Nilai to be Medical City

THE Nilai district in Negri Sembilan will be the country’s latest “wellness zone” that would house a proposed RM1.7bil Medical City.

This private finance initiative is expected to boost Malaysia’s buoyant health tourism industry further.

“After Port Dickson (district), the Government has allowed parts of Nilai to be included in the wellness zone, where hospitals, clinics, and a medical research facility for UiTM (Universiti Teknologi Mara) would be built,” Tourism Minister Datuk Seri Tengku Adnan Tengku Mansor said.

A 61km zone in Port Dickson is the first area in the country to be earmarked as a wellness zone, where international spas and other health tourism facilities would be set up for patients to recuperate.

He said the medical city, to be developed by a private company and TH Properties Sdn Bhd (a company under Lembaga Tabung Haji) at Enstek Park, Nilai, would further attract foreign tourists seeking health care and alternative treatment, to Malaysia.

“The medical city would also have a nursing college and medical-related bio-technology research centre,” Adnan told reporters after launching a charity programme for senior citizens, jointly organised by the Putrajaya Health Clinic Advisory Panel and Proton Perdana Car Owners Club, at the Putrajaya Community Health Clinic in Putrajaya on Saturday.

Adnan said the country’s health tourism was doing quite well, especially with private hospitals in Kuala Lumpur, Penang, Ipoh and Malacca recording brisk business.

“We have many Indonesians coming here to seek medical treatment and with the additional hospitals and health care facilities, we want to entice more people,” he said, adding that dentistry was another health tourism product the ministry would be promoting overseas.

The Malaysian Industrial Development Authority (MIDA) would also be promoting health tourism overseas by offering incentives to foreign investors planning to set up clinics, hospitals and rehabilitation centres in these areas.

On the charity programme, Adnan hoped that young Malaysians would stop neglecting their aged parents.

“Children should visit their parents who have been left at the old folks’ homes,” he said after welcoming about 30 residents from Rumah Orang Tua Seri Kenangan Cheras.

The Proton Perdana Car Owners Club members fetched the senior citizens to Putrajaya and later took them on a tour of Putrajaya before handing them hampers and taking them back to the home.

On the 50th National Day anniversary celebrations, Adnan, who is also the Putrajaya MP, called on residents in his constituency to start flying the Jalur Gemilang.

“We hope people will start flying the national flag voluntarily,” he said.

Bio Innovation Centre Sales Office Begins Operations

NILAI, (Bernama) -- The Bio Innovation Centre (BIC) opened its sales office at Putra Nilai here Wednesday as a showcase of Malaysia's biotechnology hub.

BIC is a subsidiary of Inno Bio Ventures Sdn Bhd (IBV) and a member of the Inno Bio group.

Inno Bio Ventures Sdn Bhd Group Managing Director, Datuk Dr Mohd Nazlee Kamal said the office also enabled the company to better promote its services to both local and foreign potential customers as well as be a base for business development.

"BIC aims to offer an environment that will accelerate the development of SMEs involved in biotechnology and is in response to the fast developing biomedical research community," he said after officiating the opening of the sales office.

"This underlines our commitment to the Putra Nilai community as an important hub for biotechnology."

BIC is scheduled to commence its physical offerings the latest by early 2009.

Phase I of the development, according to him, involves the construction of office space, laboratory and shared facilities for rent on 15 acres.

Mohd Nazlee said, leveraging on the Inno Bio Group's extensive network and the experience of its people and capabilities, BIC also provides services such as a combination of wet laboratory and office space to tenants with access to shared facilities that are specifically designated for biotech commercialisation activities.

He said the strategic location at the heart of Nilai, excellent infrastructure and business-friendly environment are among the attributes that will attract local and international companies and lead to the branding of Putra Nilai as the BioMetro or biotechnology hub.

BIC was set up to provide dedicated services and infrastructure to biotech companies, both local and international.

BIC's services begin with a pre-incubation programme to help potential tenants put together some basic and healthy ingredients for their initial development.

The Bio Innovation Centre is developed to be the preferred location of choice for biotech research and development manufacturing activities. Occupying 15 acres of land space in Putra Nilai, the centre is still under development and the site construction has already begun and estimated to be completed in two years. In this project, MIGHT provide consultative services to InnoBio, the developer of the facilities during the initial conceptualization. MIGHT through its subsidiary, was appointed as the Project Management Consultant for the development of the centre.

