Mediahouse: Nairobi Star image hosted on flickr ![]() BY FRANCIS MUREITHI THE government wants to build a new Sh1.6 billion complex for the President in the upmarket area of Upper Hill to keep the head of state out of the congested Nairobi city centre.The proposed Office of the President complex to be named New Harambee House will be built on land originally earmarked for the construction of the Capitol Hill police station at Upper Hill. The project is unlikely to start this year after Finance minister Uhuru Kenyatta failed to allocate the Cabinet Office the Sh500 million it had requested to start the project. According to minutes of a July meeting held between the Office of the President Principal Administrative Secretary Samuel Mwale and the parliamentary Committee on Administration and National Security, the new complex is aimed at "easing pressure" at Harambee House. Mwale told the committee chaired by Mt Elgon MP Fred Kapondi on July 16 that the Sh500 million sought this financial year had not been allocated so the project had been postponed until the next financial year. Mwale with three other officials from the Cabinet office had appeared before the committee to explain how the office will be spending its Shi billion allocation this financial year. The other officials were William Karani, JW Hanjari and deputy secretary Brown Otiya. Also present were two Treasury officials. The final report by the committee was tabled in Parliament last week so that MPs can debate it when endorsing the Cabinet budget this week or next week. Since independence, Kenya's presidents have been working at Hammbee House on Haramhee Avenue in the city centre. After succeeding Daniel Moi in December 2002, President Kibaki preferred to work from State House Nairobi. Last year Kibaki changed tack and has shifted most of his daily meetings to Harambee House. Pending completion of the new presidential complex, the Cabinet office plans to shift some staff to the new offices of the Prime Minister at the fivestorey Shell and BP House which is also on Harambee Avenue. The government bought the building in January for Sh700 million for the Prime Minister's office and renovations are expected to cost Sh 100 million. Since Raila Odinga was sworn in as PM in 2008, he has been based on the 14th floor of Treasury building also on Harambee Avenue. "The Prime Minister is about to move to the newly acquired BP Shell house so pressure will ease at Harambee House," Mwale told the MPs according to the tabled report. Harambee House presently provides offices for the President, Head of Public Service, Ministry of Internal Security and Provincial Administration, Ministry of Public Service, Administration Police headquarters and the Directorate of Personnel Management. Some of these offices are expected to be relocated to Upper Hill once the Office of the President Complex is completed in Upper Hill. Big companies and foreign missions have also started running away from the congested Central Business District and its traffic Jams. Last month, the Tanzania government acquired a plot in the Upper Hill for the construction of its chancery. Other-Upper Hill offices include the British High Commission, European Union, Coca Cola, Rahimtullah Towers, Citigroup and Old Mutual. The government has recently been criticised for budgeting to renovate the private residence of the Prime Minister at a cost of Sh33.4 million this year. Another Sh200million has been spent on a palatial official residence for the Vice-President in Karen although the project has since stalled.

President Kibaki is expected to preside at the launch of the building, one of the latest additions to Upperhill’s changing skyline. “Kenya is a gateway to East Africa. We chose Kenya because of its current and future economic growth potential. It has human capital strength. The communication infrastructure is continually improving. This also happens to be one of our priority markets,” said Nathan Kalumbu, president of Coke’s operation in East and Central Africa. The Nairobi office, a two-storey affair with room for a further two floors, is a regional base that is expected to serve the firm’s operations in at least 27 countries in East and Central Africa. Hitherto, it has been operating from three rented locations within the city. “By coming together, we have an opportunity to strengthen and improve our ways of working. We believe that we are building strong relationships within the workplace that are critical to our continued success,” argued Mr Kalumbu. In Kenya, the Coca Cola system consists of six bottling plants. The oldest is Mombasa-based Coastal Bottlers, which started operations way back in 1948 and is owned by the family of Navin and Suresh Shah. Local investors The Shahs also own Kisumu’s Equator Bottlers. Others are Nairobi, Rift Valley (Eldoret), Mount Kenya (Nyeri) and Kisii Bottlers. In the early 2000, the local franchise went through a cataclysmic consolidation that saw South African transnational Sabco take a major stake in Nairobi Bottlers. As part of its then “anchor bottler” policy, Sabco (in which Coca Cola retains significant shareholding) got a foothold into Kenya, while some two plants were closed (Nakuru’s Flamingo and Machakos’ Mount Kenya Bottlers) and consolidated under the Nairobi plant. The move invited strong nationalistic posturing with the feeling that it would scuttle small local investors in the franchise. Even then, a strong local component remains in the shareholding of three of the other bottlers, largely thanks to investment firm Centum and parastatals ICDC and and IDB.
