Thats what the state govt can do for the betterment of the backward areas...Rail is under Union Govt we can just push for it but it all depends on Mamata and Planning commission

Building airports/airstrips will not lead to betterment of backward areas. Backward areas need better roads and electricity, not airstrips

Government sources said that the aviation policy which has been drafted by the infrastructure department in consultation with the civil aviation ministry is likely to be cleared at the next cabinet meeting.

The policy, which bats for implementing the projects through a public-private-partnership (PPP), aims at fasttracking the government plans to develop 11 airports, 13 airstrips and helipads in all the 30 districts of the state by the year 2014.

Among the 11 airports, five would be greenfield aerodromes and would come up at Hassan, Shimoga, Gulbarga, Bijapur and Bellary, while the Mysore, Mangalore, Hubli and Belgaum airports would be expanded.

The Karwar and Bidar airports, which are defence airports and are operated by the Navy and Air Force, respectively, will also be expanded.

Apart from the development and expansion of new and existing airports in the state, the aviation policy’s primary focus would also be to look at the operating and maintenance costs at the airport in Tier-II cities.

The policy might also suggest reducing tax on the air turbine fuel and also consider bearing or waiving of airport charges

Construction of Greenfield Airports

During the last three years, Government of India (GoI) has received the proposals from the respective State Governments for setting up of Greenfield airports at Sindhudurg (2008), Shirdi (2009), Solapur (2009) & Bolera (district- Amarawati) (2010) in Maharashtra; Bijapur (2008), Gulbarga (2008), Hassan (2008), Simoga (2008) & Bellary (2010) in Karnataka; Kushinagar (2009) in Uttar Pradesh; and Dholera (2009) in Gujarat.

The Status of the projects of the State/UTs for setting up of the Greenfield airports which have been granted 'in-principle' approval during the last three years is as under:

Sindhudurg in Maharashtra: Government of India has accorded “in-principle” approval to the Government of Maharashtra for setting up of a greenfield airport at Sindhudurg in Maharashtra in September, 2008. The State Government of Maharashtra has appointed Maharashtra Industrial Development Corporation (MIDC) as nodal agency for construction of the airport. 271 hectares of land has been acquired by MIDC. The works pertaining to diversion of telephone, electricity and water supply lines has been completed.

Gulbarga, Bijapur, Hassan and Shimoga in Karnataka: The Steering Committee in its first meeting held on 13.06.2008 considered the proposals of the State Government of Karnataka to set up airports at Gulbarga, Bijapur, Hassan and Shimoga. The Steering Committee has granted ‘in-principle’ approval to above four projects subject to the conditions that SOP would be formalized between DGCA, AAI and Ministry of Defence regarding air space management for the airports at Gulbarga and Bijapur in view of the existing defence operations at Pune and Bidar respectively. The present status of these airport projects is as under:

Bijapur Airport:The SOP has been finalised. Project Development Agreement between the State Government and M/s MARG Ltd. was entered on 18 January, 2010. Out of 728.01 acres of land, required for the project 385.22 acres land has been acquired and handed over to the developer.

Gulbarga Airport: Project Development Agreement (PDA) between State Government and Gulbarga Airport Developers Limited (GADL) was entered on 02.04.2008 and 670 acres of land has been acquired and handed over to GADL during May, 2010. Supplementary PDA and Land Lease Agreement have been signed on 22 May, 2010 with GADL. Necessary clearances from Ministry of Environment & Forests have been obtained. The construction work has been started according to Master Plan.

Hassan Airport: Project Development Agreement (PDA) between the State Government and Jupiter Aviation Logistics has been signed on 06 September, 2007. Out of 960 acres of land, 536.24 acres of land has been acquired. The developer has obtained the Environment clearance from the Ministry of Environment and Forests and consent from the Karnataka State Pollution Control Board. Master Plan for the project has also been prepared.

