why is the railings buried in mud rather than concrete or tar something more stable ??

Its not buried in mud, there is concrete and as you can see it has handled the impact nicely.

kenyans are not necessarily good drivers...people don't follow road rules majority of the time.need to reeducate the masses...

The purpose of a guard rails is not only to prevent vehicles from going across, they are there to absorb the shock of the impact thus saving lives. Rigid structures are unlikely to give way hence increasing the severity of the crash. Having said that, I think they should have used concrete dividers. At this rate, if there are no immediate repairs, the road will be full of bent guard rails.
