context of a FCZ, only commercial activities such as trading, break bulking, trading, repacking, re-labeling and transit goods are allowed in Port Klang. Simple manufacturing processes including minor assembly may be allowed with the approval of the authorities.

"But with a commercial and industrial free zone at PKFZ, investors will have more flexibility in their business operations. This means that factories and logistics firms can be located in the same zone for easier co-ordination and smoother supply chain management," Azizul explained.

PKFZ's open land offers 298.4-ha of prepared sites for long term lease while the LIUs have 512 units at 5,487 sq. ft (510 sq metres) each with a tenancy of one to three years.

Its office complex comprises four eight-storey blocks with a flexible tenancy of one to three years while other amenities include a one-stop service centre for on-site Customs, immigration and security services, and service providers such as banks, clinics and food courts.

There will also be a three-storey exhibition centre with 9,000 sq metres of display space.

"PKFZ thus becomes a central hub for investment opportunities for multinational companies, small and medium-sized industries, distribution, value-added and logistics services to operate from a strategic location with a potential reach to a vast market via Port Klang or even the KL International Airport located just about 50 km away by road," said Azizul.

In addition, it is also connected to the Malaysian national railway grid which reaches out to Thailand easily.

PKFZ, modelled after Dubai's Jebel Ali Free Zone, is designed by JAFZA International, the consulting and management division of Jebel Ali Free Zone Authority (JAFZA).

JAFZA International, which will be managing PKFZ, will offer services and facilities within PKFZ covering management, sales, marketing and operations. It will also assist with recruiting and training PKFZ personnel and offer service to customers.

JAFZA International has 20 years experience in port and free zone management and has helped governments develop free zones in Morocco and Djibouti.

For JAFZA International, its tie-up with Port Klang is in line with its plan of creating a world free zone management network from its headquarters in Dubai. It has already started promoting PKFZ in a number of countries.

On PKFZ's part, it is banking on Port Klang's trading links with 120 countries and connections to 500 ports around the world via major shipping lines.

"Investors may connect to sea, air or rail transportation quickly and conveniently to any destination in the world. PKFZ is virtually next door to Westport, one of the two ports at Port Klang," said Azizul, adding that PKFZ is now following up on the many enquiries from potential investors, including small and medium scale enterprises (SMEs).

PKFZ will also advocate paperless transactions to reduce costly paperwork, faster documentation, shorter cargo clearance time and fast information on cargo status.

"By providing a one-stop centre incorporation various regulatory bodies, we hope to eliminate bureaucratic red tape. The idea is to provide an ideal environment for businesses to grow and succeed," said Azizul.

Among the incentives for companies in PKFZ are tax exemption on statutory income and capital expenditure, double deduction on certain export and research and development expenses as well as 100 percent profit repatriation.

Tan Sri Ramon Navaratnam, former secretary-general of the transport ministry and currently a director of the Asian Strategy & Leadership Institute (ASLI), said the establishment of the PKFZ is timely in order to address current demands and concerns.

"This is especially more so with the latest findings of the World Bank in terms of the ease of doing business, which has ranked Malaysia behind Singapore and even Thailand," he said.

Ramon said PKFZ, with its one-stop centre and host of world-class amenities and services, should be able to address concerns over Malaysia's economic competitiveness.

"We certainly need a place where business can thrive amidst good infrastructure and a minimum of bureaucracy," he stressed.

Ramon also felt that engaging foreign consultants from JAFZA International could perhaps help PKFZ to have a better global view of the business.

Encompassing an area of 806 hectares, Port Klang has played a pivotal role in Malaysia's economic development, especially with its proximity to the country's most developed area - the Klang Valley.

Based on a government directive in 1993, Port Klang is being developed as the national load centre and eventually a regional cargo trans-shipment hub for the region. This means that cargo from all other Malaysian ports, which take the role of feeder ports, are being consolidated where possible through Port Klang.

The geographical location of Port Klang makes it an ideal first port of call for ships on the East bound led and the last port of call on the West bound leg of the Far East-Europe trade route.

PKA now acts as a landlord and regulatory authority as well as trade facilitator actively involved in transforming Port Klang into a major regional trans-shipment hub.

Its priority is promoting any business that will generate additional volume for Port Klang including trans-shipment-related activities, cargo consolidation, warehousing, distribution, international procurement centres, value-adding, bonded warehouses and licensed manufacturing warehouses.

PKA also encourages port-related businesses such as the establishment of representative offices, ship agencies, ship broking, Customs brokers and main line operators offices.

MIMB: Shipping, aviation recovery may take 2 years
Published: 2009/07/17

MIMB Investment Bank expects the second half of this year to be tough for the Malaysian shipping industry, mainly due to worldwide excess vessel capacity, which would continue into 2010.

"Although the phasing out of single hull vessel ruling will only come into force in 2010, we think that the imbalance in supply and demand will take time to correct itself," its analyst Rosnani Rasul wrote in a report dated June 29.

The phasing out of single hull vessels under the International Maritime Organisation (IMO) regulations will see some 35 per cent of global vessels cease operations in major trading routes.