Simoga Airport: PDA between State Government and Shimoga Airport Development Limited (SADL) was entered on 02 April, 2008. Land to the extent of 662.38 acres has been acquired. Necessary clearances from Ministry of Environment & Forests have been obtained. The work on the project has been started in accordance with the Master Plan.

Kushinagar International Airport in Uttar Pradesh: Government of India has granted ‘in-principle’ approval to the Government of Uttar Pradesh for setting up of a Greenfield International airport at Kushinagar in Uttar Pradesh on 21 September, 2010. The necessary clearances from Department of Customs, IMD and Ministry of Environment & Forest have been obtained.

The timeline for construction of airport projects depends upon many factors such as land acquisition, availability of mandatory clearances, financial closure, etc.

The above information was given by the Minister for Civil Aviation Shri Vayalar Ravi in reply to a question in the Lok Sabha on 23 February, 2011.

The airport will be constructed on 693 acres of land at Srinivas Saradgi village.

Official sources told The Hindu here on Sunday that a high-level team from Gulbarga Airport Developers Ltd. (GADL), a conglomeration of financial companies and infrastructure developers who have been awarded the contract for construction, would arrive here soon to begin work on the runway and other infrastructure.

Within two years

In May 2010, the State Government inked a memorandum of understanding with GADL in this regard, with a condition to complete work within two years. A spokesperson of the GADL said the group was confident that they would complete the construction of all facilities within the stipulated period and introduce air services to the people here.

GADL has also assured the State that the runway will be complete by May 21.

According to sources in the State Government, once the runway is complete, a team from the Airports Authority of India would visit the site and give its final nod for the installation of infrastructure that would enable the landing and taking off of aircrafts.

GADL is also expected to start negotiations with air service operators when construction work takes off.

As per latest details available, the airport is likely to be made operational as soon as June 21 this year.

Remaining land

The initial proposal suggested that the airport would come up on 400 acres. GADL is yet to decide on how to use the remaining 293 acres available. The group plans to take up a feasibility study of the remaining land. There was also a proposal to increase the area for the airport by adding more facilities, sources said.

The Gulbarga airport would initially have a medium-sized runway of 1,550 m, which is sufficient to operate ATR 72 aircrafts. In the second phase, the runway length would be extended to 3,100 m, to enable larger aircrafts such as those from Airbus and 737s to land. The second phase will be taken up based on demand and the traffic situation after five years.

GULBARGA: The GMR Group, which operates the Rajiv Gandhi International Airport in Hyderabad, has allowed the operation of the civil terminal at the Bidar Air Force Station during the Gulbarga Utsav from April 15 to 17.

Official sources told The Hindu here on Tuesday that this is the first time that the GMR Group had allowed the operation of commercial flights at the airport.

Despite clearance from the Defence Ministry and the Civil Aviation Ministry allowing civilian traffic and the operating of commercial flights, the GMR Group thwarted the operation of commercial flights from the Bidar airport, citing the agreement that no commercial airport would be allowed to be operate within a 120-km radius of the Rajiv Gandhi International Airport.

The State Government had made overtures to the GMR Group with several proposals to allow commercial flights to be operated from the Bidar airport for the benefit of the people of the Hyderabad Karnataka region. The State Government had also offered the operation of the airport to the GMR Group, but the GMR Group was adamant that the agreement should not be breached.

Sources said that the State Government was, however, successful in persuading the GMR Group to allow the operation of commercial flights this time for a short period during the Gulbarga Utsav, to enable delegates and captains of industry from different parts of the country to visit Gulbarga and explore the possibility of investment in different sectors.

Sources said talks were on with the GMR Group to finalise the dates of the commercial operation of flights at the Bidar airport. At present, the Defence Ministry has allowed the Bidar airport to be used as a landing facility for flights chartered by VIPs, including the Chief Minister and Union Ministers.

Karnataka to develop 11 airstrips

To boost the tourism sector in the state, the Karnataka government has decided to develop 11 airstrips. These airstrips will be developed at locations where there is no airport.

