There is a new motorway under construction from Alat to Astara that will open 'soon'. It is Azerbaijan's first toll road. Not much details are given. Some sections are visible on Google Earth imagery.

Reconstruction of Baku-Shamakhi highway (77.7 km)

Reconstruction works are going on 13.3-91 km ( 77.7 km ) part of Baku-Shamakhi-Yevlakh highway. Highway will be widened from 2 to 4 lanes.

Reconstruction is carried on 4 segments:

1. 13.3-15.1 km: (19% completed)
2. 15.1-44.6 km: (68% completed)
3. 44.6-67.5 km: (100% completed)
4. 67.5-91.0 km: (74% completed)

It's common on dual carriage roads that have at grade interchanges and it is used for making U-turns. However this one appears to only have an U-turn lane for only one of the directions.

It is on hold now. Some parts from Guba to Qonaghkend and Shamakhy to Qizmeydan were constructed. But due to active landslides on project area, construction is stopped for now.

September 2016:

Widening of Kurdamir-Ujar-Yevlakh part (87.8 km) of Baku-Gazakh-Georgian border highway (503 km) was completed. So, there is a 4 lane higway from Baku to Ganja now. The remaining part (Ganja-Gazakh-Georgian border) will be widened to 4 lanes in near future:

I've been looking at M3 on Google Earth.

The whole motorway is under construction to Astara. If measured on Google Earth, it is 205 kilometers long from Alat to Astara, compared to 243 km with the old route.

Based on Google Earth imagery;

* Alat - Ashagi Khalaj (22 km): open in 2009
* Alat bypass (9 km): open in 2011
* Jalilabad - Lankaran (54 km): open in 2017

The Ashagi Khalaj - Jalilabad section also appears to be advanced, especially around Hesenli / Salyan which looks like it could open this year. The Salyan - Jalilabad section is a significant shortcut over the old route via Bilasuvar. Lankaran - Astara is also under construction, but Google Earth imagery suggests that the actual border crossing with Iran is not yet under construction.

Yes, it will be 205 km long from Alat to Astara, but the length of new road is 173.6 km (actually new road starts from Yenikand which is 30 kms away from Alat). The whole road will be completed in 2018, in future there is a possibility that it will be a toll road. The main advantage of the new road alongside its length is that it does not pass through settlements, which makes it faster (speed limit 110 or 120 km/hr).

Mmm, it was inaugurated on 3 September 2016 according to that link. But Google Earth imagery from 26 November 2016 shows that the Hesenli bypass was not completed at that time. A portion of the Hesenli Bypass has imagery from 26 February 2017 and it also shows it under construction.