Rosnani said that with the exception to dry bulk shipping, the situation in other shipping segments, including tankers and chemical, have not improved in the first half of this year (1Q09).

"In fact, most shipping players in the world, including local firms, have recorded significantly lower 1Q09 earnings, no thanks to weak demand which was exacerbated by excess capacity," she added.

During the booming year in 2007, most shipping companies rushed to add new buildings, which resulted in significant number of new ships entering the global market.

As a result, the number of order book as a percentage of dead weight tonnes reached a staggering 60 per cent for some, like chemical. This has weakened shipping rates to a record low and made some companies operate at below their operating cost, said Rosnani.

As for the airline industry, she said some airlines are still trapped in expensive jet fuel cost hedging, no thanks to the spike in crude oil price last year.

Some still have to purchase their crude oil at US$100 (RM357) per barrel compared with the average of US$43 (RM153.51) per barrel in 1Q09.

"With the ongoing threat of the influenza A (H1N1) flu, coupled with expensive fuel hedge value, the airlines industry may face a tough time ahead.

"This will be exacerbated by the prolonged weak demand following the slow recovery in global credit crisis," said Rosnani.

She foresees some improvement on the card only in the second half of 2010 when stabilisation in crude oil price will play an important role.

"Most countries in the world are likely to record positive gross domestic product growth by then, and hence, will be a precursor to the recovery in air travel," she added.

In view of the gloomy economic outlook, MIMB Investment Bank has reiterated its "underweight" call on the transportation sector, and predicts that the recovery period for the shipping and aviation sectors may take up to two years.

Kudat also to have a marine base
Published on: Friday, July 17, 2009

Kota Kinabalu: The Malaysian Maritime Enforcement Agency (MMEA) will build a new base in Kudat, on the northern coast early next year.

Maritime enforcement chief of the Sabah and Labuan region, Maritime First Admiral Mohd Taha Ibrahim, said with the new base the agency could intensify enforcement and monitoring in the area as well as other Malaysian maritime zones.

Currently there are bases in Kota Kinabalu, Sandakan, Tawau and Labuan.

"We hope to strengthen monitoring in the country's maritime zones as well as reduce encroachments," he said.

Regarding the agency's success in preventing encroachments into the maritime zones in Sabah, Mohd Taha said their operations had gone well and as at Wednesday, 80 vessels had been detained, including foreign vessels, for various offences, including flouting immigration and customs laws.

"The agency will continue to step up its operations and enforcement seeing as Sabah is located close to the borders of Indonesia and the Philippines, which presents more chances of smuggling activities," he said.

Some 40 tourist boat operators attended the MMEA briefing on Preventive Search and Rescue (SAR) at a hotel, here, Thursday.

It was to inform them about the compulsory safety aspects at sea, common offences committed at sea and repercussions they face should they fail to adhere to the rules, in light of concerns from tourists about the safety features in the city boat service.

Mohd Taha Ibrahim said the tourists complained, among others, that some of the boat operators lack the necessary safety equipment like lifejackets, ferry passengers over the permitted limit, use non-seaworthy vessels or operate boats without valid licences.

"Sabah has many beautiful islands where foreign and local tourists will flock to (so) passenger safety is of the utmost importance.

"If an accident happens at sea, it will reflect negatively on the tourism sector and, in general, the State economy, and this will jeopardise your source of income," he said, when addressing the boat operators.

"So, as part of the maritime community, it is hoped that we can work together and minimise the loss of lives at sea."

He said apart from the SAR briefing, the first conducted by MMEA, the agency would also hold similar briefings and dialogues in other districts from time to time to discuss the problems faced by maritime workers.

Meanwhile, Sabah West Coast Tourist Boat Operators Association President Awang Butun said the briefing was an eye opener for boat operators under the association.

"It has improved our awareness on the importance of ensuring the safety of tourists," he said, adding his members operated from the jetty in Jesselton Point, ferrying passengers to and from the islands off the city from 7.30am to 5pm daily.

He said they could collectively ferry up to more than 100 passengers a day.

On another note, Mohd Taha said the MMEA seized about 80 vessels for contravening various laws including the Immigration, Customs and Fisheries Acts so far this year.

"We handled close to 100 such cases including intrusion of fishing vessels from Indonesia last year. "We also believe the intrusion of foreign fishing vessels (into Sabah) has dropped because of the amount of enforcement work put in, which has become a deterrent to illegal fishermen," he said.

Johor Port

Johor Port is located at Pasir Gudang in the southwest of Johor in Peninsular Malaysia. Built by the Johor Port Authority and run by Johor Port Berhad in 1977, it is the first port in Johor and is designed as a multi-purpose port that caters to practically all types of cargo. It is the first port in Malaysia to be located within a free trade zone. Johor Port's warehouses are exempted from customs duties. Duty is only payable when the cargo is released from the warehouse area for local consumption.

In January 1993, Johor Port Sdn Bhd, a fully government-owned company, took over all port facilities and services from Johor Port Authority which was established in 1973. The port was fully privatised in August 1995 to Seaport Terminal (Johor) Sdn. Bhd. which became the holding company of Johor Port Berhad. As of April 2005, Seaport Terminal (Johor) Sdn. Bhd. is the biggest shareholder, with 51.74% shareholding.

