I saw bilingual signs in this forum (Azerbaijani and English "translation").
But I think this is not necessary for names of cities and villages.
In Germany that is completely unusual and of course French would never do that. :-)
Azerbaijani signs are readable, that's enough.

I agree that bilingual signs don't make sense since Azerbaijan uses Latin alphabet. In any case there are few of them and it is mostly about words which need international translations, for instance:

Hava Limanı - Airport

Yes, translations like "Airport" and "Centre" are useful.
By the way, a little bit off topic: Are there still English transcriptions in Azerbaijani passports despite original Azerbaijani names?