The infrastructure development department (IDD) has identified Davanagere, Bagalkote, Udupi, Madikeri or Kushalanagar, Haveri, Gadag, Karwar, Kollegal, Chikmagalur, Raichur and Chitradurga for developing these airstrips.

According to official sources, the IDD has entrusted the development work to the Karnataka Housing Board (KHB) in Gadag, Chikmagalur, Bagalkote, Udupi and Davanagere. The work in other places has been given to the Infrastructure Development Corporation (Karnataka) Ltd (iDecK).

iDecK is a 49: 49.5 : 1.5 joint venture between the state government, Infrastructure Development Finance Company Limited (IDFC) and HDFC.

The department has also decided to develop airstrips in Yadgir and Koppal, and the work has been given to KHB. While the department of infrastructure development has estimated the cost of each of the 11 airstrips between Rs 3 crore and Rs 4 crore, the KHB has estimated the cost between Rs 32 crore and Rs 35 crore. Since, the difference between the two estimates is very huge, the department is understood to be reconsidering its decision. Instead, it is in the process of drafting a new airport policy, the sources said.

The work is already under progress for building minor airports at Shimoga, Gulbarga, Bijapur and Hassan on a public-private partnership (PPP) basis. The existing airport at Hubli is being upgraded to international standards and 650 acre land is under acquisition for its expansion. The government has released a sum of Rs 245 crore so far for land acquisition. This would be the third international airport after Bangalore and Mangalore airports in the state.

Acquiring and handing over of the additional land of 93 acre required for extension of runway for Belgaum airport is under consideration. The Airports Authority of India (AAI) is upgrading the runway, terminal building and apron taxiway.

The existing airport at Mysore started its operations last year during the Dasara festival when a Kingfisher Airlines flight made a landing. In Bellary, the government is developing a new airport on a PPP basis. Further, the existing defence airport at Bidar and Karwar are also being developed for civilian operations.

The government is pursuing the matter with the defence ministry, which has given a temporary permission for civilian operations at Bidar airport. The state government has already constructed a new terminal building. Since the airport is located within 150 km radius from the Rajiv Gandhi international airport at Hyderabad, the AAI is yet to give its clearance. The state government is currently pursuing the matter with the Central government for speedy clearances.

Work on Gulbarga airport runway in full swing

The aim is to complete construction of the 1,000-metre runway by May 10 to enable Chief Minister B.S. Yeddyurappa's chartered aircraft to land there on May 22.

P. Umamahesh, project manager of Frischmann Prabhu Pvt. Ltd., consultants for the Regional Airport Holding International (RAHI), said: “We are working day and night to meet the target of completing the runway by May 10.”

Mr. Umamahesh told The Hindu that the firm had worked on similar projects with the GMR Group, and added that besides taking care of the logistics to construct the runway and other infrastructure, the engineering staff would monitor the quality of construction at every stage.

To a question on installation of navigation equipment to enable landing of aircraft, Mr. Umamahesh said that experts from RAHI would arrive here in a couple of days, look into these issues and take a final decision.

MoU

The State Government in May 2010 inked a memorandum of understanding (MoU) with the Gulbarga Airport Developers Ltd. (GADL), a conglomeration of financial companies and infrastructure developers, for the construction of the airport with the clear condition that work would be completed in two years.

A GADL spokesperson said that they were confident that the construction of the runway and other facilities would be completed within the stipulated period of two years. Official sources said that the estimated cost of building the airport, initially designed to handle smaller aircraft, was over Rs. 25 crore.

As per the initial proposal, the airport would have come up on 400 acres. The GADL has not yet finalised how to use the remaining 293 acres. It will take up a feasibility study. According to sources, nothing has been finalised. There is also a proposal to increase the area for the airport by adding more facilities.

Turbulent times for airstrip projects

After putting a break on the expansion of the Mysore airport, the State Infrastructure Development Department (IDD) has now kept the airstrips development projects in select towns of the State in abeyance.