Port of Tanjung Pelepas bucks trend
www.eximin.net - Jun 23, 2009

WHILE most ports suffer a downturn world-wide, Malaysia’s Port of Tanjung Pelepas (PTP) is bucking the trend and finds itself among the 20 busiest container terminals in the world.

PTP, which recently signed an agreement with Marseilles-based CMA CGM, expects to handle 6.1 million TEUs, up by nine per cent from the 5.6 million TEUs it handled during 2008.

Under the terms of the agreement, PTP will provide container terminal services to CMA CGM to handle regional transhipment cargo, which will be transhipped at PTP near Singapore.

In fact, even before the agreement, CMA CGM’s vessels had started calling at PTP as a result of the vessel-sharing agreement with Maersk Line.

The PTP Chairman, Mr Mohd Sidik Shaik Osman, has been quoted as saying that CMA CGM had decided to have two hubs in this region, which effectively meant that the French shipping giant will continue to use Westport’s Port Klang further north near Kuala Lumpur

New Straits Times

PORT KLANG: The Westports charity bazaar raised RM10,000 for the physically challenged residents of Orang Kurang Upaya Bengkel Daya in Klang recently.

The maiden effort by the port's administrative assistants and secretaries was held together with the Ministry of Transport's customers' day as well as a blood donation drive. The event drew about 3,000 people.

"Proceeds from the bazaar will provide much needed assistance for the physically challenged residents of Orang Kurang Upaya Bengkel Daya," said Puan Sri Siew Yong Gnanalingam, wife of Westports executive chairman, Tan Sri G. Gnanalingam, at the launching of the bazaar at the Westports business centre.

Westports has also adopted Pulau Indah as the core of its corporate social responsibility initiative.

"At Westports, just as we are passionate about meeting the business needs of our customers, we are as passionate about giving back to society.

"We believe strongly in the statement 'charity begins at home' and what better place to start giving than from within, ourselves and our employees," Siew Yong said.

To nurture the spirit of volunteerism among staff, Westports has initiated several projects which enable employees to give back to their communities and causes close to their hearts.

Southern Region MMEA enforcement chief First Admiral Che Hassan Jusoh said the flight, carrying a 34-year-old officer who broke his backbone and a hand, landed at the hospital at 1.36pm.

"MMEA operations centre received an emergency call from the cargo ship that one of its officers suffered injuries after a fall from a staircase," he said in a statement.

Transport Ministry Confirms EIA Being Carried Out For Labuan Integrated Port
Friday, 29 May 2009 00:00

LABUAN: The Transport Ministry has confirmed that an Environmental Impact Assessment (EIA), is being carried out for the proposed Labuan Integrated Port (LIP).

Deputy Transport Minister Datuk Abd Rahim Bakri said once the EIA is completed, it would be submitted to the Economic Planning Unit (EPU) for the 10th Malaysia Plan budget.

"The EIA is being undertaken. Once completed, we will submit it to the EPU for the next course of action. As it is a future investment from the government, the port must operate in a suitable area," he told reporters at a press conference after visiting the Marine Department today as part of his working visit to Labuan.

The LIP, to reportedly cost RM300 million, will be located at a 150-hectare site at Rancha-Rancha here and is scheduled for construction under the 10th Malaysia Plan.

Rahim also said that his Ministry is still drafting the Act for the soon-to-be-established Malaysian Port Commission. The Commission will act and function as the regulatory body for all ports in the country.

PKA Places Appendices Of PKFZ Report Online
July 17, 2009 20:24 PM

KUALA LUMPUR, July 17 (Bernama) -- The Port Klang Authority (PKA) has made available online the appendices of the PricewaterhouseCoopers Advisory Services' Position Review of the Port Klang Free Zone (PKFZ).

The appendices can be viewed at the official website www.pkfznews.com.my for explanations on issues related to the report, said PKA chairman Datuk Lee Hwa Beng.

Lee said in a statement Friday that the move was because of the requests from certain quarters, including the media.

The appendices, available at http://www.pkfznews.com.my/download-...osition-review, were put up since July 15, 2009, he said.

The decision to make the appendices available online was in line with the Transport Minister Datuk Seri Ong Tee Keat's stance on transparency and accountability in dealing with this issue, Lee said.

"Ong has repeatedly said that he has nothing to hide, as far as the PKFZ issue is concerned," he said.

Under Ong's instructions, the PKA has put the report online and also allowed the public to view the appendices, which run into hundreds of pages thick, at the board's office since its release on May 28, 2009, Lee said.

"With this, I hope the issue of Members of Parliament not receiving the full report, will come to an end. I wish to put on record that the PKA has sent 300 copies of the report, including the appendices, to Parliament on June 15, 2009," he said.

On Opposition leader Lim Kit Siang's repeated demands to see the report, Lee said that since May 28 when the report was first made public, Lim and his DAP colleagues have been to the PKA office twice to look at the appendices.

He provided evidence from the PKA logbook to prove that they were at the office.
