I bump into this phrase all the time on these forums. The general recipe is as follows:

1) Crap modern building finally reaches the end of its lease
2) Land values have skyrocketed making it cost-effective to reclad or just demolish the minger and replace with something really not that good, but...
3) At least it's better than what it replaces!

Exactly. This building has an interesting shape and is slap bang next to St Paul and opposite One New Change, surely it wouldn't have troubled Sir Alan ( as its his property company developing this) to pushed the boat out and done something interesting with the cladding to emphasis the buildings shape.

Contrary to what people see to think the office market in the City is not dead its just people don't post news of lettings in the more mundane city blocks. This is a prestigious site and not a particularly big building. It will easily be let so its no excuse not to spend a bit of money on the facade as the refurb and reclad is not going to be particulalry expensive. I'm surprised the City planners allowed this to get to planning.

You forgot the other popular recipe found on this (modern architecture) forum

1) Crap post war building gets a replacement proposed
2) Its not as good as the building the crap building replaced
3)Oh I wish it could be Victoriania everyday
4) Vague drivel about "beauty" and inaccurate posts made up to fit ones mindset (why let facts get in the way of a good rant ay).

Moan x100 etc

Funny I was just thinking about this building today, and when it might be developed (yeah I'm a sad bloke.) this is good to see. Wish it could be the Victorian buildings though