Faced with the paucity of funds, the IDD has directed the Infrastructure Development Corporation of Karnataka (iDeCK) and the Karnataka Housing Board - nodal agencies to implement the projects - not to go ahead with the projects until further orders. The Government has neither allocated funds to take up the much-discussed airstrips in the current year budget nor spelt out any alternative route to ensure their implementation.

Hence, the nodal agencies have been asked to stop the work. The agencies were in the process of acquiring land along with the respective district administration and seeking necessary clearances from the Airports Authority of India, official sources said.

Airstrips are planned to be developed in Davanagere city, Bagalkot, Udupi, Gadag and Chikmagalur (by KHB), Raichur, Chitradurga, Kushalnagar, Gokarna, Haveri and Kollegal towns (by iDeCK).

The aim was to attract investors to these small towns, besides giving an impetus to the tourism industry. By developing these airstrips, the Government intends to provide air connectivity for every 100 km. However, only small aircraft can land on these airstrips.

Airstrips were first announced in the 2008-09 budget by Chief Minister Yeddyurappa. Then, an amount of Rs four crore was allocated for each airstrip.

The Government later realised that the allocation was too less and estimated the cost of each project to be around Rs 35 crore. But it was not ready to invest such a huge sum on the projects. Efforts by the IDD to take up the project under public private partnership failed with the private investors finding the project financially not viable.

After consulting experts, IDD came to a conclusion that airstrips should be developed under the annuity basis (under annuity, the contractor will implement the project spending his money and the government will reimburse him in instalments).

It drafted a policy for airstrips in Karnataka and submitted it to the government before the 2011-12 budget for approval. But the government has so far not responded, officials said. Budget 2011-12 has no reference to airstrips.

Meanwhile, the government has earmarked Rs 120 crore for implementing greenfield airport projects in Shimoga, Gulbarga, Bijapur and Bellary in the current year.

The draft policy is being realistic on the cost factor and has revised the amount initially laid out to build the airports. When the cabinet gave its approval for the 11 airstrips the state is developing, they were expected to cost the exchequer Rs 3 to 4 crore each.

But the Karnataka Housing Board (KHB) , which was given the job of developing five airstrips by the Infrastructure Development Department (IDD) later said each would require around Rs 30-40 crore to build.

“The earlier estimate had considered only the cost of land and construction of the airstrip with no additional infrastructure and bare minimum passenger facilities. But it will take a lot more money to create additional facilities for the staff and passengers. The Bengaluru International Airport received many out of the way concessions to make it viable. But this cannot be extended to all the airports. So a state-level policy is required to make them economically viable,” explains an IDD official.

SpiceJet to begin Tier-2 and 3 regional service soon

Private air-carrier SpiceJet will begin regional operations from Tier-2 and 3 cities like Vijayawada, Tirupati, Mysore, Mangalore, Madurai, Nagpur and Indore from mid-July using the Bombardier Q400 Next Gen turboprop aircraft, a top company official said.

"We have selected Hyderabad Airport as the first base for our operations. We will be flying from Hyderabad to Tier-2 and Tier-3 cities in South and Central India," Spicejet Chief Commercial Officer Samyukth Sridharan told PTI here.

Deliveries of the Q400 aircraft start in the last week of this month, he said.

"We expect the first aircraft to enter into service and become operational by mid-July. The delivery of the first 15 Bombardier Q400 aircraft starts this month-end and will be completed by June, 2012 - over a period of 13 months. The order also has an option to purchase 15 additional aircraft. If this option is exercised by SpiceJet, there would be 15 more deliveries over a period of 24-months," Sridharan said.

The Bombardier Q400 NextGen turboprop aircraft, which can seat 78 passengers, was chosen for SpiceJet's regional operations because it is designed for short-haul routes and has a reputation of being fast, quiet and fuel-efficient.