MEDICAL CITY
Project Concept and Components



The MEDICALCITY Project (The Project) involves the development of a Medical City on 528 acres (approx) of land located near Sepang, Selangor. The Project involves the design and development of a 600 beds Post Graduate Teaching Hospital for both public and private patients and Faculty of Post Graduate Medicine and Allied Sciences. The hospital intended to cover 18 surgical and medical specialties include Internal Medicine, Surgery, Oncology, Cardiology/Chest, Neuroscience, Obstetrics/Gynecology, Pediatric, Dermatology, Dental & Maxillofacial Surgery, Ophthalmology, Otorhinolaryngology, Burns/Plastic Surgery, Orthopedics & Traumatology, Dietetics, Anesthesiology, Aesthetics, Nephrology/Urology and Psychiatry. The teaching facilities will cater for both local and international students and with greater emphasis on producing more qualified post-graduates and specialists in medical and medical-related fields. The area of specialties covers medicine, dentistry, pharmacy, nursing and allied sciences. While the research center focuses on clinical and medical related research and also the innovative services and products enhancement in the medical and related industries. Subsequent phases of the Project will involve the development of Commercial and Residential Areas to complete the business eco-systems that can target and attract knowledge, workers/professionals, health tourists, retirees and expatriates under Malaysian My Second Home program. The Project targets local and international markets particularly ASEAN, OIC countries, the Middle East, and other developed and emerging markets. The project will be high impact Malaysia incorporated initiative for Malaysia to realise the national visions.

Project Location
The Project Location in Sepang is a greenfield site, about 10 minutes from KLIA and 38 minutes from Kuala Lumpur via Express Rail Link. The immediate districts adjacent to the site are Bandar Baru Nilai, and Bandar Baru Salak Tinggi. The nearest well planned and developed districts are Putrajaya and Cyberjaya.

TSR-Tabung Haji in RM3b medical city project

TSR Capital Bhd has teamed up with Lembaga Tabung Haji to undertake a RM3 billion medical city project in Sepang, Negri Sembilan, for Universiti Teknologi Mara (UiTM).

TSR Capital said proposed development, which includes medical faculties and hospital, research centres and residential areas, will be funded under the private finance initiative (PFI).

“The proposal is subjected to detailed perusal and approvals from the central agency of the Malaysian government,” it said.

The development will be undertaken by TSR and TH Properties Sdn Bhd, a unit of Lembaga Tabung Haji. TSR holds a 70% stake and TH Properties the remainder.

TSR said the development for the 264 hectare project would be a RM1.8 billion medical faculty and hospital, a RM400 million research centre and incubator, a RM400 million residential area and related faculties worth about RM200 million.

“The medical city is an integration of healthcare delivery, training of health personnel, research and development, innovation in health and medicine, and the manufacturing and commercialisation of pharmaceuticals and medical devices.

“The proposed development is to be completed in phases and construction is expected to last eight to 10 years. The development is expected to start upon approvals being obtained from the relevant authorities,” it added.

TSR said the teaching facilities are expected to cater for 720 new students annually and the entire facility would be able to handle up to 3,000 students. The hospital is expected to have a capacity of 1,200 beds.

TSR to build, equip RM1.7bil hospital

PETALING JAYA: Construction group TSR Capital Bhd looks set to build and equip a teaching hospital costing RM1.7bil for International Islamic University Malaysia (IIUM) in Nilai, Negri Sembilan.

Prime Minister Datuk Seri Abdullah Ahmad Badawi will today officiate the ground-breaking ceremony for the hospital which will be funded by private finance initiative (PFI).

Under a PFI scheme, a private sector company will finance the development of infrastructure and lease it to the Government over a period of many years.

TSR recently announced to Bursa Malaysia that it has received approval in-principle from the Economic Planning Unit for its subsidiary Medicalcity Corp Sdn Bhd to develop a post-graduate teaching hospital for IIUM.

The project remains subject to terms and conditions to be negotiated and a concession agreement to be executed.

TSR senior accountant K. K. Ng said Medicalcity was a joint-venture company that was 70:30 owned by TSR and Lembaga Tabung Haji (LTH) group.

Medicalcity would design, manage the turnkey construction and finance the development of the hospital while TSR would construct and equip the facility, Ng told StarBiz yesterday. After TSR has completed construction, Medicalcity will provide maintenance services for the hospital and its facilities over the next 30 years.

“The doctors can focus on medical treatment and teaching while the building and facility maintenance services are outsourced to us,” Ng said.

The PFI arrangement will be under a build-lease-maintain and transfer (BLMT) scheme where the facilities will be transferred to the Government at the end of the lease period.

There will be key performance indicators to be adhered to by Medicalcity in its maintenance contract for the facilities.

The total development cost of RM1.7bil comprises about RM1bil for construction of the hospital and about RM700mil for the medical equipment.

While that is a huge sum to finance at this time, it is doable because bankers would be comfortable with the Government as the customer. Even so, Medicalcity will work on a debt-to-equity ratio of 80:20 as against a higher leverage of 90:10 that was originally planned.

“That’s to enable us to work towards a triple A rating for the bank loans. Bankers will be more comfortable if we put 20% of equity into the financing structure,” Ng said.

The teaching hospital will be built on a large piece of land in Nilai that’s owned by the Higher Education Ministry, and within Bandar Enstek that is being developed by a joint venture of Negri Sembilan State Development Corp and TH Properties Sdn Bhd, a subsidiary of LTH.

It is also near a 370-acre site owned by TH Properties and planned for a medical city. It is expected that TH Properties will form a joint venture with TSR to develop that.

The medical city will comprise facilities to offer services such as a combination of western and eastern or herbal medicine and treatment.

The whole concept focuses on the dual objectives of training knowledge workers and making available herbal treatment in a managed facility.
