Moscow. The House of the Council of Labour and Defense

The House of the Council of Labour and Defense (STO) in Moscow was designed by Arkady Langman (1886—1968) and built in 1935.
After the dissolution of the STO in 1937 the building was known as the House of Sovnarkom (the Council of People's Commissars) and, later, as the House of Sovmin (the Council of Ministers of the Soviet Union).
The last Soviet user of the building was the State Planning Committee (Gosplan).
Currently (2017) the State Duma of the Russian Federation is located in the building.

The façade of this piece of the early Stalinist architecture combines the logicality of the Constructivism with the monumentality of the Neoclassicism which soon became the prevailing style of the Soviet architecture of the Stalinist period.
The design created by Arkady Langman was highly appreciated and for a long time it was considered as the model of governmental buildings.
There were other opinions, though. When the design of the building was disputed by Langman, the architect Ivan Zholtovsky (1867—1959) and the Chairman of the Sovnarkom Vyacheslav Molotov
(1890—1986), Zholtovsky said that the design was acceptable but quite toneless. In order to prove his opinion Zholtovsky turned the drawing of the main facade over: “Can we build it this way? Yes, we can, the building will lose nothing and nobody will be able to see any difference.”