The aircraft has a unique ANVS (Active Noise and Vibration Suppression) system which renders noise and vibration levels to minimal levels. It also delivers the lowest operating costs per seat in the industry, with a 30 per cent to 50 per cent advantage over other aircraft on short-haul routes, he said

Regional Airport-Holdings International reveals ambitious plans for Indian aviation market

INDIA. Aviation services group Regional Airport-Holdings International Limited (RAHI) has revealed plans to develop India’s regional aviation market, starting with two airport projects in 2012.

Over the next five years, RAHI plans to invest in over 15 aviation infrastructure and services projects, with a value exceeding Rs3000 crore (US$660 million). As well as developing airports, it will also start up its own airline.

RAHI is a joint venture (JV) between IL&FS Transportation Networks Limited (ITNL) – a dominant player in transportation infrastructure development and finance; and Comet Infra-Developments Private Limited (CIDPL) – an infrastructure development group.

The joint venture is currently developing airports in Shimoga and Gulbarga in Karnataka, under the Public-Private Partnership model, both of which will be operational by mid- 2012. The concession period for both projects is 30 years, extendable by an additional 30 years.

The company said it had created “a unique business model consisting of aviation infrastructure, air services and geo-specific industry clusters to make regional aviation viable for private investment”.

IL&FS Transportation Networks Limited Head - Aviation Business Sandeep Mendiratta said: “With India is poised to be the third largest aviation market by the end of this decade, the aviation revolution has already begun. The Government of India has ambitious plans for 500 airports by 2020. It is estimated that Indian aviation will see an investment of about US$120 billion over the next few years. There is a need for infusion of capital into the aviation sector to keep up with the booming demand. RAHI will work in tandem with the Government’s plans and fuel growth in the sector.”

RAHI Founder-Chairman and CIDPL Director Umesh Kumar Baveja said: “RAHI has a three-pronged strategy for regional aviation, specifically in tier-II and tier-III cities in India. We will not only develop airports and associated infrastructure but also have our own regional airline that will serve tier-II and tier-III cities. In addition, RAHI will develop geo-specific industry clusters that will bolster opportunity for the host community, encourage the local economy, as well as create the need for efficient travel to and from these locations.”

RAHI said it understood the need for the creation of mini-aerotropolises – business ecosystems that benefit from proximity to aviation infrastructure – in every location that it develops airports.

To this end, feasibility studies have been conducted for Gulbarga and Shimoga to ensure that the industry clusters developed at each are best suited to the local economy, demography and need, and, over a period of time, will develop into a public asset.

RAHI expects to puts its regional airline into operation alongside the two airports by mid-2012. Discussions have begun with aircraft manufacturers to source appropriate aircraft for the routes RAHI will ply. RAHI is building up its operational team, which will be distinct from the aviation infrastructure team that is currently progressing the airport development projects, it added.

RAHI to invest 490 crore in Karnataka airports

RAHI will induct five 10-50-seater aircraft in five years to service the proposed airports at Shimoga and Gulbarga. The company plans to have a portfolio of 99 regional airports by 2025. "We will look at connecting Bangalore and Mumbai with Shimoga. The idea is to start our own airline and then bring in other operators," said Sandeep Mendiratta, head of aviation business at IL&FS Transportation Network.

Civil Operations at Naval Airport at Karwar

The State Government of Karnataka has approached the Ministry of Defence to give permission for civil operations at the Naval Airport at Karwar.

No firm proposal regarding additional land for commencing civil operations has been received from the State Government.

The Government proposes to have major expansion of the strategic Karwar, India's third major naval base after Mumbai and Visakhapatnam, naval base in Karnataka. The expansion is being made to base some other frontline warships/aircraft carriers/submarines there with an aim to provide India with much needed strategic depth and operational flexibility. The matter is under consideration of the Government.

This information was given by Defence Minister Shri AK Antony in separate written replies to Shri Vijay Mallya and Shri Sanjay Raut in Rajya Sabha today.
