That's not the PORR. In fact, that's an incomplete road-upgrading project (by the BN Government) around Teluk Kumbar and Balik Pulau.

PORR: Penang yet to be briefed by federal govt

GEORGE TOWN: The state government will deal directly with the federal government on the revival of the Penang Outer Ring Road (PORR) and is asking the prime minister’s department to shed light on the project, said Penang Chief Minister Lim Guan Eng.

Lim was commenting on The Edge report that the project would be undertaken by a private company Daya Aliran Inovasi Sdn Bhd, whose appointment has been approved by the Economic Planning Unit (EPU).

“The state government has not appointed any contractor for the project and the appointment was made by the federal government. The PM’s department has made the proposal and we have written to them for a briefing on the project as we want to know the terms and conditions of the project in the best interests of the people of Penang,” Lim told a press conference.

“We want to know the costs, why this company was chosen, if the company is capable of carrying out this project and if it would resolve the traffic problems on the island.”

He said the project must be economically and environmentally viable but he would not be able to discuss until the state government had been briefed.
“Until we have been briefed, we will still be groping in the dark,” Lim said.

He said the state government was also keen to know if the federal government was also funding the project. “If they are funding the project, then we must know why this particular company has been chosen,” he added.

Asked if the state government was in favour of the project, Lim said the state government welcomed any project which would help reduce traffic congestion and generate economic growth and revenue for the state.

On whether the state government would consult the public on the PORR, Lim said public consultation had already been held, and there were differing views.

“We do not want to have a closed mind on such projects. Let us have our discussion with the federal government first,” he added.

Former Bukit Bendera Umno division chairman Datuk Ahmad Ismail is said to be a shareholder of Daya Aliran. He was also the executive chairman of Peninsular Metroworks Sdn Bhd, which had been given a letter of intent in the mid-1990s to carry out the PORR project.

The project involves the CONSTRUCTION [] of an 18km toll highway. It had been planned for completion at about the same time as the Butterworth Ring Road but it failed to take off. And even though it had been included in the Ninth Malaysia Plan, it had been shelved again during the mid-term review.

I guess that when the PORR is back, so will the protester of the project. 'No to PORR' banner and car sticker everywhere soon.

Wow, this is going to be real exciting and I do really hope Penang will FINALLY get the PORR. It's high time those who protest had their share of causing delays for the general public to enjoy better transportation routes and now it's time for the Pro PORR to see to the success of the project.
Those who worried about damages to the hills and water catchment areas are just arguing for the sake of arguing. Why don's they look around and see how other countries managed to have highways, elevated highways and tunnels running through National Park lands like those in the Canadian Rockies and Germany that run and wind through very sensitive ecosystems. All boils down to good planning and management. So please don't say NO for the sake of a 'blind' No. Just look at the successes of those who did it and demand the same. Delaying it will cost even more later. Penang needs the PORR.

RM3.75m suit over PORR

GEORGE TOWN: A legal firm and two engineering consultant firms have filed three separate claims totalling RM3.75mil in a High Court against former Penang Outer Ring Road (PORR) concessionaire Peninsular Metro Works Sdn Bhd.

Plaintiffs Messrs Ghazi & Lim, Min Consult Sdn Bhd and Abena Consulting Engineers Sdn Bhd filed claims for RM1.707mil, RM1.18mil and RM871, 228 respectively in unpaid fees for professional services rendered.

In its statement of claim filed on Oct 4, Messrs Ghazi & Lim stated that in January 1998, the firm was appointed by Peninsular Metro Works to handle legal work concerning the PORR project.

The firm said it had carried out various works and services which culminated in a concession agreement for execution between the Government and Peninsular Metro Works.

Messrs Ghazi & Lim said it had also prepared a development agreement and shareholders agreement.

The firm added that it had provided legal services for the defendant over eight years from Jan 1998 to Jan 2006.

Messrs Ghazi & Lim issued a notice of demand on Aug 19 demanding the balance of the legal fees be paid but the defendant had failed, neglected or refused to settle the amount.

Min Consult in its statement of claim said that on Aug 23, 2004, it was appointed the PORR’s main design consultant by Peninsular Metro Works and carried out design consultancy works for the defendant.

The company said that to date, the defendant had failed to settle the RM1.18mil in professional fees.

Abena Consulting Engineers claimed it had carried out works as design consultant for the project after it was appointed by Peninsular Metro Works on Oct 25, 2005.

It said it had sent the defendant an invoice for the sum of RM871,228.91 for the services rendered but to date, Peninsular Metro Works had failed to settle the amount.

Messrs Ghazi & Lim has filed a summary judgment against Peninsular Metro Works for its claim of RM1.707mil to be paid within seven days of the judgment. No date has been fixed for the hearing of the summary judgment.

Both the consultant firms have not entered their notice of appearance yet.

Funeral committee chairman Tan Sri Khoo Kay Por said no shorts, slippers, singlets and miniskirts were allowed. “As it is a state funeral, everyone must show utmost respect and dress properly.”

GEORGE TOWN: A 17.84km stretch of highway from Weld Quay to Batu Maung has been renamed the Tun Dr Lim Chong Eu Expressway with immediate effect.

The stretch encompasses both the Jelutong Expressway (JE) and Bayan Lepas Coastal Highway.

Penang Chief Minister Lim Guan Eng said the state exco decided during its meeting Friday to rename the highway stretch after Dr Lim as a mark of respect.

“This route will cut across three of his giant projects - Komtar, the Penang Bridge and the Free Industrial Zone,” he said.

He made the announcement during a press conference at Dewan Sri Pinang here after Dr Lim’s casket arrived from his Tanjung Bungah home about an hour earlier.

Lim said the 17.84km expressway stretches from the Prangin Road Ghaut junction to the Batu Maung Road/Jalan Permatang Damar Laut junction.

It involved four sections - the JE from Prangin Road Ghaut to Jalan Tengku Kudin (4.14km), an unnamed stretch under the responsibility of the Malaysian Highway Authority from the elevated interchange of the Penang Bridge to Jalan Tengku Kudin (2.53km), Lebuhraya Sungai Nibong between the Penang Bridge elevated interchange and Jalan Tun Dr Awang (3.19km), and the Bayan Lepas Coastal Highway between Jalan Tun Dr Awang and the junction of Jalan Batu Maung/ Jalan Permatang Damar Laut (7.98km).

Lim said the expressway was linked, via Prangin Road Ghaut, to Jalan Dr Lim Chwee Leong, which is named after Dr Lim’s father.

Dr Lim’s eldest son, Chien Aun, said the family had no objection to the naming of the expressway after his father.

“We didn’t ask for it and it is not for the family but for the people of Penang,” he said. -The Star

which part of my statement is degrading or defaming Tun Dr Lim Chong Eu?

I did not say he should not be honoured with a road named after him. I just said that naming a new road is much better
