this is simple,são paulo is down the tropics and the Rio de Janeiro is among the tropics, são paulo is in 800m of altitude and our weather is more rainy.

Well, you'll never see São Paulo with 2C during the day, but the temperature can drop as low as that in the mornings of fall/winter. The average maximum temperature in SP during winter is 22C (similar to London in summer ) , but in several days the maximum temperature is between 14C and 16C, and people in Brazil generally wear coats at those temperatures.
And São Paulo is much colder than Rio because Rio is at the sea level and SP is at an altitude of abou 800 meters. In Rio, temperatures seldom go as low as 10C (I think it happened just once this year).

well, 14C and 16C is normal in winter, but in the coldest days the maximum temperature is around 10C

Bcz Rio de Janeiro is at sea level and São Paulo city almost 800m above the sea level
