Why do they keep resorting to using propeller engines instead of turbofans? Propellers on planes are noisy and seem very outdated, as well as giving a plane more drag.

Technically a turbofan's fan is a propeller, it's just that they are encased in a duct. The principle is that the higher the bypass ratio (the ratio of the volume of air entering and bypassing the compressor), the more fuel efficient the engine and turboprops have huge bypass ratios compared to turbofans. Future technology could make propellers quiet and fast.

It seems like the layout of our typical airliners has not changed much in the past 70-80 years: it's pretty much the same two wings and a tail section, attached to a long tube. I would venture to say that every production jet liner today (except those derived from cargo planes) doesn't look much different at all from the 1950s' progenitor designs like the 707 (engines under wings) or Caravelle Sud (engines at the tail).

No idea why some kind of a blended wing design never caught on. Or the canards

A radical new design will need radical new tecnology and materials, I would love to see something different as you say, but for now we will have to settle for those long tubes hanging on wings, propelled by noisy engines, anything different is just a vision of the future which many times does not meet the timeline given by visionaries.

Noisy engines? If anything has progressed extremely well over the years then it is the fuel consumption and the noise levels of the latest engines technology. And that trend is continuously improving. See the A320-neo and the B737-MAX. Or the upcoming A350 and B777-X.
